A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on WEDNESDAY, NOVEMBER 12, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Szabo and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 7:02 PM. On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:03 PM.
The Pledge of Allegiance was led by Trustee Cardali.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the minutes of the October 28th, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk stated that there was no correspondence.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to appoint Jeffrey Szabo as Trustee to fulfill the unexpired term of Sean Goodwin, until April 6, 2026, effective October 31, 2025.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED that the Board of Trustees hereby acknowledges that pursuant to Section 2019-a of the Uniform Justice Court Act, the required 2024-2025 Fiscal Year (10/1/2024 to 9/30/2025) examination of the Justice Court of the Incorporated Village of Babylon was performed by the Certified Public Accounting firm of Skinnon and Faber on October 17, 2025.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue refunds in the amounts indicated to the applicants listed below for the return of ZBA signs. [Hearing Date 9/17/2025 & 10/15/202

On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the engagement letter with Skinnon and Faber Certified Public Accountants, P.C. for the period of October 2025 through September 2026. They will provide the audit or examination of the Village’s Justice Court for the period noted above.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to schedule a Public Hearing to be held on Monday, November 24, 2025 at 7:00 PM to consider the adoption of proposed Local Law 1125PH of 2025 - Tents.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the following warrant for November 12, 2025:

On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to St. Joseph RC Church to maintain the following temporary signs from November 1st through December 14th, 2025 for their “Messiah Concert,” benefiting the Mercy Inn Soup Kitchen:
- 24” x 60” banners on St. Joseph’s Church property
- 12” x 16” posters at various merchants throughout the Village
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the salary of Dante Giovanniello, Parks Department Labor Crew Leader, to $75,000 effective November 9, 2025.
The following announcements were made:
- Trustee Seibert announced the “Pumpkin Smash” will be this Saturday, Nov. 15th, 1:00 – 4:00PM at the Park Avenue playground.
- Trustee Bencivenga stated things are winding down at the Golf Course- will stay open late November/ early December, weather permitting. Winter mooring is underway and boats should be out by November 30th.
- Trustee Cardali thanked the Village Pharmacy for hosting “Shed the Meds” Day and thanked the American Legion Post 94 for a great parade.
- Trustee Szabo stated the Historical Society instated new officers at annual meeting and announced the upcoming events at the Conklin House
- November 15th - Santa Paws - 10AM – 2PM
- November 16th- Picture Perfect Day- reservations on Eventbrite
- December 4th - Holiday Cookie Contest- December 4th, drop off between 4-6PM
- December 5th - Old-Fashon Night – Open House, 6-9PM.
- Mayor Adams stated next meeting will be Monday, November 24, 2025.
The meeting was opened to the public and the following persons addressed the Board.
