A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JULY 25. 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Miga and Attorney Charles Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:02 PM. On the motion of Trustee Bencivenga seconded by Trustee Seibert, and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of trustees opened at 8:05 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

    RESOLVED to approve the minutes of the July 11, 2023 regular meeting of the Board of Trustees and dispense with the reading of the same.

    The Village Clerk read the correspondence from the Fire Department dated July 18, 2023.

    At the regular monthly meeting of the Fire Council held July 18, 2023, the Fire Council took the following actions and we await your approval.

    On the motion of Trustee Seibert, seconded by Trustee Miga, and unanimously carried, it was

    RESOLVED to accept the Fire Department actions as read.

    Mayor Adams introduced Ethan Klenofsky who spoke about Community Service and Volunteerism as part of his Public Speaking internship.

    On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

    RESOLVED to grant Henry Naulaguari, Highway Laborer, a leave of absence from July 6th to July 30th, 2023.

    On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

    RESOLVED to grant permission to the residents of Ketewamoke Avenue to hold a block party on Saturday, September 9, 2023 from 3:00 PM to 11:00 PM with a rain date of September 16, 2023. The street will be blocked between Deer Park Avenue and Wampum Road, subject to parking restrictions for emergency purposes.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to hire Michael Augello full time Laborer at a yearly salary of $29,120 effective June 26, 2023.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to grant permission to the West Babylon School District to use the Sumpwams Creek Golf Course daily from 3:00 PM to 5:00 PM for practices and games in the Fall of 2023 (JV Boys) and the Spring of 2024 (Varsity Girls). This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to grant permission to the residents of Roosevelt Avenue to hold a block party on Saturday, August 26, 2023 from 12:00 PM to 11:00 PM with a rain date of August 27, 2023. The street will be blocked between Siegel Boulevard and Deer Park Avenue, subject to parking restrictions for emergency purposes.

    Trustee Cardali read the following:

    WHEREAS, pursuant to Article 8, Section 1 and 2-a of the New York State Constitution as effectuated and applicable by the General Municipal Law section 119-o municipalities are empowered to enter into agreements for the performance of their respective functions, powers or duties, and for the sharing and exchanging of services; and

    WHEREAS, the Town of Babylon and the Village of Babylon have entered into a Intermunicipal Agreement (IMA), dated July 13, 2023, and through this IMA the Town of Babylon will provide to the Village of Babylon 12 portable Motorola XPR 3300 Portable Radios and Accessories, free of cost to either party; and,

      NOW THEREFORE, BE IT RESOLVED, that by this Resolution, the Board of Trustees authorizes the Mayor to execute the IMA between the Town and Babylon and the Village of Babylon and hereby adopts and ratifies the IMA.

      WHEREFOR, this RESOLUTION, hereby adopted by vote of the Board of Trustees on July 25, 2023, shall be promptly recorded in the Office of the Village Clerk, and made part of the public record.

      On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to grant permission to the residents of Tompkins Avenue to hold a block party on Saturday, September 9, 2023 from 12:00 PM to 11:00 PM with a rain date of September 10, 2023. The street will be blocked between Little East Neck Road South and just east of Mayhew Avenue (47 and 48 Tompkins Ave), subject to parking restrictions for emergency purposes.

      On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

      RESOLVED to approve the following warrant for July 25, 2023:

        The meeting was opened to the public; No one addressed the board.
