A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MARCH 24, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Szabo, and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Szabo and unanimously carried, the work session opened at 7:04 PM. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:05 PM.

Regular meeting of the Board of Trustees opened at 8:10 PM.

The Pledge of Allegiance was led by Trustee Siebert.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

RESOLVED to approve the minutes of the March 10, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk handed to Board the Proposed Budget for 2026/27.

The Village Clerk read the letter from the Fire Department dated March 19th, 2026:

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to accept the Fire Department actions as read.

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to increase the annual salary of Nicholas DiNicola by $1,000 effective February 27, 2026, having completed his six-month probationary period.

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to allow South Shore Theatre Experience to perform “Two Gentlemen of Verona” at the Gazebo, holding rehearsals July 20 & 21 at 6:30pm and shows July 22, 26 and Aug 12 at 6:30 PM.

      On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

      RESOLVED to grant permission to the Babylon Little League to temporarily close the portion of Locust Ave between the commuter lot and the Hibernian Hall parking area on Friday evenings during the season between 6:00 PM and 10:00 PM, using block-party barricades to allow safe pedestrian crossing between the two fields.

      On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

      RESOLVED to grant permission to the Babylon Village Chamber of Commerce to change the date of the July 2026 Block Party from Thursday, July 23, 2026, from 5:00 PM- 9:00 PM (rain date: July 30th) to Thursday, July 16, 2026, from 5:00PM – 9:00 PM (rain date: July 23rd).

      On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

      RESOLVED to approve the attached Warrant for March 24, 2026:

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to issue a refund in the amount of $25 to Charles Stauder for an overpayment of 2026 Boat Ramp Permit #001 for his jet ski.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to the Babylon Community Scholarship Fund to maintain temporary 11 x 17” signs at various businesses throughout the Village from March 25th to April 25th, 2026, to advertise the 60th Annual Fashion Show & Dinner.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to hire the following as part-time starters at the golf course for the 2026 season, effective March 24, 2026:

      Trustee Bencivenga read the following and polled the Board:

      WHEREAS, after examination by the Village Building Inspector and the Village Engineer, a determination was made that the residential structure dwelling known as 83 Sumpwams Place, Village of Babylon, State of New York, is in such a dilapidated and unsafe condition, that demolishing said structure is the only way to protect public safety and property.

      WHEREAS, this condition is not only illegal, but extremely dangerous, severely, and continually impacting the quality of life of the surrounding neighbors.

      WHEREAS, communication with the property owners has been futile and unproductive, with the owners being non-responsive.

      NOW THEREFORE, BE IT RESOLVED, that by this Resolution, the Board of Trustees hereby authorizes the Village Attorney to commence an action in the Suffolk County Supreme Court to seek a Court Order permitting the Village to Demolish the Residential Dwelling Structure of 83 Sumpwams Place, Village of Babylon, State of New York, and to levy costs of said demolition to the Village tax roll and warrant for said property.

        WHEREFOR, this RESOLUTION, hereby adopted by unanimous vote of the Board of

        Trustees on March 24, 2026, shall be promptly recorded in the Office of the Village Clerk, and made part of the public record.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to increase the annual salary of Martin Candito by $1,000 effective February 19, 2026, having completed his six-month probationary period.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to grant permission to the Babylon Little League to hold the annual Opening Day Parade at 10:00 a.m. on Saturday, April 18, 2026, with a rain date of April 19, 2026. The parade will start at the Fire House parking lot, head east on Main Street, north on Deer Park Avenue, west on Railroad Avenue, north on North Carll Avenue, and west on Locust Avenue to the Locust South field, where the ceremony will start at approximately 11:00 AM. This permission is granted contingent upon timely receipt of required certificate of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to give Eric Price permission to purchase for the Babylon Village Fire Department effective immediately.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED adjust the Senior Citizen exemptions on the 2026/27 Tentative Assessment Roll from 17,960 assessed value to 23,986 assessed value per assessor correction sheet.

        On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to increase the annual salary of Erik Sparby by $1,000 effective March 10, 2026, having completed his six-month probationary period.

          On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to grant permission to the Babylon Interfaith Clergy Cluster to hold a short prayer service lakeside at Argyle Park, on Thursday, May 7th, 2026, from 6:00 p.m.- 6:30 p.m. for “National Day of Prayer”. This permission is granted contingent upon timely receipt of required certificate of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement

          On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to accept the attached contract renewal for the Street Lighting Agreement between the Town of Babylon and the Village of Babylon from April 1, 2026, through March 31, 2027. [#1487]

          On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to hold a Bid Opening at 9:30 AM on Thursday, April 16, 2026, for the Lighthouse Road Bulkhead Replacement.

          On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED that the following assessment changes have been made to the 2026/2027 Tentative Roll for the 2026/2027 Final Roll, as per the attached RP-552 forms.

          The following announcements were made:

          • Trustee Seibert announced “Love My Park Day” on May 2nd at Argyle Lake. Still accepting applications for summer employment.
          • Trustee Bencivenga stated the golf course will open April 1st. Trustee Bencivenga will be going around with the Harbormaster in the coming weeks to measure the poles. Work on the Main Dock is scheduled to start October 31st; Boats must be out by then.
          • Trustee Cardali stated the bid for the Pool Resurfacing – Phase III will be March 26th. Applications for summer employment are available. Annual Shred Day is April 25th, more information to follow. Trustee Cardali thanked the Sanitation crew for their assistance with Save the Great South Bay cleanup at Southards Pond this past Saturday. Next Saturday they will be cleaning Hawley’s Creek, 9:00 – 11:00 AM.
          • Trustee Szabo said the first meeting of the Façade Improvement Board went well, looking forward to next meeting. Trustee Szabo also announced Wednesday, April 22nd will be Sean Goodwin Day, 6:30 at the Gazebo and on Saturday April 25th a dedication for Sean Goodwin at the Conklin House from 2:00 – 4:00 PM. All are welcome.

          The meeting was opened to the public and no one addressed the Board.
