A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, AUGUST 18, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Szabo and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 6:05 PM. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session ended at 7:34 PM.

Regular meeting of the Board of Trustees opened at 7:58 PM.
The Pledge of Allegiance was led by Trustee Szabo.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the minutes of the August 11th, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
The Mayor thanked the applicants of Argyle Bloom for coming back and answering a few more questions the Trustees had.
Trustee Seibert asked for a clarification on hours of operation. The applicants stated they will be aligned to the park hours of sunrise to sunset, but will vary with the season, and will stay open late during special events, such as the Village Tree lighting.
Trustee Bencivenga wanted more clarification of wine/liquor being served. The applicants stated not at the present time; they are focusing on the retail and grab and go. Wine or alcohol may be something in the future, but no intentions right now.
Trustee Cardali asked to clarify the intention of the garden and outdoor kitchen display area. Applicants stated it kind of came up, but plans are just to landscape the area and utilize as growing space for herbs and seasonal plants. This is not going to be a display area. The area will be landscaped, but clients referred to one of the showrooms.
Trustee Szabo noted that at the last meeting it was mentioned possibly showcasing the other businesses in the Village. The applicant said it was a thought, but once approved it is something that they would like to explore going forward. Trustee Szabo asked if they had any plans on doing any renovations to the outside. The applicant stated that there will be no major renovations, just may be a minor change in back to expand the restroom to be accessible.
Mayor Adams asked about timeframe of renovations and possible opening. The applicant stated throughout the winter with possible opening in the Spring.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the Babylon Public Library to hold the Touch A Truck Program in the Municipal lot on S. Carll Avenue (across from the Library) on Saturday, September 19th, 2026, from 11:00 AM to 2:00 PM.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED that the Board of Trustees hereby acknowledges that pursuant to Section 2019-a of the Uniform Justice Court Act, the required examination of the Justice Court of the Incorporated Village of Babylon for the period of October 1, 2025 to May 31, 2026, was performed by the Certified Public Accounting firm of Skinnon and Faber on August 6, 2026.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to issue a partial refund in the amount of $250 to Long Island Integrative Health for the difference between the ZBA application fee of $500 and the Board of Trustees’ application fee of $250. Application was incorrectly sent to the ZBA instead of the Board of Trustees; therefore, we are reimbursing the difference between them.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the International Order of the Rainbow for Girls to change the date of their Walk-A-Thon at Argyle Lake Park from Friday, October 2nd, 2026 to Saturday, October 3rd, 2026.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the residents of Tappan Avenue to hold a block party on Saturday, September 26, 2026 from 1:00 PM - 8:00 PM. The street will be blocked between North Gate and East Gate, subject to parking restrictions for emergency purposes.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Anthony Zientek, Laborer, effective August 21, 2026.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Abril Burris, Laborer, effective August 17, 2026.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the residents of Marlborough Road to hold a block party on Saturday, October 10, 2026 from 10:00 AM - 11:00 PM, with a rain date of Sunday, October 11, 2026. The street will be blocked between Livingston Avenue and Ralph Avenue, subject to parking restrictions for emergency purposes.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold Car Shows at the Gilbert C. Hanse Municipal Pool parking lot on October 11, 2026 (rain date October 18th) and November 15, 2026, from 9:00 AM - 2:00 PM.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold Stop Day from 9:00 AM -12:00 PM and Shred Day from 1:00 PM -4:00 PM on September 26, 2026.

RESOLVED that the Board of Trustees approves the East /West Beach Fire Protection District Contracts and authorizes the Mayor to execute the same. [#1434]

RESOLVED to grant a license to Dean Basciano to drive a taxicab for Lindy’s Taxi in the Village of Babylon.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to schedule a Public Hearing to be held on Tuesday, September 22, 2026, at 7:00 PM to consider the application of Long Island Integrative Health, seeking a Special Use Permit to operate a Holistic Pain Management and Wellness facility within the Fitness Incentive Spa located at 157 Deer Park Avenue.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Gamecock Lane to hold a block party on Saturday, September 12th, 2026, from 3:00 PM. to 11:00 PM, with a rain date of Saturday, September 19th, 2026. The street will be blocked between Little East Neck Road South /Gamecock Lane and Greenway Terrace/Gamecock Lane, subject to parking restrictions for emergency purposes.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried,
BE IT RESOLVED that the Board of the Village of Babylon hereby authorizes the Babylon Village Justice Court to apply for a JCAP grant in the 2026-2027 grant cycle up to $30,000.00, and upon approval of said request to enter and execute a project agreement with the New York State Unified Court System for such financial assistance to this court.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Babylon Jr.-Sr. High School to hold the Homecoming Parade on Saturday, September 19, 2026, at 12:45 p.m. The line-up will begin at 12:00 p.m. in the municipal lot behind Gemelli’s; the parade will head West on Main Street, turn onto North Carll Avenue, and proceed to the High School football field parking lot.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the following warrant for September 8, 2026:
GENERAL ACCOUNT: $ 243,602.24
TOTAL GENERAL FUND: $ 243,602.24
TRUST FUND: $ 4,813.64
TOTAL: $ 248,415.88
The following announcements were made:
- Trustee Seibert stated the new equipment for the Stowe Avenue playground will be coming soon and should be installed by October.
- Trustee Bencivenga stated Golf Leagues ended for the season, Summer golf camp was great. Will be offering some fall free clinics, dates to follow. Kudos to the staff, doing a great job. Boat Season is wrapping up; boats need to be out by November 30th. (Boaters at Main Dock may need to be out sooner). Winter mooring coming next.
- Trustee Cardali stated the pool is closed for the season; last day was Labor Day. Thanks to all the pool employees, Director, pump house & greenhouse crews. September 11th memorial Service will start at 8:15 AM at Village Hall.
- Trustee Szabo reminded us that the Babylon Beautification Society Fall Festival is this Sunday, September 13th, at Argyle Park.
The meeting was opened to the public and no one addressed the Board.
