A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MAY 6, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali (phone), Trustee Goodwin and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Goodwin and unanimously carried, the work session opened at 6:08 PM. On the motion of Trustee Bencivenga, seconded by Trustee Goodwin and unanimously carried, the work session ended at 6:57 PM.

Regular meeting of the Board of Trustees opened at 8:03 PM.
The Pledge of Allegiance was led by Trustee Seibert.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the minutes of the April 22, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk stated there was no correspondence.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to grant permission to Babylon United Methodist Church to maintain a 5’ x 3’ temporary banner on the fence to the side of the Church, located at 21 James Street, from June 16th to August 11th, 2025, to promote their Vacation Bible School.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the attached 2025 Summer Employment Salary schedule.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to accept the resignation of Dominick Fraccalvieri, full time custodian, effective 5/21/2025.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to grant permission to Jack Monteleone to hold an “Adrenal Cancer Awareness Fundraiser” at the Gazebo on Sunday, August 10th, 2025, from 3:00 PM to 8:00 PM, (with a 12:00 PM setup time). This event would also feature live music and a food truck. Proceeds will be donated to Memorial Sloan Kettering Cancer Center.
This permission is granted contingent upon timely receipt of a signed and notarized hold harmless agreement, and timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as signed and notarized hold harmless agreements from any vendors that participate.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to increase the yearly rental permit fees on residential rental properties from $125 per unit up to 4 units to $195 per unit up to 4 units, and to increase each unit after 4 units from $100 to $175, effective June 1st, 2025.
Trustee Seibert read the following and then polled the Board:
WHEREAS, the Board is considering participation in the County’s Downtown Revitalization Program which will provide funding to the Village for the purchase of new parking meter kiosks in the downtown business district which includes street meters and municipal lots; and,
WHEREAS the Board of Trustees reviewed this proposed action and preliminarily determined that the same is an Unlisted action; and
WHEREAS coordinated review of an Unlisted action is optional, and was not undertaken by the Board of Trustees;
NOW THEREFORE, BE IT RESOLVED by the Board of Trustees:
THAT, the Board of Trustees hereby designates itself as lead agency pursuant to the implementing regulations of the State Environmental Quality Review Act with respect to the proposed action, and
THAT, this resolution shall take effect immediately.

On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Cub Scout Pack 99 to use the Gazebo on Monday, June 9th, 2025 from 5:30 PM to 8:00 PM for their Arrow of Light moving up ceremony. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Metropolitan PGA Junior Golf to hold the PGA Golf Tournament at the Sumpwams Creek Golf Course on Monday, June 30th, 2025, from 9:00 AM – 11:00 AM. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the following warrant for May 13, 2025:

Trustee Cardali read the following and polled the Board:
WHEREAS, under the Downtown Revitalization Program, the County of Suffolk has approved funding to the Village for the purchase of new parking meter kiosks in the downtown business district which includes street meters and municipal lots; and,
WHEREAS, the execution of an inter-municipal agreement and an easement agreement with the County of Suffolk will be necessary to receive the Program funding; and,
WHEREAS, the Board finds that the Project will improve Village infrastructure;
NOW THEREFORE, BE IT RESOLVED by the Board of Trustees:
THAT, the Mayor, and Village Attorney are authorized to negotiate and execute an intermunicipal agreement and an easement agreement with the County of Suffolk for the purpose of receiving the funds; and,
THAT, this resolution shall take effect immediately.

On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Congregation Beth Sholom to hold a small (1/2 mile) parade to celebrate their 100th Anniversary in Babylon Village on Sunday June 22nd, 2025 at 11:30 AM. Gathering would start at the Synagogue’s original location on the corner of George and Cooper Street at 11:00 AM, heading west on George Street, then turning north on Deer Park Avenue, ending at the Synagogue’s current location, 441 Deer Park Avenue, around 12:00 PM.
This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the annual salary of John Farabaugh by $1,000 effective May 5, 2025, having completed his six-month probationary period.
On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Long Island Nurses Honor Guard to host a “COVID Memorial & Tribute Ceremony for Nurses” at the Gazebo on Saturday, July 19th, 2025 (rain date July 26th, 2025) from 4:00 PM – 6:00 PM.
This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

Trustee Goodwin read the following and polled the Board:
WHEREAS, the Board is considering participation in the County’s Downtown Revitalization Program which will provide funding to the Village for the purchase of new parking meter kiosks in the downtown business district which includes street meters and municipal lots; and,
WHEREAS, the Board of Trustees declared itself, by Resolution, the lead agency for the proposed action, pursuant to the implementing regulations of the State Environmental Quality Review Act, and,
WHEREAS the Board of Trustees, as lead agency, has caused to be prepared the attached Short Environmental Assessment Form (EAF) to evaluate potential significant adverse environmental impacts associated with the proposed action, and has reviewed the aforesaid Short EAF and agrees with the contents thereof;
NOW THEREFORE, BE IT RESOLVED by the Board of Trustees:
THAT, the Board of Trustees, as lead agency for the action contemplated herein, after review of the proposed action, hereby determines that the above project is an Unlisted action; and,
THAT, based upon the information contained in the Short EAF and other relevant information before the Board of Trustees, the Board of Trustees, as lead agency for the action contemplated herein, and after due deliberation, review, and analysis, hereby determines that the proposed action will not result in significant adverse impacts to the environment, and hereby adopts a Negative Declaration for the proposed action; and,
THAT, this resolution shall take effect immediately.

The following announcements were made:
- Trustee Seibert stated The Summer Recreation program has a limited number of spots open, register by May 31st.
- Trustee Cardali said the first day of swim lesson registration was well attended. Next registration is May 17th and May 31st at Village Hall and late registration at the pool on June 7th, all from 9 AM- 12 PM. The pool will open Friday, June 27th, at 12 noon.
- Trustee Goodwin said there will be a Summer Soiree at the Conklin House on August 2nd, 2025, 6-10 PM, $50 per person. They have a contractor replacing the deck and some windows.
The meeting was opened to the public and no one addressed the Board.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, the meeting adjourned at 8:25 PM.
