A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JULY 8, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Goodwin and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:00 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session ended at 7:25 PM.

Regular meeting of the Board of Trustees opened at 8:01 PM.
The Pledge of Allegiance was led by Trustee Bencivenga.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the minutes of the June 24th, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk stated there was no correspondence.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to issue a refund in the amount of $4,816.67 to Corelogic for duplicate payment of 2025/2026 taxes on the parcels listed below.

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to hire Robert Vetter as a full-time Assistant Village Superintendent of Public Works with an annual salary of $85,000, effective July 7, 2025.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to hire Sean Hing as a full-time laborer with an annual salary of $35,360, effective May 27, 2025.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the following warrant for July 8, 2025:

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a partial refund in the amount of $516.00 to Brian Nava for giving up Boat
Slip #7 at Boynes Canal permanently as of June 30, 2025.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hire Abulye Sy as a full-time laborer with an annual salary of $31,200, effective June 2, 2025.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the West Babylon School District to use the Sumpwams Creek Golf Course daily from 3:00 PM to 5:00 PM for practices and games in the Fall of 2025 (JV Boys) and the Spring of 2026 (Varsity Girls). This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to issue a refund in the amount of $3,364.20 to 98 Park Avenue LLC for duplicate payment of 2025/2026 taxes on the property located at 98 Park Avenue. [006-01-017]
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Najee Okomba as a full-time laborer with an annual salary of $35,360, effective June 9, 2025.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to Christ Episcopal Church to display 8” x 5 ½” flyers at various merchants in the Village, the bulletin board at Village Hall, and Babylon Firehouse from July 9th through August 31st 2025, seeking Volunteers for their “Nourish Babylon” program at the church.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Cadman Ave to hold a block party on Saturday, July 26, 2025 from 11:00 AM - 11:00 PM. The street will be blocked between Park Avenue and Locust Avenue subject to parking restrictions for emergency purposes.
On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Babylon Public Library to hold Summer/Fall programs in various locations throughout the Village of Babylon, as per the attached list. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.
On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Nancy Cirillo as a full-time Office Assistant with an annual salary of $36,500, effective July 14, 2025.
On the motion of Trustee Goodwin, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Joseph Alves as a full-time laborer with an annual salary of $35,360, effective May 27, 2025.
On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to issue a refund in the amount of $605 to Maria Cohen for the 2025 tax year for 92 Village Line Road, per the attached SCAR Settlement dated March 24, 2025. [004-01-016]
The following announcements were made:
- Trustee Seibert stated Summer Recreation programs are going well. Reminded the Friday night concert series is underway at the Gazebo; band goes on at 8:00 PM.
- Trustee Bencivenga said boating season is going well. Thanks to Superintendent Glenn for his help with replacing the poles at the docks. Golf camp underway. Free clinic is on July 17th. Golf course will close at 4:00PM for this event. The Women’s Golf League is hosting a Breast Cancer Awareness event on July 9th.
- Trustee Cardali said the pool is open, great weather. Thanks to MaryBeth Briordy, pool is decorated with Red, White & Blue, and for all her hard work. Thanks to Superintendent Glenn for getting maintenance work done. Cornhole tournament Friday, 7/11, movie night “Finding Nemo” Saturday 7/12 @ 8:30 PM, live music Sunday @ 3:00PM.
- Trustee Goodwin reminded that Conkin House is having the Summer Soirée, Saturday, August 2nd - $45/ Ticket. The Conkin House is also getting a new deck.
