A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, OCTOBER 11, 2022. On the motion of Trustee Bencivenga, seconded by Trustee Miga and unanimously carried, the meeting opened at 7:00 PM. On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, the board entered into executive session at 7:25 to discuss current ligation and human resource issues, at which time the work session was ended. On the motion of Trustee Bencivenga, seconded by Trustee Miga and unanimously carried, the executive session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:05 PM.

The Pledge of Allegiance was led by Trustee Miga.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the September 27, 2022 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the correspondence from the Fire Department:

At the regular Board of Wardens meeting held on September 20th, 2022 the Fire Patrol Company’s request to form a committee for the purpose of replacing heavy rescue unit 1-2-7 was unanimously approved by the Fire Council. Due to the age of the current apparatus and the fact that the manufacturer is long since out of business, the Board feels it is necessary to commence this process as soon as possible.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to approve the request of the Fire Council to form a committee for the purpose of replacing heavy rescue unit 1-2-7.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to increase the annual salary of Cheryl Lugo $1,000 effective September 28, 2022 having completed her six-month probationary period.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to increase the annual salary of Paul Meyer $1000 effective September 21, 2022 having completed his six-month probationary period.

On the motion of Trustee Seibert, seconded by Trustee Miga, and unanimously carried, it was

    On the motion of Trustee Miga, seconded by Trustee Seibert, and unanimously carried, it was

    RESOLVED to grant permission to the residents of Cameron Avenue to hold a block party on Saturday, October 22, 2022, from 3:00 PM to 9:00 PM, with a rain date of Sunday, October 23, 2022. The street will be blocked between Montrose Avenue and Argyle Avenue and at Stuart Avenue, subject to parking restrictions for emergency purposes.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga, and unanimously carried, it was

    RESOLVED to grant permission to the Babylon Fire Department to maintain 4’ x 3’ temporary signs from October 12, 2022 to February 28, 2023 for recruitment purposes at the locations listed below:

    - Park Avenue and Little East Neck Road

    - Deer Park Avenue and Lakeland Avenue

    - Cooper Street and Simon Street

    - Main Street and Route 231

    - In front of the Cedar Street Firehouse

    - In front of the Fire Department Headquarters

      On the motion of Trustee Seibert, seconded by Trustee Miga, and unanimously carried, it was

      RESOLVED to grant permission to the Chamber of Commerce to change the date of the annual Shopping Crawl event from Sunday, October 2, 2022 to November 6, 2022. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

      On the motion of Trustee Miga, seconded by Trustee Seibert, and unanimously carried, it was

      RESOLVED to grant permission to the Friends of the Babylon Public Library to display temporary 18” x 24” signs at the locations listed below to advertise the Friends of the Library Book Sale on Friday and Saturday, October 28 & 29, 2022:

      - Montauk Highway & Route 231

      - Deer Park Avenue & Park Avenue, north & south sides

      - by the Fire Department on North Carll Avenue

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga, and unanimously carried, it was

        RESOLVED to re-appoint Theresa Bunger to the Architectural Review Board for a three-year term which will expire November 2025.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga, and unanimously carried, it was

        RESOLVED to re-appoint Susan Harris Chairman to the Architectural Review Board for a three-year term which will expire November 2025.

        On the motion of Trustee Miga, seconded by Trustee Seibert, and unanimously carried, it was

        RESOLVED to re-appoint Judy Skillen to the Planning Board for a five-year term which will expire November 2027.

        On the motion of Trustee Bencivenga, seconded by Trustee Cardali, and unanimously carried, it was

        RESOLVED to re-appoint Robert Waters Secretary to the Planning Board for a five-year term which will expire November 2027.

        On the motion of Trustee Seibert, seconded by Trustee Miga, and unanimously carried, it was

        RESOLVED that pursuant to New York State General Municipal Law section 104(b), the following people are responsible for PURCHASING:

            On the motion of Trustee Seibert, seconded by Trustee Miga, and unanimously carried it was

              RESOLVED to declare Saturday, October 15th, 2022, National Pregnancy and Infant Loss Remembrance Day in the Village of Babylon.

              Mayor Adam’s explained that on Saturday October 15th at 7:00 PM the Village of Babylon will be participating in Remembrance Day by lighting the front of Village Hall pink and blue.

              The meeting was opened to the public; the following people addressed the Board:

              Jeanine Hurbert, Chairwoman of the Star Legacy Long Island Chapter, addressed the Board and spoke about National      Pregnancy and Infant Loss Remembrance Day.
