The Pledge of Allegiance was led by Trustee Bencivenga.
The Village Clerk read the following Legal Notice:
NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, August 12th, 2025, at 7:00 p.m. at Babylon Village Hall, 153 West Main Street, New York 11702, or as soon thereafter as can be heard, to consider the following:
The application of Isaura Sanchez, of My Play Space, LLC to allow school field trips at her playcenter.
Copy of application and plans may be examined at the Office of the Village Clerk between the hours of 9:00am and 4:00pm, Monday through Friday.
All interested persons should appear at the above time and place and they will be given the opportunity to be heard. All applicants and their duly appointed representatives must appear in person at the above hearing.

Ms. Sanchez introduced herself and thanked the Board for seeing her again. She is seeking the Board’s approval to extend the services of her playcenter to offer school trips and after school programs. These programs will be offered to surrounding day care centers and schools, with these respective facilities providing busing. The target group would be children from the ages of 2-7 years old, of all abilities, for safe and educational classes. There would be one bus (possibly two) at a time, with a group size of about 6-8 children (12 max). Ms. Sanchez stated these programs meet or exceed all safety standards, with school-specific waivers for class groups. She also noted that these programs are fully covered with her liability insurance.
Trustee Seibert asked for clarification about where the buses will drop off and pick up the children, and the hours of school trips. Ms. Sanchez stated that the buses will be small buses that can park in her already designated spaces in the parking lot that she shares behind Fancy Lee Restaurant. The children can safely walk from the parking lot on the walkway between the two buildings, to the front door with school chaperones. School trips will be during the day around 10:00 AM– 11:30 AM. The buses will remain in those spots during the sessions. Trustee Seibert also asked about live music during these classes, and Ms. Sanchez stated that low volume indoor music will be played through small speakers.
Trustee Bencivenga asked how often these trips would be. Ms. Sanchez stated about 2-3 a month and not every day. Schools have reached out to her, so she wants to accommodate the need.
Trustee Cardali asked if the space would stay the same and no renovations. Ms. Sanchez confirmed no changes. Staff size stays the same. Trustee Cardali also asked if she would expand her business to a day care center, and Ms. Sanchez said no.
Mayor Adams asked if there will be a food program for the after-school programs. Ms. Sanchez said no food, possibly a snack.
The meeting was opened to the public - no one addressed the Board.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was,

Ms. Winkler spoke, representing the owner of Insomnia Cookies, as their realtor and expeditor. She is seeking the Board’s approval to open a late-night retail bakery serving warmed cookies, brownies and ice cream for in-store pickup or delivery. Ms. Winkler explained to the Board the concept of Insomnia, which started as a late-night cookie delivery to dorms, grew into currently having around 350 locations. Ms. Winkler stated that there will be no baking on premises. Frozen cookie dough will be brought in and baked in electric ovens. All deliveries and orders will be made by vans or employees’ personal cars. If parking spaces in front are not available, vans will utilize the parking spaces in the back.
Trustee Seibert asked for clarification of trucks making deliveries and pick-ups, and would they be in front of the store; what about Door Dash/Grub Hub? Ms. Winkler explained that she told the applicant not to use big trucks, so they will use their own smaller vans for both incoming and outgoing deliveries. Trustee Seibert also questioned the amount of business anticipated between 12:00 -3:00 AM. Ms. Winkler says that business model has worked and it will probably be more deliveries.
Trustee Bencivenga advised for Insomnia Cookies use the 2 dedicated spaces in the back for deliveries and outgoing orders. Trustee Bencivenga did comment the late hours during the week seemed odd. Ms. Winkler stated that is the current business model and it seems to work.
Trustee Cardali mentioned there is a driveway to the south of the building and a parking lot in back. Ms. Winkler stated that there are 2 designated spots for the building, and the other retail businesses are open during the day, so they would be empty at night. He also asked for the clarification in adding a kitchen. Ms. Winkler submitted the plans for a kitchen, and the installing of a grease trap and a half bath. Ms. Winkler stated that the kitchen would have walk in coolers, and electric ovens, not gas, to bake cookies. There will be no seating; customers would be takeout only, and restrooms are for employees only. Trustee Cardali asked if there was a basement and stated the outside would have to go before the Façade Committee. Ms. Winkler stated they will not be using the basement and the landlord will be taking care of the façade.
Mayor Adams asked if Insomnia Cookies is flexible with hours due to the tenant upstairs. Ms. Winkler stated she would inquire and get back to the Board.

Mr. Mathews is seeking permission to open a family-run brunch restaurant, featuring high quality chef inspired dishes, with an assortment of brunch beverages, featuring specialty mimosas, adding French flair at the former Mack’s Restaurant location.
Trustee Seibert asked for brunch hours. Mr. Mathews stated he would like 7:30 AM – 3:30 PM on weekends; 8:00 AM – 3:00 PM weekdays.
Trustee Bencivenga expressed concern over parking, particularly with Door Dash/Uber Eats. Mr. Mathews stated he is not looking to do that, but any take out would be out back.
Trustee Cardali asked if the second floor would be open to dining, and plan for the bar/ lounge area. Mr. Mathews state there will be no seating upstairs and the front will just be a waiting area. Seating will start at the stairs and extend to the back. All renovations are cosmetic; nothing will be ripped down.
Mayor Adams commented that the dumpsters need to be on a concrete slab and the back needs to be cleaned up. Mr. Mathews stated he is currently in the process of doing so.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was,
