A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, June 13, 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga and Trustee Cardali. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:08 PM. On the motion of Trustee Seibert seconded by Trustee Bencivenga and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:05 PM.

The Pledge of Allegiance was led by Trustee Bencivenga.

Mayor Adams began the meeting by presenting Proclamations to express deep gratitude to certain members of the community for their dedication and service to the Village. The first one was presented to the Lions Club. Mayor Adams said that they have done so much over the years for the community. They sacrifice their time to better the community and help those who truly need it, and their efforts truly come from the heart. The plaque was presented to them with deepest gratitude, to all members, past and present.

Mayor Adams spoke about the recent difficult time the Village experienced with the search and rescue efforts for James Jaronczyk. Code Enforcement was truly dedicated in the search effort, built rapport with the family and worked tirelessly to provide closure for them. Mayor Adams presented a plaque to Paul Meyer and George Burke for their extraordinary work and dedication during this most difficult time.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to approve the minutes of the May 23, 2023, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to reimburse Dante Giovanniello $500 for the CDL test cost to obtain his CDL license.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to re-appoint David Roth as Attorney for the Zoning Board of Appeals for a five-year term, expiring in April 2028.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to re-appoint Bruce Humenik as Chairman of the Zoning Board of Appeals for a five-year term, expiring in April 2028.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to hire the following as directors for the 2023 Summer Recreation program:

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to the residents of Tappan Avenue to hold a block party on Saturday, July 15, 2023, from 2:00 PM - 11:00 PM, with a rain date of Saturday, August 19, 2023. The street will be blocked between North Gate and East Gate, subject to parking restrictions for emergency purposes.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to issue a refund to Tres Palms of 16 E Court in the amount of $560.00, for unused employee parking fees for 2022.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to appoint David Roth as Interim Village Attorney, at an hourly rate of $300, effective May 1, 2023.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to Babylon Public Library to use various Village locations for their Summer Events per the attached.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to La La Land to host their Monday morning music classes from 9:30 AM – 10:15 AM at Argyle Park for the months of June, July and August. Class size will be limited to 12 students ranging in age from 10 months to 3 years old with a parent or caretaker to stay with them for the duration of class.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to Sweet Sensations and Douglas Elliman to host an ice cream social on July 6, 2023 from 6:30 to 8:30 PM.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Cheryl Manning, for the return of Zoning Board of Appeals signs for partial refund for the property located at 14 Dundee Avenue. Resolution was done on May 23, 2023 refunding Ms. Manning $50.00, but should have been for $100.00 as there were 2 signs.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to increase the salary of Scott Glenn, Deputy Superintendent of Public Works, to $130,000 annually (includes overtime) with contract pending to be signed.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to hire the following as Managers for the Gilbert C. Hance Municipal Pool for the 2023 Season:

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to the residents of Howard Street to hold a block party on Saturday, August 12, 2023, from 12:00 PM - 11:00 PM, with a rain date of Sunday, August 13, 2023. The street will be blocked between Oak and William, subject to parking restrictions for emergency purposes.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to Christ Episcopal Church to maintain temporary signs from June 9th, 2023 to June 25th, 2023, in various locations in the village, to advertise their Summer Break concert taking place on June 25th, 2023.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated to the applicants listed below for the return of ZBA signs. [Hearing date: 5/17/2023]

RESOLVED to increase the salary of Jason Brunjes, Head of Sanitation, to $98,000 annually (includes overtime) with contract pending to be signed.
