A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, OCTOBER 14, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:02 PM. On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:04 PM.

The Pledge of Allegiance was led by Trustee Seibert.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to approve the minutes of the September 23, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk stated that there was no correspondence.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to grant permission to the Babylon Public Library to hold the Touch A Truck Program in the Babylon Public Library parking lot on Saturday, October 25th, 2025, from 11:00 AM to 2:00 PM.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to extend the term of Theresa Bunger for the Architectural Review Board for three years expiring November 2028, effective immediately.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED that the Village of Babylon will hold a Special Election on Wednesday, March 18, 2026, for one Trustee for one year to fill an unexpired term.

    ALSO BE IT RESOLVED that for this Special Election there will be only one Polling Location, Village Hall, 153 West Main Street, Babylon, New York 11702, where residents from any/all Election Districts will be able to vote between the hours of 7am and 9pm.

    On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to re-appoint Frank Petruzzo to the Tree Committee for a three-year term which will expire November 2028.

      On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to re-appoint Scott Glenn to the Tree Committee for a three-year term which will expire November 2028.

      On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to promote Dante Giovanniello to Parks Department Labor Crew Leader effective immediately.

      On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to increase the yearly fees for the following Permits, effective November 1, 2025, as follows:

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to the Veterans Yoga Project to display 8 ½” X 11” flyers throughout the business district of the Village from October 15th through November 16th, 2025 to promote the “Gratitude in Motion” yoga class being held at the American Legion.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to increase the annual salary of John Farabaugh, full time Mechanic 1, to $66,560.00, effective October 1, 2025.

      On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED that pursuant to New York State General Municipal Law section 104(b), the following people are responsible for PURCHASING:

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to the American Legion to hold the annual Veterans’ Day Parade on Tuesday, November 11, 2025, at 10:00 AM starting at Foster Blvd and Deer Park Ave. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

      On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to approve the following warrant for October 14, 2025:

      Trustee Bencivenga read the following and polled the Board:

      WHEREAS, the Mayor and Board of Trustees, after the receipt and review of those certain BID proposals on September 25, 2025, submitted for the sole purpose of awarding the contract for the demolition of 102 Mayhew Avenue, Village of Babylon pursuant to that certain Stipulation of Settlement and Consent Order; and,

      WHEREAS, the Village received two (2) Bid Proposals that were reviewed by the Village engineer and Village Attorney; and,

      WHEREAS, the Village Engineer and the Village Attorney have concurred on their recommendation of the awardee to the Mayor and Village Board of Trustees; and,

      NOW THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Babylon hereby awards the contract for the demolition of 102 Mayhew Avenue, Babylon, New York to S&M Prompt Rubbish Removal Service, Inc., as the lowest, responsive bidder, for the contract price of $76, 900.00.

      BE IT FURTHER RESOLVED, a letter of Notice of Award shall accompany this Resolution and shall be served upon S&M Prompt Rubbish Removal Service, Inc.

      WHEREFORE, this RESOLUTION, hereby adopted by vote on October 14th, 2025, before a duly constituted meeting of the Board of Trustees, shall be promptly recorded in the Office of the Village Clerk, and made part of the public record.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant permission to the Babylon Public Library to have a “Wellness Walk” around Argyle Lake on the following Saturday mornings, from 10:00 AM – 11:00 AM:

      • November 15th & 29th, 2025
      • December 13th & 27th, 2025

      This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant permission to Tres Palms to hold the Annual Oyster Fest on Sunday, October 19th, 2025 from 2:00 PM.-7:00 PM.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to re-appoint Chris Genzmann to the Tree Committee for a three-year term which will expire November 2028.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to re-appoint Mary Adams to the Tree Committee for a three-year term which will expire November 2028.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant permission to Babylon Jr.-Sr. High School to hold the Homecoming Parade on Saturday, October 11th, 2025 at 12:45 p.m. The line-up will begin at 12:00 p.m. in the municipal lot behind Gemelli’s; the parade will head West on Main Street, turn onto North Carll Avenue, and proceed to the High School football field parking lot.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant permission to the Friends of the Babylon Public Library to maintain temporary signs (18” x 24”) from November 9th - 16th, 2025 to advertise the “Friends Book Sale @ Babylon Public Library”. Signs are to be placed at the following locations:

      •  Montauk Highway and Route 231
      •  Route 109 & Park Ave.
      •  Deer Park Ave. and Park Ave.
      •  In front of the library

      The following announcements were made:

      • Trustee Seibert announced the following events this weekend at the Conklin House:
        • Friday, October 17th – Apples and Arts event – 7:00 - 9:00 PM
        • Saturday, October 18th – Art Show and Apple Festival – 12 noon – 4:00 pm
      • Trustee Bencivenga reminded that boating season goes until November 30th. The golf course is doing great and there still time to go and enjoy.
      • Trustee Cardali thanked the Fire Department for all their efforts and a job well done in preparing for the annual inspection and Awards Dinner. Thanks to Patty Duryea for help with STOP/Shred Day.
      • Mayor Adams thanked Officer Burke and the Code Enforcement team for all their help with the storm over the weekend.

      The meeting was opened to the public and the following person addressed the Board.
