A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, SEPTEMBER 23, 2025 Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, and Attorney Casolaro. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session opened at 6:00 PM. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session ended at 7:00 PM.

Regular meeting of the Board of Trustees opened at 8:00 PM.
The Pledge of Allegiance was led by Trustee Siebert.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the minutes of the September 9, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the Fire Department:
At the regular monthly meeting of the Fire Council held September 16th, 2025 the Fire Council took the following actions and we await your approval:

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
Mayor Adams stated that the Board is presenting two awards this evening. Judy Skillen and Melissa Kalhorn presented the “Woman of Distinction” Award to Anca Radoi. Mayor Adams presented the “Good Citizenship’ “Award to Jack Monteleone.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the attached contract renewal with R & R Partnership Enterprise, Inc., d/b/a Hold That Scene, for security at Babylon Village Hall effective through May 31, 2026. [#1576]
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to increase the salary of Lucas Ramalho, part time EMT, to $22.00 effective immediately.
Trustee Seibert read the following and polled the Board:
WHEREAS, a Public Hearing was held on Tuesday, September 23, 2025,
RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding
proposed Local Law 0923PH of 2025 – §365-20 shall add subparagraph L: Prohibited Uses
And,
THEREFORE, BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment, and
BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law 0923PH of 2025- §365-20 shall add subparagraph L: Prohibited Uses, is HEREBY ADOPTED as:

On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to Sean Logan to hold a “Hawaiian Open” at the Sumpwams Creek Golf Course on Sunday, October 19, 2025 starting at 8:30 AM. This permission is granted contingent upon timely receipt of a notarized hold harmless agreement.
And,
ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.
On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Babylon Teachers’ Association to hold a golf outing at the Sumpwams Creek Golf Course on Wednesday, October 22, 2025, start time 3:45 PM. This permission is granted contingent upon timely receipt of a notarized hold harmless agreement.
And,
ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only for this event.
On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED that the Village Cup will be held at the E. Donald Conroy Sumpwams Creek Golf Course on October 18th, 2025, with a rain date of October 25th, 2025,
And,
ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,
BE IT RESOLVED that the Board of the Village of Babylon hereby authorizes the Babylon Village Justice Court to apply for a JCAP grant in the 2025-2026 grant cycle up to $30,000.00, and upon approval of said request to enter and execute a project agreement with the New York State Unified Court System for such financial assistance to this court.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the following warrant for September 23, 2025:
GENERAL ACCOUNT: $ 198,537.44
TOTAL GENERAL FUND: $ 198,537.44
CONKLIN HOUSE: $ 110.05
TOTAL: $ 198, 647.49
Trustee Cardali read the following and polled the Board:
WHEREAS the Village of Babylon desires to have the installation of access key boxes installed on specific buildings throughout the Village; and,
WHEREAS, the Village of Babylon has the authority to mandate such installation of access key boxes pursuant to Village Code Chapter 96 - Building Construction and Fire, Section 3. Rules and Regulations; and,
NOW, THEREFORE, BE IT RESOLVED, that the Village of Babylon will mandate the installation of access key boxes on certain buildings within the village. This requirement aligns with NFPA 1-16.3.4.4 (buildings under construction), NFPA 1-18.2.2.1 (existing buildings), and FCNYS 506.1 (new construction), which stipulate that a key box must be installed in an approved location when access to a structure is deemed difficult by the Fire Chief or their designee due to certain security features.
WHEREFOR, this RESOLUTION, hereby adopted by vote of the Board of Trustees on September 23, 2025 shall be promptly recorded in the Office of the Village Clerk, and made part of the public record.

The following announcements were made:
- Trustee Bencivenga stated there is two months left of boating season and the golf course is still open.
- Trustee Cardali reminded residents this Saturday, September 27th is S.T.O.P / SHRED Day. STOP is from 9:00 AM- 12:00 PM; SHRED 1:00 PM- 4:00 PM., all information is on website. Saturday evening is the Fire Department annual inspection and awards ceremony.
The meeting was opened to the public and the following person addressed the Board.
