A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, MARCH 8, 2022. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the meeting opened at 7:08 PM. On the motion of Trustee Silvestri, seconded by Trustee Cardali and unanimously carried, the Board entered into executive session at 7:10 PM to discuss Human Resources, at which time the work session was ended on the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the executive session ended at 8:02 PM.

Regular meeting of the Board of Trustees opened at 8:07 PM.

The Pledge of Allegiance was led by Trustee Silvestri.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the minutes of the February 22nd, 2022 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to Cub Scout Pack 99 to use the Gazebo on Friday, June 10th, 2022 from 6:00 PM to 8:00 PM for their blue and gold moving up ceremony. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to issue a refund in the amount indicated to the applicant listed below for the return of one ZBA sign for partial refund.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to host Shred Day on April 23rd, 2022 from 9:00 AM to 1:00 PM at the Highway Department on Carlston Place.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to the Babylon Lions Club to maintain temporary signs in local merchants’ windows as well as in-ground signs around the Village from March 20th to April 3rd, 2022, to advertise the pancake breakfast on April 3rd, 2022 from 8:00 AM to Noon. [The Village Highway Department will assist in displaying the 5 large signs around the Village.]

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to accept the attached service agreement with Geesebusters for geese control at the golf course for the 2022 season. [#1497]

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to approve the following warrant for March 8, 2022:

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to grant permission to Christ Episcopal Church to maintain a temporary sign (4’ high x 6’ wide) on the Church property at 12 Prospect Street from April 18th to May 8th, 2022 for World Labyrinth Day.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to grant permission to the Friends of the Babylon Public Library to maintain temporary signs (18” x 24”) from April 24th to April 30th, 2022 to advertise the Babylon Public Library Book Sale. Signs are to be placed at the following locations:

  • Montauk Highway and Route 231
  • Route 109 & Montauk Highway
  • Babylon Village Hall – North Carll Avenue side
  • Babylon Village Hall – Montauk Highway side
  • Park Avenue and North Carll Avenue
  • Park Avenue and Deer Park Avenue

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

    RESOLVED to grant permission to Christ Episcopal Church to maintain a temporary sign (4’ high x 6’ wide) on the Church property at 12 Prospect Street from April 1st to April 18th, 2022 for the Easter Worship and Egg Hunt.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

    RESOLVED to grant permission to Babylon Village Girl Scout Troop #1636 to use the Park Avenue tennis court parking lot (southeast courts) to sell Girl Scout cookies on Saturday, April 9th, 2022 from 3:00 PM to 5:00 PM. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

    RESOLVED to schedule the annual Budget Hearing to be held on Monday, April 4th, 2022, at 7:00 p.m. where comments relating to the tentative budget will be heard. Immediately following the Budget Hearing, the annual Organizational Meeting will be held.

    Mayor Adams announced that this Saturday, March 12th, the Chamber of Commerce and the Babylon Village Restaurant Association will hold the St. Patrick’s Day Winterfest. Deer Park Avenue will be closed to traffic and there will be no street parking on Deer Park Avenue from 10:00 AM to 6:00 PM. The Mayor thanked the Chamber and the Restaurant Group for working so hard on this event.
