A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, JUNE 28, 2022. On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:03 PM. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the Board entered into executive session at 7:05 PM to discuss current litigation, at which time the work session was ended on the motion of Trustee Seibert and seconded by Trustee Bencivenga. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the executive session ended at 8:03 PM.

Regular meeting of the Board of Trustees opened at 8:07 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the minutes of the June 14, 2022 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to amend the resolution dated May 24, 2022 and increase the annual salary of George Polizzi $1,000 effective June 20, 2022, having completed his six-month probationary period.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a refund in the amount of $7.60 to Joyce Aguiar for overpayment of 2022 Village taxes on the property located at 43 Litchfield Avenue. [009-02-081]

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a pro-rated refund in the amount of $432.00 to Lenny Silvestri for Beach Canal boat slip #2011 which he will no longer be using.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to accept the resignation of Erin Cullam as part-time laborer effective July 11, 2022.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to grant permission to the Babylon Beautification Society to hold a book collection at Bayman Park on Saturday July 23, 2022 and Sunday, August 7, 2022* from 9:00 AM to 10:30 AM. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.   *Corrected date

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED that The Nathaniel Conklin House will merge with the Village of Babylon Historical Preservation Society as an autonomous subcommittee effective June 28, 2022.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to the residents of Cadman Avenue to hold a block party on Saturday, July 30, 2022, from 11:00 AM to 11:00 PM. The street will be blocked between Park Avenue and Locust Avenue, subject to parking restrictions for emergency purposes.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated to the applicants listed below for the return of ZBA signs for partial refund.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to grant permission to the residents of Florence Court to hold a block party on Saturday, July 30, 2022 from 3:00 PM to 10:00 PM with a rain date of Sunday, July 31, 2022. [Florence Court will be blocked at Mason Avenue, subject to parking restrictions for emergency purposes.]

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to issue a pro-rated refund in the amount of $820.00 to Lenny Silvestri for giving up boat slip #5003 at Lewis Pond.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried,

    WHEREAS a Public Hearing was held on Tuesday, May 24, 2022, to consider the application of Patrick Mack of COBRA Restaurant Group to open a restaurant at 94 East Main Street, Babylon,

    And

    WHEREAS the application was approved at the regular meeting of the Board of Trustees held June 14, 2022, subject to Covenants & Restrictions to follow,

      BE IT HEREBY RESOLVED to approve and adopt the attached Covenants & Restrictions for Mack’s, 94 East Main Street. [Section 014 / Block 02 / Lot 011]

      Mayor Adams made the following announcements:

      - Village of Babylon offices will be closed and there will be no rubbish or garbage pick-up on Monday, July 4, 2022 in observance of the Independence Day holiday. Residents should not put rubbish or recycling out to the curb on holidays.

      - The Board of Trustees will hold a public hearing on Tuesday, July 12, 2022 at 7:00 PM to consider the adoption of proposed Local Law §343-67 of the year 2022 to amend Village Code Chapter §343-67, IX, to add stop signs at the following intersections:

                  - on Livingston Avenue at the intersection of Gwynn Street

                  - on Livingston Avenue at the intersection of Pilcher Street

                  - on Fire Island Avenue at the intersection of Cedar Lane

                  - on Locust Avenue at the intersection of Frederick Avenue

      Complete text of the proposed local law will be available beginning June 30, 2022 in the Office of the Village Clerk and on the Village website, www.villageofbabylonny.gov

        On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting adjourned at 8:25 PM.
