A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MAY 12, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Szabo, and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 6:33 PM. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the work session ended at 8:00 PM.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON

Regular meeting of the Board of Trustees opened at 8:01 PM.

The Pledge of Allegiance was led by Trustee Seibert.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

RESOLVED to approve the minutes of the April 26, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk stated there was no correspondence.

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to add the following liens and property maintenance charges to the attached parcels 2026/27 Tax Bills.

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to grant permission to the Babylon Public Library to have a “Wellness Walk” around Argyle Lake on the following Saturday mornings from 10:00 AM – 11:00 AM.

    Trustee Seibert read the following Resolutions, then polled the Board:

    WHEREAS, under the Downtown Revitalization Program, the County of Suffolk has approved funding to the Village for the purchase of new parking meter kiosks in the downtown business district which includes street meters and municipal lots; and,

      WHEREAS, the execution of an inter-municipal agreement and an easement agreement with the County of Suffolk will be necessary to receive the Program funding; and,

      WHEREAS, the Board finds that the Project will improve Village infrastructure;

      NOW THEREFORE, BE RESOLVED by the Board of Trustees:

      THAT, the Mayor and Village Attorney are authorized to negotiate and execute an intermunicipal agreement and an easement agreement with the County of Suffolk for the purpose of receiving the funds; and,

      THAT, this resolution shall take effect immediately.

        WHEREAS, the Board is considering participation in the County’s Downtown Revitalization

        Program which will provide funding to the Village for the purchase of new parking meter

        kiosks in the downtown business district which includes street meters and municipal lots; and,

        WHEREAS, the Board of Trustees declared itself, by Resolution, the lead agency for the proposed action, pursuant to the implementing regulations of the State Environmental Quality Review Act, and,

        WHEREAS the Board of Trustees, as lead agency, has caused to be prepared the attached Short Environmental Assessment Form (EAF) to evaluate potential significant adverse environmental impacts associated with the proposed action, and has reviewed the aforesaid Short EAF and agrees with the contents thereof;

        NOW THEREFORE, BE IT RESOLVED by the Board of Trustees:

        THAT, the Board of Trustees, as lead agency for the action contemplated herein, after review of the proposed action hereby determines that the above project is an Unlisted action; and,

        THAT, based upon the information contained in the Short EAF and other relevant information before the Board of Trustees, the Board of Trustees, as lead agency for the action contemplated herein, and after due deliberation, review, and analysis, hereby determines that the proposed action will not result in significant adverse impacts to the environment, and hereby adopts a Negative Declaration for the proposed action; and,

        THAT, this resolution shall take effect immediately.

          On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

          RESOLVED to issue a refund in the amount of $30.00 to Darren Barje for moving from Boat Slip #17 at S.E. Lewis to Boat Slip #69 at Lewis Pond for the 2026 season.

          On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

          RESOLVED to issue a partial refund in the amount of $35.00 to Steven Schuh for moving from Boat Slip #37 at Boynes Canal to Boat Slip #37 at Lewis Pond for the 2026 season.

          On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

          RESOLVED to grant permission to Babylon American Legion Post #94 to hold their annual Memorial Day Parade on Monday, May 25, 2026. The parade will start at 11:00 a.m. at Foster Blvd. and Deer Park Ave. The parade will proceed south on Deer Park Ave. to Montauk Hwy., then west to the Gazebo, where the ceremonies will be held. Upon conclusion of ceremonies, refreshments will be served at Babylon Post #94, located at 22 Grove Place. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

          On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

            RESOLVED to grant permission to Babylon Village Pride to have a rain date of June 28, 2026 in place for the Babylon Village Pride Parade, which is scheduled and approved for June 7th, 2026.

            On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

            RESOLVED to grant permission to the residents of Cadman Avenue to hold a block party on Saturday, July 25, 2026, from 2:00 PM to 9:00 PM, with a rain date of October 3, 2026. The street will be blocked between Park Avenue and Marlborough Road, subject to parking restrictions for emergency purposes.

