A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JULY 11. 2023.  Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga and Trustee Miga. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:11PM.  On the motion of Trustee Bencivenga seconded by Trustee Miga and unanimously carried, the work session ended at 7:59 PM.

Regular meeting of the Board of Trustees opened at 8:04 PM.

The Pledge of Allegiance was led by Trustee Miga.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the June 27, 2023, regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to accept the request of Charles Gardner, DPW Supervisor, to retire from the Village of Babylon effective June 30, 2023 with his last day of work June 30, 2023.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to appoint Scott Glenn Village Superintendent of Public Works, effective July 1, 2023.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED that the Open Container Section of the Village Code, Chapter 256 is hereby waived for the Annual Country Fair to be held on September 10, 2023, with a rain date of September 17, 2023.  This pertains to the Gazebo area in Argyle Park and the north side of Argyle Lake (by Trolley Line Road) for the 2023 Annual Country Fair only.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Park Avenue tennis courts (north and south side) from August 21st through November 4th, 2023, between 2:30 PM and 6:30 PM, for the Varsity, Junior Varsity and Junior High Girls Tennis teams.  This permission is granted contingent upon timely receipt of the notarized hold harmless agreement

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to grant permission to the Babylon Beautification Society to maintain temporary signs in the front windows of various businesses from July 10, 2023 to July 22, 2023 to advertise their fundraiser on July 22, 2023 at Conklin House.

RESOLVED to accept the resignation of Jean Feola, Deputy Village Clerk, effective July 14, 2023.

RESOLVED to change Liam Carolan’s status to Per Diem Parking Meter Officer, effective June 24, 2023.

On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED, that the calendars for the appointed and elected officials listed on the attached chart are hereby accepted as an accurate accounting of the average number of days worked per month per year;

On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to grant permission to the residents of Cadman Avenue to hold a block party on Saturday August 26. 2023 from 10:00 AM to 11:00 PM with a rain date of August 27, 2023.  The street will be blocked between Midwood Road and Beverly Road, subject to parking restrictions for emergency purposes.

On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to issue a partial refund of $740.00 to Richard Ahl for boat slip #18 on Main Dock.  Resident no longer needs the slip.

RESOLVED that pursuant to New York State General Municipal Law section 104(b), that Jason Brunjes, Labor Crew Leader, be added to the list of people who are responsible for purchasing.

RESOLVED to increase the starting salary for full time and part time parking meter officers to $15.00 per hour effective July 2, 2023.

On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED that the Village of Babylon will hold the annual S.T.O.P. (Stop Throwing Out Pollutants) and Shred Day on Saturday, September 23, 2023 at Village Hall on Carlston Place.

The S.T.O.P. portion will be from 9:00 AM to 12:00 Noon; the paper shredding truck will be available to Village residents from 1:00 PM to 4:00 PM.

On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to grant permission to Andy Moncada of Exp Realty to solicit door to door in the Village from 11:00 AM to 3:00 PM Monday through Friday on the following dates:

Mayor Adams read the following

RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law Local Law PH0711 343-67 of 2023, amending the Code of the Incorporated Village of Babylon, Chapter §343-67, Schedule IX, Stop Intersections, and therefore,

BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment, and

WHEREAS a Public Hearing was held on Tuesday, July 11, 2023,

Mayor Adams made the following statement:

“One of my favorite life quotes is from Steve Jobs: You’ve got to find what you love. And that is as true for your work. Your work is going to fill a large part of your life, and the only way to be truly satisfied is to do what you believe is great work. And the only way to do great work is to love what you do.”

It can also be said that this reflects the hard work, the incredible efforts and countless sacrifice that Skip Gardner has made to the Village of Babylon in the last 54 years. Tonight, The Village of Babylon Board of Trustees accepted the resignation of Charles “Skip” Gardner effective June 30th, 2023. All his accomplishments, his knowledge and his love for our Village will never be forgotten.

Skip started at an early age working for the Village and rose to the title of Superintendent of Public Works.  Skip worked under the auspices of 4 Mayors:  Mayor Gil Hanse, Mayor Don Conroy, Mayor Ralph Scordino and myself.  From brick work to bulkhead, from tree work to road work, during snowstorms, windstorms, rainstorms and hurricanes, it was Skip Gardner that each Mayor looked towards for guidance and direction and it was Skip Gardner and his teams, whether, Highway, Sanitation or Parks that delivered.  Skip never forgot a task, he never forgot who thanked him and he never forgot what community is all about…the community he took care of and Skip did it 24 hours, 7 days a week, whenever he was called.

Skip was always there not just for our community as a whole but for every resident and every organization within it. I am sure we all have our Skip Gardner stories and memories.  For me, it was the education over the years, on our Village, that Skip shared with me and that I eagerly listened to.    One “Skipism” (if you will) that I will remember are words Skip said often: “My goal every day is to make this place a little bit better every day than it was the day before.” That, Babylon Village, is something that Skip Gardner and his family can be proud of forever.  There are not enough words to thank Skip for his endless hard work, his sacrifice of time away from his family to assist the Village and as we remember with Hurricane Sandy, the perseverance and focus to get to the goal of getting our beloved community back on its feet and operating as it should.

On behalf of our over 12,600 Village residents and our organizations, families and downtown business district, I congratulate and thank Skip Gardner for every day he was here for our community and in making it “a little bit better every day.”  May his retirement be filled with great memories of our Village, good health, more time spent with his two incredible sons, Christopher and Brandon, and his family and friends.  

At this time, I do believe The Conklin Committee is in discussion for hosting an event to honor Skip and his accomplishments over the years.  We will certainly keep everyone posted.

As we move forward, we are extremely fortunate to have Ex-Chief of the Babylon Village Fire Department and former Deputy Superintendent of Public Works, Scott Glenn at the helm of our Public Works Division.  Scott has been with the Village of Babylon for over 25 years.  His work ethic and focus is as it has been over these years “what is in the best interest of Babylon Village.”  Infrastructure in our Village is the main priority that Scott and I share.  Our roads, sidewalks, parking lots, bulkhead and other projects are being concentrated on.  Scott has worked on a vehicle replacement program designed to replace our old Village trucks (and they are quite old) which will be a savings in repairs to the taxpayer and certainly more efficient for our employees and on when they are on the road.  You will see our trucks changing to a white color as we are cleaning up our fleet and having a “new look.”

Brick work, curb work and handicap access ramps are currently being worked on in the downtown and on Railroad Avenue as we continue the goal to renovate the Railroad Avenue and Depot Place area.  I thank Scott for organizing and getting this much needed project underway.  Next will be work on Grove Place, the area of Ralph and Locust will finally see pipe and sidewalk work completed, completion of the Shore Road project will begin towards end of the year, the renovation of the George Street Parking lot, new playground on George Street to be installed and other projects that Superintendent Glenn knows are important to our Village infrastructure, our environment and our quality of life.

I congratulate Superintendent Scott Glenn and I look forward to working with him and in his leadership in our Public Works Department. I thank Jay Brunjes for all his efforts and in his great working relationship with Scott and myself.  Working together, we will accomplish great things for our Village.”
