A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JULY 28, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga ,Trustee Cardali, Trustee Szabo and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 6:40 PM. On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, the work session ended at 7:00 PM.

Regular meeting of the Board of Trustees opened at 8:03 PM.
The Pledge of Allegiance was led by Trustee Seibert.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the minutes of the July 14, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
The Mayor presented Proclamations for exemplary Community Service to Corey Keith.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the residents of Wilson Drive to hold a block party on Saturday, August 22, 2026, from 10:00 AM - 9:00 PM, with a rain date of Sunday, August 23, 2026. The street will be blocked between Wilson Drive and Alton Road & Little East Neck Road & Mayhew Avenue (see attached diagram) subject to parking restrictions for emergency purposes.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to accept the attached Intermunicipal Agreement for Shared Services between the Board of Education of the Babylon Union Free School District and the Village of Babylon, for a term of July 1, 2026, through June 30, 2027.
And
ALSO RESOLVED to authorize the Mayor to execute the agreement. [Contract #1468]
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to increase the salary of part-time laborer Owen McFarlane to $18.25 per hour effective June 1, 2026.
Trustee Seibert read the following, then polled the Board:
WHEREAS, a Public Hearing was held on Tuesday, July 14, 2026, to consider the application of Babylon Plaza Realty LLC,
BE IT HEREBY RESOLVED to deny the application of Kenneth Rogers, representing Babylon Plaza Realty LLC, for a Special Use Permit to open and operate a restaurant with off-street parking and outside dining to be located at 375 Deer Park Avenue, Babylon. [007-02-068]

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $100 to Kenneth Rogers of Babylon Plaza Realty for the return of (2) BOT signs for partial refund for the property located at 375 Deer Park Ave., Babylon. [S/B/L 007-02-068]
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the salary of Alex Holcomb, Golf Laborer, to $47,500 effective July 16, 2026.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the residents of Ketewamoke Avenue to hold a block party on Saturday, September 12, 2026, from 3:00 PM – 11:00 PM, with a rain date of Saturday, September 19, 2026. The street will be blocked between Deer Park Avenue and Wampum Road, subject to parking restrictions for emergency purposes.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the attached Warrant for July 28, 2026:
GENERAL ACCOUNT: $ 189,993.87

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to increase the annual salary of Aidan Dunn by $1,000 effective July 16, 2026, having completed his six-month probationary period.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the resignation of Lucas Ramalho, full-time EMT, effective July 17, 2026.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Cadman Avenue to hold a block party on Saturday, August 15, 2026, from 11:00 AM – 11:00 PM, with a rain date of Saturday, August 22, 2026. The street will be blocked between Midwood Road and Beverly Road, subject to parking restrictions for emergency purposes.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Lincoln Street to hold a block party on Saturday, September 12, 2026, from 12:00 PM – 11:00 PM, with a rain date of Sunday, September 13, 2026. The street will be blocked between Deer Park Avenue and Siegel Boulevard, subject to parking restrictions for emergency purposes.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold the Annual 9/11 Memorial March on Friday September 11, 2026 at 8:30am.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Tony Rodriguez Jr. as a part-time Parking Meter Officer with an hourly rate of $15, effective July 15, 2026.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Matthew Sanders as a full -time laborer with an annual salary of $31,200 effective July 14, 2026.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to issue a property tax refund in the amount of $502.24 for 2024/25 property taxes to Matthew Sicoli of 27 Water’s Edge Court, per the attached SCAR Settlement dated March 14, 2025. [017-02-088]
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Livingston Avenue to hold a block party on Saturday, August 29, 2026, from 10:00 AM – 11:00 PM, with a rain date of Sunday, August 30, 2026. The street will be blocked between Park Avenue and Locust Avenue, subject to parking restrictions for emergency purposes.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant a license to the following applicants to drive a taxi cab for Lindy’s Taxi/Sunset Taxi in the Village of Babylon:
- Michael Harris
- Mohammad Ashraf
*The Village Attorney approved these applicants.
The following announcements were made:
- Trustee Seibert stated this is the last week of the Summer Recreation program, which went well. Programs are wrapping up with theater, gymnastics and art show. The playground equipment for Stowe Avenue has been ordered.
- Trustee Bencivenga stated we are in our 6th week of the sold-out Golf camp. We are now selling Junior Passes at the Village Clerk’s Office -10 rounds of golf for $100 for Junior players (8 -18 yrs old).
- Trustee Cardali stated swimming lessons ended, and our Village Swim Meet was successful. The Town of Babylon Swim Meet is on August 8th at the Phelps Lane pool at 8:00AM. There was a water main break at the pool this past Saturday; temporary repairs were made. Thanks to Highway personnel, Monte Plumbing, Code Enforcement, pool staff, SCWA, etc. Movie night was successful. This Sunday Afternoon there will be live music.
- Trustee Szabo reminded all that the Babylon Beautification Society’s Starlit Soiree is this Saturday, August 1st, 5:00PM – 10:00 PM. Tickets are still available.
The meeting was open to the public and no one addressed the Board.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, the meeting adjourned at 8:25 PM.
