A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, SEPTEMBER 22, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, and Attorney Casolaro. Absent: Trustee Szabo. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 6:06 PM. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the work session ended at 7:00 PM.

Regular meeting of the Board of Trustees opened at 8:02 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to approve the minutes of the September 8th, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to give an annual stipend of $2,000 to Jack Christ, Labor Crew Leader, for additional duties effective September 1, 2026.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to accept the resignation of John McArdle, Labor Crew Leader, effective September 11, 2026.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to hold a bid opening on Thursday, October 15th, 2026 at 9:30 AM for the Beach Canal Dredging. Bid Specifications will be available in the Office of the Village Clerk between the hours of 9AM and 5PM Monday through Friday beginning October 1st, 2026.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to hire Alex Ewart as a full-time laborer with an annual salary of $31,200 effective September 9, 2026.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to hire Dominick Giovanniello as a full-time laborer with an annual salary of $41,600 effective September 14, 2026.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to give an annual stipend of $2,000 to Dante Giovanniello, Labor Crew Leader, for additional duties effective September 1, 2026.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to accept the resignation of Robert Vetter, Assistant Labor Crew Leader, effective September 4, 2026.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to hold a bid opening on Thursday, October 15th, 2026 at 9:30 AM for the Main Dock Bulkhead Replacement. Bid Specifications will be available in the Office of the Village Clerk between the hours of 9AM and 5PM Monday through Friday beginning October 1st, 2026.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to increase the fees at the E. Donald Conroy Golf Course for the school teams to $15.00 per player.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to hire David Moore as a full-time laborer with an annual salary of $31,200 effective August 24, 2026

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED that the Village Cup will be held at the E. Donald Conroy Sumpwams Creek Golf Course on October 17th, 2026, with a rain date of October 24th, 2026,

      And,

      ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to accept the resignation of Jason Middleton, laborer, effective July 1, 2026.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to terminate John Ahlers, Custodian 1, effective September 11, 2026.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,

        WHEREAS, a Public Hearing was held on Tuesday July 28, 2026,

        BE IT HEREBY RESOLVED to approve the application of 185 West Main LLC to open a neighborhood market at 185 West Main Street in the Residence-O District.

        And, be it further

        RESOLVED to approve and adopt the attached covenants and restrictions for Argyle Bloom, 185 West Main Street. [Section 009/ Block 03/ Lot 014]

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to grant permission to Tres Palms to hold the Annual Oyster Fest on Sunday, October 4th, 2026, from 2:00 p.m.-7:00 p.m.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it

        was

        RESOLVED to approve the following warrant for September 22, 2026:

        The following announcements were made:

        Trustee Seibert said there is a delay in the delivery of the Stowe Avenue playground equipment, but it should be installed by the end of October.

        Trustee Bencivenga stated the Golf Course looks beautiful and will be open as long as possible. Nor’easter is coming this weekend, please check on boats. Everyone stay safe. Boats must be out of water by November 30th. Winter mooring begins after that. .

        Trustee Cardali thanked all those who attended the 9/11 Memorial held in Argyle Park, with a special thank you to the Park, Code and Fire Departments. This Saturday, September 26th is STOP/Shred Day, rain or shine. Also, this Saturday is the annul Fire Department inspection. Also, on October 18th is the Suffolk County marathon,
