A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, OCTOBER 26, 2021. On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, the meeting opened at 7:00 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the Board entered into executive session at 7:15 PM to discuss current litigation, at which time the work session was ended on the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the executive session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:06 PM.

The Pledge of Allegiance was led by Trustee Seibert.

On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to approve the minutes of the October 12, 2021 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated October 20, 2021:

At the regular monthly meeting of the Fire Council held October 19, 2021, the Fire Council took the following actions and we await your approval:

Removed from Sick Leave with Medical Clearance:

On the motion of Mayor Adams, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED that the Village Cup will be held at the E. Donald Conroy Sumpwams Creek Golf Course on November 6, 2021, with a rain date of November 13, 2021.

ALSO RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to approve a change of date for the Chamber of Commerce Annual Gingerbread House Contest from Sunday, December 12, 2021, to Saturday, December 11, 2021.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to increase the salary of John McArdle, mechanic, by $ 5.00 per hour, effective June 1, 2021. [Trustee Bencivenga clarified that the increase is part of the CSEA agreement.]

    Trustee Bencivenga commented that emails have already been sent regarding winter mooring. Water will be turned off at the marinas the week before the end of the boating season.

    On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to grant permission to the James Street Players to maintain a temporary 2’ x 6’ sign at the United Methodist Church, 21 James Street. The sign will be displayed on the Nursery School fence facing Deer Park Avenue from November 1st to November 29th, 2021, to advertise upcoming November performances.

    On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to approve the following warrant for October 26, 2021:

    General Account:                 $ 320,283.78

    Conklin House:                          $ 8,215.67

    TOTAL GENERAL FUND:    $ 328,499.45

    On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to approve the engagement letter with Skinnon and Faber Certified Public Accountants, P.C. for the period of October 2021 through September 2022. They will provide the audit or examination of the Village’s Justice Court for the period of time noted above.

    Trustee Seibert commented that events are still going on at the Gazebo; Thursday will be the ‘Date Night Movie’. Trustee Seibert also mentioned that the Village will be ordering new playground equipment to make the George Street playground designed more for toddlers and preschoolers.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED that the Board of Trustees hereby acknowledges that pursuant to Section 2019-a of the Uniform Justice Court Act, the required 2020-2021 Fiscal Year (10/1/2020 to 9/30/2021) examination of the Justice Court of the Incorporated Village of Babylon was performed by the Certified Public Accounting firm of Skinnon and Faber on October 15, 2021.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to grant permission to the Babylon Village Chamber of Commerce to conduct a scavenger hunt in the business district during the Babylon Beautification Society’s Winter Market on December 11, 2021, with the Village Gazebo being a stop on the hunt at 12 noon.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to increase the salary of Adam Ciabattari, mechanic, by $5.00 per hour, effective June 1, 2021. [Trustee Cardali clarified that this is also pursuant to the CSEA contract.]

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to increase the salary of Scott Glenn, Highway Foreman, by $ .50 per hour, effective June 1, 2021.

    Trustee Cardali thanked all those who participated in the car show on October 17th, in addition to thanking Code Enforcement, the pool staff, and the mayor’s office staff for all their work on the show. The entry fee and raffle donations went to the American Legion.

    Trustee Cardali commented that the old playground equipment at the pool has been removed and new equipment will be installed for next season.

    Mayor Adams thanked Code Enforcement, the Highway Department and the Fire Department for keeping our Village safe and helping to make the Suffolk County Marathon this past weekend a success.

    The mayor announced that the Chamber of Commerce will be hosting a Safe Halloween trick-or-treat event this weekend.

    The Board acknowledged the upcoming one-year anniversary of the passing of Mayor Ralph Scordino.

    The meeting was opened to the public; no one addressed the Board.
