A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JULY 22, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Goodwin and Attorney Casolaro. Absent: Trustee Bencivenga. On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:01 PM. On the motion of Trustee Goodwin, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:02 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

RESOLVED to approve the minutes of the July 8th, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the following letter from the Fire Department:

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to accept the Fire Department actions as read.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to accept the resignation of Jason Brunjes, Labor Crew Leader, effective July 18, 2025.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to move Robert Yeznach from a full-time laborer to a part time laborer with an hourly rate of $14.00 effective July 14, 2025.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to schedule a Public Hearing to be held on Tuesday, August 12, 2025 at 7:00 PM to consider the following:

    • The application of Jamie Winkler, representing Insomnia Cookies Operators. LLC, to open a late-night retail bakery to be located at 55 Deer Park Avenue, Village of Babylon.
    • The application of Robert Mathews of Millie’s Mimosa House & Eatery, to open a brunch and mimosa restaurant to be located at 94 E. Main Street, Village of Babylon.
    • The application of Isaura Sanchez of My Play Space LLC, to allow school field trips at her playcenter located at 105 W. Main Street, Village of Babylon.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Park Avenue tennis courts (north and south side) from August 25th through November 7th, 2025, between 2:30 PM and 6:30 PM, for the Junior Varsity and Junior High Girls Tennis teams. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried,

    WHEREAS, pursuant to Article 8, Section 1, and 2-a of the New York State Constitution as effectuated and applicable by the General Municipal Law section 119-o, municipalities are empowered to enter into agreements for the performance of their respective functions, powers, or duties, and for the sharing and exchanging of services; and

    WHEREAS, the Town of Babylon and the Village of Babylon have entered into an Intermunicipal Agreement (IMA), dated July 10, 2025, and through this IMA, the Town of Babylon is authorized to mill and repave the Village of Babylon portion of Ewell Street and

    NOW THEREFORE, BE IT RESOLVED, that by this Resolution, the Board of Trustees authorizes the Mayor to execute the IMA between the Town and Babylon and the Village of Babylon and hereby adopts and ratifies the IMA.

    WHEREFOR, this RESOLUTION, hereby adopted by vote of the Board of Trustees on July 22, 2025, shall be promptly recorded in the Office of the Village Clerk, and made part of the public record.

    On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was

    RESOLVED to hire Robert Yeznach as a full-time laborer with an annual salary of $29,120.00 effective June 30, 2025.

    On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was

    RESOLVED to issue a tax adjustment in the amount of $283.50 to John Willam Fallon for overpayment of 2025/26 Village taxes on the property located at 13 Nereid Place. [due to the decrease in assessed value for the 2025/26 tax roll, per attached Assessor petition].

    On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was

      On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to issue a partial refund in the amount of $812.50 to Kym Turet for giving up Boat Slip #16 at Main Dock as of July 14, 2025.

      On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to grant permission to the Babylon Beautification Society to use Bayman Park as a pick-up location for their fundraiser, the sale of the game “Babylon Villageopoly” on the following dates:

      • Saturday, July 26, 2025 – 9:30 AM– 11:00 AM
      • Saturday, August 16, 2025 – 9:30 AM – 11:00 AM

      On the motion of Trustee Goodwin, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant permission to the residents of Cedar Lane to hold a block party on Sunday, July 27th, 2025 from 11:00 AM - 8:00 PM, with a rain date of Sunday, August 3rd, 2025. The street will be blocked at Bay Street and Cedar Lane/Araca Court, subject to parking restrictions for emergency purposes.

      On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to change the job title for Jack Christ from Laborer to Labor Crew Leader with an annual salary of $80,000 effective July 28, 2025.

      The following announcements were made:

      • Trustee Seibert stated Summer Recreation programs are coming to an end. Gymnastics show is 7/30/25 at 6PM; theater show is 7/31/25 at 5PM; both at the high school. Shakespeare in the Park is in August, and the Friday night concert series at the Gazebo continues.
      • Trustee Cardali said the pool is in full swing. Last week of swim lessons. Pool hours are now 11AM-7PM. Sunday afternoon live music at 3PM at the pool. Movie night was successful- thanks to staff, highway, and parks department.
      • Upcoming events
        • September 11th -Annual 9/11 ceremony
        • September 22nd – Car-free Day.
      • Trustee Goodwin announced that the Soirée, Saturday, August 2nd is sold out. August 22nd the Babylon Beautification Society will be celebrating the 50th Anniversary of the Argyle Fair at the Gazebo from 6:00PM – 6:45PM; all are welcome.
      • The meeting was opened to the public and the following persons addressed the Board.
