June 14, 2022 Public Hearing proposed Local Laws of 2022 - Chpt. 365-20 H. & Chpt. 281-8

A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, JUNE 7, 2022. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 5:00 PM. On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the Board entered into executive session at 5:01 PM to discuss contract negotiations and human resources at which time the work session was ended. On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, the executive session ended at 7:02 PM.

The meeting opened at 7:01 p.m.

The Pledge of Allegiance was led by Trustee Seibert.

The Village Clerk read the legal notice:

PLEASE TAKE NOTICE that the Board of Trustees of the Village of Babylon will hold a Public Hearing at the Municipal Building, 153 West Main Street, Babylon, NY, on Tuesday, June 14, 2022, at 7:00 p.m., or as soon thereafter as can be heard to consider the adoption of proposed Local Laws of 2022:

  • proposed Local Law 365-20 H of 2022 to prohibit vinyl or metal siding in the Retail Business District
  • proposed Local Law 281-8 of 2022 to change the term of rental permits to one year

Complete text of the above Local Laws will be available in the Office of the Village Clerk and on the Village website, www.villageofbabylonny.gov, or can be requested by calling the Village Clerk’s Office at (631) 669-1500.

All interested persons should appear at the above time and place, and they will be given an opportunity to be heard.

Proposed Local Law 365-20H of 2022:

Mayor Adams explained that this proposed code change is in line with the suggestions of the Architectural Review Board to preserve the character of the downtown area. This local law prohibits vinyl or metal siding in the business district and allows for cedar, wood or hardy-plank siding. The Mayor thanked the Architectural Review Board for all their hard work and suggestions.

The Board agreed that this local law would help to keep the look and facade in line with the integrity of the Village.

The meeting was opened to the public; no one spoke for or against this proposed local law.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to reserve decision.

Proposed Local Law 281-8 of 2022:

The Mayor explained that this proposed local law will change the term of rental permits from two years to one year to keep rental properties safe and in compliance with code.

The Board commented that during the pandemic several properties fell behind on inspections. Rental properties should be inspected annually for safety of alarm systems (fire and carbon monoxide) and to ensure they are maintained in compliance with code.

    The meeting was opened to the public; no one spoke for or against this proposed local law.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting adjourned at 7:10 PM.
