A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JULY 14, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Szabo, and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 6:33 PM. On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, the work session ended at 7:00 PM.

Regular meeting of the Board of Trustees opened at 8:54 PM.
The Pledge of Allegiance was led by Trustee Szabo.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the minutes of the June 23, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk stated there was no correspondence.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to increase the annual salary of Henry Flores by $1,000 effective June 16, 2026, having completed his six-month probationary period .
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to remove the exemptions as per the attached Assessor Petition and bill the new owner the Exempt Property Restoration for the Tax Year as indicated on the attached chart.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to accept the attached contract with Shannondoah LLC & Jodi Girl Enterprises, Inc. for one year. [#1543]
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to schedule a Public Hearing to be held on Tuesday, July 28, 2026 at 7:00 PM to consider the application of 185 West Main, LLC seeking approval to open a neighborhood market at 185 West Main Street in the Residence-O District.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to increase the annual salary of Robert Vetter by $1,000 effective July 7, 2026, having completed his probationary period.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED. to grant permission to the residents of Lewis Circle to hold a block party on Saturday, August 22, 2026, from 11:00 AM to 11:00 PM, with a rain date of Saturday, September 1, 2026. The street will be blocked between the North Side of Lewis Circle and Fire Island Avenue, subject to parking restrictions for emergency purposes.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to hire Anthony Zientek as a full-time laborer with an annual salary of $41,600 effective June 25, 2026.

RESOLVED to accept the attached contract renewal for Higbie Collision through June 30, 2027. [#1500]
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the G6PD Deficiency Foundation to display temporary 8 ½” x 11” posters at various businesses throughout the Village from July 31st through August 31st, 2026 to promote their “2nd Annual Golf Tournament & Celebration,” on Monday, August 31st, 2026.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the West Babylon School District to use the Sumpwams Creek Golf Course daily from 3:00 PM to 5:00 PM for practices and games in the Fall of 2026 (JV Boys) and the Spring of 2027 (Varsity Girls). This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the G6PD Deficiency Foundation to display temporary lawn signs to promote a Public Driving Contest being held at Santapogue Creek Golf Course (Bergen Point ) on Monday, August 31st, from August 20th through August 31st at the following locations:
- 392 Deer Park Ave. (Dr. Mark Harris’ Office)
- John Street- near the Post Office
- Montauk Highway & 109 (325 W. Main Street)
- Sumpwams Golf Creek
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED that the Board of Trustees approves adopting a junior player card (ages 8-18) for Village residents only, at a cost of $100 for 10 rounds of golf at the E. Donald Conroy Golf Course at Sumpwams Creek. These cards sold in 2026 are only valid until the end of November and must be purchased with proof of residency at the Village Clerk's Office. They may not be used by non-residents, are not transferable and will include the player's name and home address.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Abril Burris full-time laborer with an annual salary of $41,600 effective June 15, 2026.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the attached contract renewal for Central Poly Corporation through May 31, 2027. [#1559]

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Fire Island Avenue to hold a block party on Saturday, August 15, 2026, from 9:00 AM - 11:00 PM, with a rain date of Saturday, August 22, 2026. The street will be blocked between Virginia Road and Robbins Avenue, subject to parking restrictions for emergency purposes.

RESOLVED to approve the attached Warrant for July 14, 2026:

RESOLVED to accept the resignation of Andrew Yarrington, full-time laborer, effective June 30, 2026.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission the Babylon Beautification Society to display temporary 8 ½” x 11” signs at various businesses throughout the Village July 14th through August 1st, 2026 to promote their Starlit Soiree at the Conklin House” on August 1, 2026.

On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Robbins Avenue to hold a block party on Sunday, August 23, 2026, from 2:00 PM - 10:00 PM. The street will be blocked between Cedar Lane and Overton Place, subject to parking restrictions for emergency purposes.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Cameron Avenue to hold a block party on Sunday, July 23, 2026, from 2:00 PM - 11:00 PM. The street will be blocked between Litchfield Avenue and Highland Place, subject to parking restrictions for emergency purposes.
The following announcements were made:
- Trustee Seibert said we are half way through the Summer Recreation Program and are doing well. The Stowe Avenue playground new equipment should be installed by the end of summer.
- Trustee Bencivenga stated Golf Camp is half way through 6-week program, may extend program next year. The first week of the free golf clinic was a success with over 60 people attending. The second part of the free clinic is on Friday July 24th. Boating season is underway and all is going well. Thank you to the Babylon Beautification Society and the American Legion for hosting 250th Anniversary of America events.
- Trustee Cardali - pool opened successfully, all the programs are going well. Live music on Sunday, movie night coming soon. Swim meet is on Sunday, July 26th. Information on website. Trustee Cardali thank the Highway/Sanitation Departments and Code Enforcement and Treasurer and pool staff during our busiest season. They are doing a great job.
- · Trustee Szabo reminded all of the Babylon Beautification Society’s “Starlit Soiree” on Saturday August 1st, 5-9 PM, tickets are available on their website. Thanks to the residents for a success brick buying / fundraising event for the Hero’s Fountain. There is just under one million dollars collected between grants and fundraising.
The meeting was opened to the public and no one addressed the Board.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, the meeting adjourned at 9:18 PM.
