A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, NOVEMBER 22, 2022. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the meeting opened at 7:00 PM. On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, the board entered into executive session at 7:15 PM to discuss current ligation and human resource issues, at which time the work session was ended. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the executive session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:02 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the November 8, 2022 regular meeting of the Board of Trustees as amended and dispense with the reading of the same.

The Village Clerk read the correspondence from the Fire Department:

At the regular monthly meeting of the Fire Council held November 15th, 2022 the Fire Council took the following actions and we await your approval:

Accepted as Probationary Members:

     Francis Romanitch – Phoenix House

     Gemma Mendolia – Phoenix House

     Brandon Timko – Fire Patrol

Accepted as Full Members:

     Paul Meyer – Hook & Ladder

Removed from Sick Leave with Medical Clearance:

     Hannah McGlinchey – Phoenix Hose

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to grant permission to the Chamber of Commerce to have a skating rink during the Old-Fashioned Night of Shopping on Friday December 2, 2022 (rain date December 9th.). The rink will be set up on the north end of Deer Park Avenue in front of Lily’s. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to Dominic Pepito of Universal Paranormal to display a temporary 11 x 17 sign at 15 Deer Park Avenue from November – December 2022.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to the Village of Babylon Restaurant Association to maintain temporary signs at various merchants in the Village from December 1st through January 9th, 2023, to advertise the Chamber of Commerce fundraiser at Lily’s on January 9th, 2023.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the American Rescue Plan Act agreement with the Town of Babylon for $250,000.00 to acquire an ambulance, and to authorize the Mayor to execute the same.

On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to increase the fees for a Landscaper permit, effective December 1, 2022, as follows:

    $100.00 for the first truck

    $ 25.00 for each additional truck

    (No Charge for trailers)

    On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

    RESOLVED to accept the attached intermunicipal agreement for shared services between the Board of Education of the Babylon Union Free School District and the Village of Babylon, for a term of July 1, 2022 through June 30, 2023,

    And,

    ALSO RESOLVED to authorize the mayor to execute the agreement. [Contract #1468]

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to schedule a public hearing to be held on Tuesday, December 13, 2022 at 7:00 PM to consider the adoption of proposed Local Law 1213PH 343-9 of 2022 to amend Village Code Chapter 343-9 Speed Limits. Complete text of the above proposed local law will be available beginning December 1, 2022 in the Office of the Village Clerk and on the Village website, www.villageofbabylonny.gov.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to schedule a public hearing to be held on Tuesday, December 13, 2022 at 7:00 PM to consider the adoption of proposed Local Law 1213PH Veteran Parking of 2022 to amend Village Code to permit the issuance of Veteran Parking permits in the Village of Babylon. Complete text of the above proposed local law will be available beginning December 1, 2022 in the Office of the Village Clerk and on the Village website, www.villageofbabylonny.gov.

    On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

    RESOLVED to approve the following warrant for November 22, 2022:

      General Account:                   $ 114,600.05

      Conklin House:                               $ 159.21

      TOTAL GENERAL FUND:      $ 114,759.26

      The Mayor made the following announcements:

      Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Thursday, November 24, 2022, in observance of the Thanksgiving Day Holiday. Residents should not put rubbish or recycling out to the curb on holidays.

       Saturday, November 26, 2022, is Small Business Saturday. We encourage all of our residents to shop locally and support our Village merchants.

        On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, the meeting adjourned at 8:16 PM.
