A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JUNE 24, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga Trustee Cardali, Trustee Goodwin and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 6:58 PM. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:04 PM.

The Pledge of Allegiance was led by Trustee Seibert.

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

RESOLVED to approve the minutes of the June 10th, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated June 26, 2025:

    RESOLVED to accept the Fire Department actions as read.

    On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

    RESOLVED to grant permission to the residents of Deerfield Court to hold a block party on Friday, July, 4 2025 from 11:00 AM - 11:00 PM, with a rain date of Saturday, July 5, 2025. The street will be blocked between Deerfield Court and Meade Avenue, subject to parking restrictions for emergency purposes.

      On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

      RESOLVED to grant permission to the residents of Tappan Avenue to hold a block party on Saturday, July, 26, 2025 from 3:00 PM - 11:00 PM. The street will be blocked between North Gate and East Gate, subject to parking restrictions for emergency purposes.

      On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was

      RESOLVED that the Mayor is authorized to sign the attached easement agreement with 122-130 Deer Park Avenue LLC. [#1582]

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to issue a refund in the amount of $1,899.06 to Tsahi Elgavisch for an overpayment of 2025-26 taxes for parcel SBL 019-03-014 (Fire Island Avenue).

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to give Richard Steinhauer a $3.00 an hour stipend for his Harbor Master duties effective July 1, 2025.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to give Anthony Cordovano a stipend of $5,000. 00 a year for additional cleaning duties at the Fire Department effective June 23, 2025.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to hire Ray Quan Griffin as a full-time laborer with an annual salary of $29,120 starting on May 19, 2025.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to approve the following warrant for June 24, 2025:

      Trustee Cardali read the following, and polled the Board:

      RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding Proposed Local Law 1022PH-295 of 2024, Skateboards, Skates & Scooters,

      BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment; and

      WHEREAS, a Public Hearing was held on Tuesday, October 22, 2024,

      BE IT HEREBY ENACTED that the following Local Law, Proposed Local Law 1022PH 295 of 2024, to amend the Village Code Chapter §295, is HEREBY ADOPTED as:

      Local Law # 5___ of 2025, to amend the Village Code Chapter §295 - Skateboard, Skates and Scooter

      On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to hire Thomas Annicaro as an additional part time building inspector/site plan reviewer at an hourly rate of $33.00 per hour effective May 14, 2025.

      * Correction from resolution on May 27, 2025 to add site plan reviewer

      On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to move Ray Quan Griffin from a full-time laborer to a part time laborer on August 4, 2025.

      On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to grant permission the Babylon Beautification Society to maintain the following temporary signs from July 1st through August 1st to promote the “Conklin House Summer Soiree” on August 2nd, 2025.

        • 8 ½” x 11” signs at various merchants in the Village
        • 24” x 18” signs at the entrances to the Villag

        On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was

        RESOLVED to grant permission to the Babylon Public Library to have a “Wellness Walk” around Argyle Lake on the following Saturday mornings, from 10:00 AM – 11:00 AM:

        • September 13th & 27th, 2025
        • October 4th & 25th, 2025

        This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

        The following announcements were made:

        • Trustee Seibert reminded all Summer Recreation programs start Monday.
        • Trustee Bencivenga stated we had the 2nd successful golf outing for the Metropolitan PGF Jr. Tour. Golf camp starts June 30th. Friday Concert Series at the Gazebo kick off this Friday.
        • Trustee Cardali said pool opens Friday, June 27th at 12 noon. Programs start on Monday June 30th. List of summer events are available at the pool.
        • · Trustee Goodwin announced the Summer Soiree on August 2nd, 6:00 -10:00 PM

        The meeting was opened to the public and the following person addressed the Board.
