A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, MARCH 10, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Szabo, and Attorney Casolaro. Absent: Trustee Bencivenga. On the motion of Trustee Szabo, seconded by Trustee Cardali and unanimously carried, the work session opened at 7:00 PM. On the motion of Trustee Szabo, seconded by Trustee Cardali and unanimously carried, the work session ended at 7:59 PM.

Regular meeting of the Board of Trustees opened at 8:01 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

RESOLVED to approve the minutes of the February 24, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk stated there was no correspondence.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

RESOLVED to appoint Heather D’Angelico as Secretary to the Facade Improvement Board with an annual stipend of $1,000 effective March 12, 2026.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to hire Willie Clark Jr. as a full-time laborer with an annual salary of $35,360 effective February 9, 2026.

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to hire Timothy Besemer as a part time per diem Building Inspector with an hourly rate of $45.00 effective March 3, 2026.

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to extend the term of Stephen Loudon for the Zoning Board of Appeals for five years expiring April 2031 effective immediately.

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to extend the term of Alfonse Ruggeri for the Zoning Board of Appeals for five years expiring April 2031 effective immediately.

    On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was

    RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Park Avenue tennis courts (north and south side) from March 30th through June 6th, 2026, between 2:30 PM and 6:30 PM, for the Varsity, Junior Varsity and Junior High Boys Tennis teams. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

    On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried,

    WHEREAS, Governor Kathy Hochul released her 30-day amendments to the Executive Budget, which include an additional $100 million in Temporary Municipal Assistance (TMA) to be allocated in the same manner as in the past two years; and

    WHEREAS, these additional investments reflect a recognition that New York’s strength begins in its cities, villages, and towns, and that a strong state-local partnership is essential to delivering the services, infrastructure, public safety, and quality of life that residents expect and deserve; and

    WHEREAS, local governments across New York continue to face mounting fiscal pressures driven by inflation, increased service demands, infrastructure needs, and rising operational costs, while striving to provide relief to taxpayers amid a rising cost of living; and

    WHEREAS, NYCOM Executive Director Barbara Van Epps, along with mayors from across the State, testified at the Local Government Joint Budget Hearing in Albany, advocating for increased unrestricted aid and a strengthened state-local partnership; and

    WHEREAS, the additional $100 million in TMA will offer meaningful assistance to many municipalities statewide, helping to address fiscal challenges and maintain essential services for residents;

    NOW, THEREFORE, BE IT RESOLVED, that the Village of Babylon applauds Governor Hochul for recognizing the importance of investing in local governments and for reaffirming her commitment to strengthening New York’s cities and villages; and

    BE IT FURTHER RESOLVED, that the Village of Babylon urges the New York State Legislature to include, at a minimum, this additional $100 million in Temporary Municipal Assistance in the adopted state budget; and

    BE IT FURTHER RESOLVED, that the Village of Babylon calls upon the Governor and the State Legislature to develop a more permanent and predictable solution for unrestricted municipal aid to ensure long-term fiscal stability for New York’s local governments; and

    BE IT FURTHER RESOLVED, that copies of this resolution be transmitted to the Governor, the Temporary President of the Senate, the Speaker of the Assembly, and the members of the State Legislature representing the Village of Babylon.

    On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was

    RESOLVED to hold a Bid Opening at 9:30 AM on Thursday, March 26, 2026, for a Pool Resurfacing Contract.

      On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to issue refunds in the amounts indicated to the applicants listed below for the return of ZBA signs. [Hearing Date 2/18/2026]

      On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to grant permission to Girl Scout Troop 75 to hold a Cookie Booth sale at the Park Avenue tennis court parking lot (southeast courts) on Sunday, March 29, 2026, from 12:00 Noon – 3:00 PM. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

      On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to accept the resignation of Judge James A. Gowan, Special Counsel for Tax and Certiorari Proceedings, effective immediately.

        On the motion of Trustee Cardali, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to approve the attached Warrant for March 10, 2026:

        On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to terminate Abdulye Sy, full time laborer, effective March 3, 2026.

        On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to hire Andrew Yarrington as a full-time laborer with an annual salary of

        $35,360 effective February 17, 2026.

        On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to accept the resignation of Joseph Alves, full time laborer, effective February 13, 2026.

        On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to accept the resignation of Willie Clark Jr. as a full-time laborer effective

        February 11, 2026.

        On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to reclass Robert Vetter from Assistant Village Superintendent of Public

        Works to Laborer with an annual salary of $65,000 effective March 1, 2026

        On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried,

        WHEREAS a Public Hearing was held on Tuesday February 24, 2026,

        BE IT HEREBY RESOLVED to approve the application of JKA Diner Corp. d/b/a Whiskey Down Diner and issue a Special Use Permit to own and operate a restaurant.

        And, be it further

        RESOLVED to approve and adopt the attached covenants and restrictions for Whiskey Down Diner, 175 E. Main Street. [Section 010/ Block 04/ Lot 053]

        The following announcements were made:

        • Trustee Seibert announced that pickleball lessons are coming up in June. Still accepting employment applications for the Summer Recreation programs.
        • Trustee Cardali stated the Bid for the pool resurfacing of the deep end. is March 26th. Pool registration for passes and lessons will be in May and June. Summer employment applications are available on our website and Village Hall. Thanks to the Greenhouse crew who are already preparing the landscape at the pool.
        • Trustee Szabo stated that we are coordinating a Safety Committee that will be working with the Polce departments, Schools and Code Enforcement to raise safety awareness throughout the Village.

        The meeting was opened to the public and the following person addressed the Board.
