A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, SEPTEMBER 26, 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Miga and Attorney Charles Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 7:10 PM. On the motion of Trustee Bencivenga seconded by Trustee Cardali, and unanimously carried, the work session ended at 7:19 PM.
On the motion of Trustee Miga, seconded by Trustee Bencivenga and unanimously carried, the Board entered executive session at 7:20 PM to discuss litigation. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the executive session ended at 7:58 PM.

Regular meeting of the Board of Trustees opened at 8:01 PM.
The Pledge of Allegiance was led by Trustee Miga.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to approve the minutes of the September 12, 2023 regular meeting of the Board of Trustees and dispense with the reading of the same.

RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
Mayor Adams wanted to state a few reminders prior to start of meeting:
1. When meeting opens to the public all are welcome to address the board for 3 minutes, one time only.
2. Videotaping is allowed however; you must stand by the chairs off to the side and do not interfere with anyone’s comfortability.
3. There was claim made against the Village, that is in litigation with the property the address of 167 Araca Road. That will be tried in a courtroom, not the boardroom. The Board will not entertain any comments, statements, questions about that property. Let the courts do what they do best.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was
RESOLVED to grant permission to the Babylon Public Library to hold the Touch a Truck Program in the Babylon Library parking lot on Saturday, October 28, 2023, from 11:00 AM to 2:00 PM, with participation from the Village Highway & Sanitation Department, Fire Department & Emergency Services and Code Enforcement.
On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

to approve the following warrant for September 12, 2023:

to grant permission to Dominick Pepito, of Universal Paranormal, to do Historical Walking Tours by the locations on the attached list on Tuesdays & Wednesdays from 7:00PM – 8:30PM on the following dates:

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Post Office Café to maintain temporary signs in the Village of Babylon, at the locations listed, to advertise their Annual 5K Run/Walk for MPS to be held on October 21st, 2023

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED
to grant permission to the American Legion to hold the annual Veterans’ Day parade on Saturday, November 11, 2023, at 10:00 AM starting at Foster Blvd and Deer Park Ave. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED in accordance with the Records Retention and Disposition Schedule LGS-1, to dispose of the items on the attached listing from the Treasurer’s Office and the Village Clerk’s Office.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,
BE IT RESOLVED that the Village Board of the Village of Babylon, hereby establish standard workdays for the purpose of determining days worked reportable to the New York State and Local Employee’s Retirement system:
- All Elected and Appointed Officials: Six-hour day
- Mayor’s Secretary, Treasurer, Village Clerk, Village Justice Court, all clerical staff: Seven-hour day
- Superintendent of Public Works and laborer staff: Eight-hour day

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,
RESOLVED
to grant permission to Suffolk County Boy Scouts Council to conduct a hike at Southards Pond on Saturday, November 18th
2023, from 10:00AM – 2:00PM with approximately 40 participants.
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to do away with Occasional Parking permits and increase the yearly fees for Reserved Parking Permits, effective November 1, 2023, as follows:
- Reserved Parking- Alternate Vehicle: $150
- Apartment Parking: $295
- Nights and Weekends: $ 85
- Nights and Weekends Non-Resident (No MTA) $165
- Employee Parking: $ 45
On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Douglas Avenue to hold a block party on Saturday, October 14, 2023 from 2:00 PM to 11:00 PM with a rain date of October 15, 2023. The street will be blocked between Montrose Avenue / Douglas Avenue and Douglas Avenue / Montrose Avenue, subject to parking restrictions for emergency purposes.
