Regular meeting of the Board of Trustees opened at 8:28 PM.

The Pledge of Allegiance was led by Trustee Silvestri.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the minutes of the August 10, 2021 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to hire Kevin Gholson as a full-time Highway Laborer with an annual salary of $29,120.00 effective June 23, 2021.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to change Alex Iacono Hall from a part-time parking meter officer to a full-time parking meter officer with an annual salary of $31,200 effective August 29, 2021.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to issue a refund in the amount indicated to the applicant listed below for the return of ZBA sign(s) for partial refund.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED that the Active Transportation Study team will be in the Village from September 15th to November 15th, 2021, collecting data and taking photographs and other observations. This study is being conducted on our behalf by Suffolk County through a grant they received and will be led by Daniel Segal, AICP, Senior Community Development and Planning Specialist.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to remove the exemptions as per the attached Assessor Petitions and bill the new owner(s) the Exempt Property Restoration for the Tax Year(s) as indicated on the attached chart.

BE IT RESOLVED that the Village of Babylon Conklin House Steering Committee, which is housed at 280 Deer Park Avenue, be allowed to maintain a museum and do Committee business for the next 99 years at said address.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to grant a license to the following applicant(s) to drive a taxi cab for Lindy’s Taxi in the Village of Babylon: Mohammad Ashraf

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to hire Shane Rosenthal as a part-time highway laborer with an hourly rate of $10 per hour effective August 16th, 2021.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to terminate Kerklon Beckford as part-time laborer effective August 31, 2021.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED that the Babylon Public Library will hold the Touch a Truck program in the library parking lot on Saturday, October 23rd, 2021 from 11:00 AM to 2:00 PM, with participation from the Village Highway & Sanitation Department, Fire Department & Emergency Services and Code Enforcement.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to Race Awesome to display two (3’x12’) street banners and sixteen (2’x4’) pole banners throughout the Village from September 20th to October 25th, 2021 to promote the new route of the 7th annual Catholic Health Suffolk County Marathon. [The Village to assist in hanging banners.]

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to Tres Palms to hold their Oyster Fest event on Sunday, October 3rd, 2021, from 2:00 PM to 7:00 PM with the following conditions:

  • Number of guests anticipated is between 300-350 people over the course of the day.
  • Live band performance to begin at 3:00 PM and end by 7:00 PM.
  • Pool parking lot may be utilized by guests only until 7:30 PM, beginning with the second row of parking spaces. No one may park in the row near the Village boat slips; these are reserved for boat owners.
  • Porta-potties are to be placed on the southwest corner of the property behind the fence, facing north and will be picked up by Monday morning.

This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement, and signed permission letter issued by the Village for the 2021 Oyster Fest event.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant signature authority to Second Assistant Chief James Miga for issuing purchase requisitions on behalf of the Babylon Fire Department effective August 18, 2021.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire Erin Cullam as a part-time greenhouse laborer with an hourly salary of $10.50 per hour effective August 30, 2021.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to change John Broderick from full-time parking meter officer to part-time parking meter officer effective September 13, 2021.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Babylon Public Library to hold the 2021 programs listed on the attached chart. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement, and signed permission letter issued by the Village.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Chamber of Commerce to maintain temporary signs in the Village of Babylon, at the locations listed, to advertise the last Summer Sunday of 2021 to be held on September 26, 2021 with a community wellness theme.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

    RESOLVED to hold a Bid Opening on Thursday, September 30, 2021, at 9:30 AM, for the Shore Road Bulkhead Reconstruction, Phase One. Bid specifications and plans can be obtained from the Village Clerk’s Office between the hours of 9:00 AM and 5:00 PM, Monday through Friday, beginning Thursday, September 16, 2021.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

    RESOLVED to renew the intermunicipal agreement for Social Media Services between the Village of Babylon and the Town of Babylon until May of 2022. [#1498]

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to hire Stephanie Lino as full-time parking meter officer with an annual salary of $41,600 effective September 20th, 2021.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to issue a full refund in the amount of $1,090.00 to Sandra Nieves for boat slip #9004 at Lighthouse Canal for the 2021 season.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to grant permission to the residents of Gamecock Lane to hold a block party on Saturday, September 18, 2021, from 3:00 PM to 11:00 PM, with a rain date of Saturday, September 25, 2021. The street will be blocked between Gamecock Lane North and Gamecock Lane South, and Greenway Terrace, subject to parking restrictions for emergency purposes.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to the Post Office Café to maintain temporary signs in the Village of Babylon, at the locations listed, to advertise the 30th Annual 5K Run to be held October 16th, 2021:

      3 Signs (24” x 48”): - Rt. 231 & Montauk Hwy.

      - Union St. & Cooper St.

      - Rt. 109 & Montauk Hwy.

      1 Banner (36” x 120”): - Store Front of Post Office Café, 130 W Main St.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to accept the attached contract with Spectrum Security, d/b/a Safeway Alarm & Allyn LI Services, for alarm monitoring at the Golf Course at a rate of $27.95 per month, for the 5-year period from September 2021 to 2026. (#1349)

        On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

        RESOLVED to accept the attached agreement with TK Elevator to service the elevator at Village Hall at a rate of $930.00 per quarter, effective for 60 months from the date the contract is executed by both parties. (#1431)

          On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

          RESOLVED to approve the following warrant for September 14, 2021:

          Trustee Cardali reminded everyone that Saturday, September 25th is S.T.O.P. / Shred Day in the Village of Babylon. The S.T.O.P. portion will be from 9:00 AM to NOON by the Village Highway Department on Carleston Place and the Shred portion will be in the same location between 1:00 PM and 5:00 PM.

          Mayor Adams made the following announcement:

          The Ancient Order of Hibernians in America, St. Patrick’s Division 2, is celebrating their 75th Anniversary on October 6th, 2021. In honor of their milestone anniversary, the Village proclaims this October 6th as “St. Patrick’s Division 2 Day”.

          Mayor Adams commented on the special September 11th Memorial service and twilight service that was held and thanked Deputy Mayor Frank Seibert and Judy Skillen for coordinating the event.

          The mayor also commented on the well-attended Babylon Beautification Society Annual Fair; she thanked Skip Gardner, Scott Glenn, Jay Brunjes and the Highway and Sanitation crew for their assistance.

            On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting adjourned at 8:57 PM.
