A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, October 20, 2020.  On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, the meeting opened at 4:04 p.m.  On the motion of Trustee Davida, seconded by Trustee Bencivenga and unanimously carried, the work session ended at 5:08 p.m.

On the motion of Trustee Davida, seconded by Trustee Bencivenga and unanimously carried, the meeting opened at 7:04 p.m.  On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, the Board entered into executive session at 7:08 p.m. to discuss current litigation and the work session was adjourned on the motion of Trustee Adams, seconded by Trustee Silvestri and unanimously carried.  On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, the executive session ended at 7:53 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.

The Pledge of Allegiance was led by Trustee Bencivenga.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the minutes of the October 13, 2020 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated October 21, 2020:

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to accept the resignation of Merrick Fenkohl as a parking meter officer effective September 2, 2020.

On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to schedule a Public Hearing to be held at 7:00 p.m. on Tuesday, November 10, 2020, to consider the adoption of proposed Local Law 4 of 2020 to amend Chapter 93-8, regarding Bicycles.

On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED in accordance with the Records Retention and Disposition Schedule MU-1, to dispose of the following items from the Village Clerk’s Office:

-          Tentative Assessment Rolls for tax years prior to February 2016

-          Written Notice log, prior to October of 2014.

Trustee Silvestri commented on the successful Apples & Arts festival held at the Conklin House this past weekend with the digital art show, art workshops on Saturday, and pumpkin painting and scarecrow making on Sunday.  Also held on Sunday was a very touching ceremony to honor John (Jack) Conroy as the recipient of this year’s Nathaniel Conklin Award.

On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the American Legion, Babylon Post 94, to hold the annual Veterans Day Parade on Wednesday, November 11, 2020.  The parade will start at 10:00 a.m. at Foster Boulevard and Deer Park Avenue, proceed south on Deer Park Avenue, turn west onto Montauk Highway, turn onto North Carll Avenue, and east onto Grove Place to Babylon Post 94, where the ceremony will be held.  This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an ‘additional insured’, as well as a signed and notarized ‘hold harmless’ agreement.

Trustee Bencivenga clarified that the Veterans Day Parade will be a car parade as per the Governor’s guidelines for parades. He encouraged all residents to support Babylon Post 94 and our veterans, who are so deserving of this tribute.

On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to appoint Andrew Reichel computer coordinator to fill the unexpired term of Jayne Barth with an annual salary of $1,000.00 effective October 31, 2020.

On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED that the Village of Babylon Records Management Program Advisory Board be amended as follows:

Trustee Bencivenga announced that the Golf Course hours will be changing once we turn the clocks back this weekend; the hours will be from 9:00 AM to 3:00 PM.  Regarding boats in the Village marinas, boats and lines must be removed by December 1st and water at the slips will be turned off sooner.  Trustee Bencivenga also thanked Skip Gardner for painting the flag pole.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to hire Graceann Sawczyn as a full-time office assistant with an annual salary of $31,120.00 effective October 13, 2020.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried,

WHEREAS the Eligible Fund and Senior Citizen exemptions [with a total assessed value of 3,837] were removed from the property located at 29 Greenway South as per the Assessor Petition dated October 13, 2020,

BE IT RESOLVED to restore the full assessment and bill the new owners the exempt property restoration in the amount of $584.37 for the tax year 2020-21.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to re-appoint Karl Auwaerter to the Tree Advisory Board for a term of 3 years, which will be to November 2023.

Trustee Adams announced that this Saturday, October 31st, from Noon to 3:00 p.m. there will be a Halloween costume contest for the children. See the Village Facebook page for further details. 

The decision to participate in trick-or-treat activities will be up to the residents/parents. We ask that anyone participating in Halloween activities please do so safely and follow proper protocols.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Jennifer Lister as a full-time office assistant with an annual salary of $31,120.00 effective October 13, 2020.

RESOLVED that the Village of Babylon will hold a General Election on Tuesday, March 16, 2021, for two Trustees and the Village Justice, each for a term of four years.

The Mayor made the following announcements:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Wednesday, November 11th, 2020, in observance of the Veterans’ Day Holiday.  Residents should not put rubbish or recycling out to the curb on holidays.

Inclement weather predicted for this Thursday and Friday will bring rain, wind, and flooding.  Residents living in areas prone to flooding should consider moving their vehicles to one of the Village parking lots.  The Village Clerk will be sending an email tomorrow.

Meetings will continue to be held via Zoom until the Governor directs otherwise.
