A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JUNE 9, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Szabo, and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 6:30 PM. On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:03 PM.
The Pledge of Allegiance was led by Trustee Bencivenga.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the minutes of the May 26, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk stated there was no correspondence.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to Cub Scout Pack 99 to use the Gazebo on Monday, June 8th, 2026 from 5:30 PM to 8:00 PM for their Arrow of Light moving up ceremony.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to make the assessment correction as per the attached Assessor Petition:

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to hold the Snapper Derby at the Main Dock on August 29, 2026, from 9-12pm.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the attached Warrant for June 9, 2026:

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of Kyle Malone, laborer, effective May 1, 2026.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the installation fee for a Boat Ladder to $300 effective immediately.On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the installation fee for a Boat Plank to $450 effective immediately.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a partial refund in the amount of $1,215.00 to Joseph Rubino for giving up Boat Slip #107 at Lewis Pond for the 2026 season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the American Legion Babylon Post #94 to display temporary 11” x 17” signs at various merchants throughout the Village from June 12th through July 12th, 2026, to announce America’s 250th Parking Lot Party event on July 12th, 2026.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Damien Gerrow as a full-time Custodian 1 with an annual salary of $38,220 effective May 18, 2026.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to remove the exemptions as per the attached Assessor Petitions and bill the new owner(s) the Exempt Property Restoration for the Tax Year(s) as indicated on the attached chart.

Trustee Cardali read the following Resolution, then polled the Board:
WHEREAS, pursuant to New York State Village Law, the Code of the Village of Babylon, and the New York State Building Code, all residential and commercial structures in the Village of Babylon must be in habitable and safe condition to permit occupancy.
WHEREAS, after exterior examinations by the Village Building Inspector and the Village Engineer of the residential structure dwelling known as 89 Park Avenue, Village of Babylon, State of New York, (“Subject Premises”) and its surrounding real property, that there exist multiple violations of the Village Building Code causing the said residential structure and its surrounding real property to contain dangerous and unsafe conditions, which conditions are a hazard to the homeowner, its occupants and the surrounding neighbors and is a blight to the community.
WHEREAS, these conditions are not only illegal, but extremely dangerous, severely and continually impacting the quality of life of the surrounding neighbors.
WHEREAS, communication with the property owners has been futile and unproductive, with the owners being non-responsive.
NOW, THEREFORE, BE IT RESOLVED, that by this Resolution, the Board of Trustees hereby authorizes the Village Attorney to commence an action in the Special Term of the Suffolk County Supreme Court to seek a Court Order compelling the owners of the Subject Premises to immediately remediate the existing dangerous conditions at 89 Park Avenue, Village of Babylon, State of New York, and if the homeowner fails to do said remediation, permit the Village to conduct said remediation and to levy costs incurred thereby to the Village tax roll and warrant for said property.
WHEREFOR, should it be adopted by vote of the Board of Trustees on June 9, 2026, be promptly recorded in the Office of the Village Clerk, and made part of the public record.

RESOLVED to hold the Snapper Clinic at the Gilbert C. Hanse Pool parking lot on August 15, 2026, from 9-12pm.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire John Romano as a part time Park Attendant 1 at an hourly rate of $14.00 effective May 10, 2026.

On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to issue a refund in the amount of $191.25 to Adam Schultz for overpayment of 2026-2027 taxes on the property located at 148 The Crescent. [S/B/L 019/ 01/006]
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Matthew Heenan to use the Gazebo on Saturday, August 8th, 2026, from 9:00 AM 12:00PM to host “The Great Family Footrace” community event. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
The following announcements were made:
- Trustee Seibert stated interviews are being conducted for Coaches and Directors for the Summer Recreation program There are about 400 campers signed up.
- Trustee Bencivenga said boating season is underway and boats are going in. Golf course is doing well; crew is doing a great job. Golf Camp starts June 29th.
- Trustee Cardali stated the last day to sign up for swimming lessons and pool passes is this Saturday, June 13th at the Village Pool from 9AM- 12PM. Pool crew is doing great; water should be going in this weekend. Thanks to the Parks and Highway staff and Greenhouse crew for all their hard work. Summer staff are getting trained and ready to go.
- Trustee Szabo thanked the members of the Façade Improvement Board for their participation in the promotional video to bring attention to the Grant program. Members of the Board also attended the Block party and the Chamber of Commerce meeting. This Thursday, from 6:00 -8:00 PM the Babylon Historical Society has a new exhibit, “America 250th “ as we celebrate America’s 250th, please come down and check it out.
The meeting was open to the public and no one addressed the Board.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, the meeting adjourned at 8:26 PM.