            On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

            RESOLVED to grant permission to The American Legion to hold “America’s 250th Anniversary Celebration” to honor and support our veterans, local veteran organizations and American History in their parking lot and the Municipal Parking Lot behind the American Legion on Sunday, July 12th, 2026 (rain date Sunday July 26th) from 1:00 PM5:00 PM, with all proceeds going to local veteran organizations.

              On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

              RESOLVED to grant permission to Babylon Village Pride to display 12”x 18” flyers throughout the business district from May 14th through June 7th , 2026 to advertise the Pride Parade on June 7th, 2026.

                Trustee Cardali read the following Resolution, then polled the Board:

                WHEREAS, the Board is considering participation in the County’s Downtown Revitalization Program which will provide funding to the Village for the purchase of new parking meter kiosks in the downtown business district which includes street meters and municipal lots; and,

                WHEREAS the Board of Trustees reviewed this proposed action and preliminarily determined that the same is an Unlisted action; and

                WHEREAS coordinated review of an Unlisted action is optional, and was not undertaken by the Board of Trustees;

                NOW THEREFORE, BE IT RESOLVED by the Board of Trustees:

                THAT, the Board of Trustees hereby designates itself as lead agency pursuant to the implementing regulations of the State Environmental Quality Review Act with respect to the proposed action, and

                THAT, this resolution shall take effect immediately.

                  On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

                  RESOLVED to grant permission to the Fred Shore Beach Club to maintain 18” x 24” temporary signs along South Little East Neck Road (side of the road), and 4 signs on beach club residents’ property (see attached list) the Tuesday prior to the event, on the following dates:

                  • May 16 – Children’s Garden Planting and Clean Up – All day
                  • May 29 – Friday Community Social 5:30 – 8:30pm
                  • June 20 – Beach Blast with Live Music 6pm
                  • July 4- 4th of July! Open late and Fireworks
                  • July 24 – Friday Community Social 5:30 – 8:30pm
                  • August 15 – Fireworks at Cedar Beach – 7pm
                  • August 28 - Friday Community Social 5:30 – 8:30pm
                  • September 20– Sunday Funday – 11:30am – 4:30pm
                  • October 2 Friday Community Social 5:30 – 8:30pm
                  • October 17 – Oktoberfest Potluck – 5pm
                  • October 31– Halloween Party, 10am – 2pm
                  • TBD- Christmas Tree Lighting

                  On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

                  RESOLVED to grant permission to the Babylon Public Library to hold Summer/Fall programs in various locations throughout the Village of Babylon, as per the attached list. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.

                  On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

                  RESOLVED to approve the following warrant for May 12, 2026:

                                         GENERAL ACCOUNT:                 $ 307,457.42

                                    TOTAL GENERAL FUND:                  $ 307,457.42

                                                      TRUST FUND:                  $      1,144.57

                                                                  TOTAL:                  $ 308,601.99

                  The following announcements were made:

                  • Trustee Seibert stated registration for Summer Recreation program ends 5/31/2026. “Love My Park Day” on May 2nd was canceled due to rain, but rescheduled for Saturday May 23rd, 9AM – 12PM at Argyle Lake.
                  • Trustee Bencivenga encourages residents to enjoy the Golf Course. He also thanked the Village Clerk’s Office for placing all the boats.
                  • Trustee Cardali said the first day of registration for swimming lessons/pool passes went well. Next registration dates are May 30th and June 6th, 9AM – 12PM at Village Hall; late registration is June 13th, 9AM – 12PM at the Village pool for swim lessons only. Phase III of the pool resurfacing will be done in time for Opening Day.
                  • Trustee Szabo announced the Conklin House High Tea is this Sunday, May 17th at 12:30. On Sunday June 28th, from 4:00 – 6: 00 PM the Babylon Historical Society is holding a fundraiser for the Hero’s Memorial .
                  • Mayor Adams said July 4th is the 100th Anniversary of the Municipal Building. We are planning some festivities on July 1st from 1-4 PM.

                  The meeting was open to the public and no one addressed the Board.

                  On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, the meeting adjourned at 8:20 PM.
