A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JANUARY 27, 2026. Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Szabo, and Attorney Casolaro. Absent was: Trustee Cardali. On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, the work session opened at 7:17 PM. On the motion of Trustee Bencivenga seconded by Trustee Seibert and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:02 PM.
The Pledge of Allegiance was led by Trustee Szabo.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the minutes of the January 13, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk stated there was no correspondence.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to remove the exemptions as per the attached Assessor Petitions and bill the new owner(s) the Exempt Property Restoration for the 2025 Tax Year as indicated on the attached chart.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Arts Council to use Argyle Park, the area in front of the playground, east of the September 11th Memorial, on Saturday, May 16th, 2026, from 10:00 AM to 4:30 PM (rain date Sunday, May 17th, from 11:00 AM to 4:30 PM) for the 18th Annual Art by the Falls outdoor art exhibit. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon as an additional insured and a signed & notarized hold harness agreement.
And,
RESOLVED to grant permission to the Babylon Village Arts Council to display three (3) 24” x 36” temporary signs at the entrances to the Village to promote the Art by the Falls event from May 1st through May 17th, 2026.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the Babylon Rotary Club to hold the 21st Annual Babylon Village Classic Dirty Sock 10K Run on Sunday, August 9, 2026, from 6:00 AM to 11:00 AM, with the start and finish adjacent to the tennis courts on the north side of Park Avenue. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the Babylon Public Library to have a “Wellness Walk” around Argyle Lake on the following Saturday mornings from 10:00 AM – 11:00 AM:
- March 7th & 21st, 2026
- April 11th & 18th, 2026
This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to accept the attached contract renewal with Babylon Village Internet Service for the period January 1, 2026 to December 31, 2026. [#1517]
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED that the Mayor is authorized to sign a contract with L.E.B. Electric for the installation of four new LED Musco field lighting poles at the Village of Babylon Little League Field. [#1586]
*The Mayor thanked L.E.B. Electric for absorbing the cost of installation.
Trustee Seibert read the following and polled the Board:
RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law 0127PH-336-6 of 2026 - Trees, and therefore,
BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment and
WHEREAS a Public Hearing was held on Tuesday, January 27th, 2026,
BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law 0127PH-§336-6 of 2026 - §336-6 -Trees; is HEREBY ADOPTED as:

On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to correct the Building Department fee for Title Searches from $100 to $50. [Clerical error BOT Resolution January 13, 2026]
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the fee for the 2026 Summer Youth Golf Program at E. Donald Conroy Golf Course to $200 a week effective immediately.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Babylon Lions Club to maintain temporary 8 ½ x 11” window signs at local merchants and 5 large signs around the Village from April 5th to April 19th, 2026, to advertise their annual Pancake Breakfast on April 19th, 2026. [The Village Highway Department will assist in displaying the 5 large signs around the Village.]
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that the Board of Trustees or a majority thereof shall constitute the Board of Review to hear complaints in relation to assessments on Tuesday, February 17, 2026, at the Municipal Building, 153 West Main Street, Babylon, New York, between the hours of 3:00 P.M. and 7:00 P.M. Eastern Standard Time.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to appoint Election Inspectors and Alternates for the Village Election to be held March 18, 2026, as per the attached list. Payment for a half day (7am to 2pm or 2pm to 9pm) will be $80, full day (7am to 9pm) will be $160, with an additional $10 for Poll Clerks and the Chairperson at each Election District. The Board approves the use of non-village residents as Election Inspectors, but they must be residents of Suffolk County.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the attached Warrant for January 27, 2026:

On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the annual salary of Office Assistant Nancy Cirillo by $1,000 effective January 14, 2026, having completed her six-month probationary period.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Lucas Ramalho as a full time EMT effective January 1, 2026, with a salary of $45,760.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hold a Bid Opening at 9:30 AM on Thursday, February 12, 2026, for a Paving Requirements Contract.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that the Receiver of Taxes for the Village of Babylon is authorized to close the Tax Year 2025-2026 on January 27, 2026, and return the Tax Roll and Warrant as required by Section 1426 of the Real Property Tax Law.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Chamber of Commerce to hold their 2026 events in the Village of Babylon, including sidewalk access, as per the attached. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as signed and notarized hold harmless agreements from the Chamber of Commerce and any vendors that participate.

The following announcements were made:
- Trustee Seibert said we will be accepting employment applications for the Summer Recreation programs in February. The applications will be available online.
- Trustee Bencivenga announced the Golf Course is planning to open March 23rd (weather permitting). Information about Golf Camp will be published in the upcoming newsletter. Boat renewal applications will be going out in late February, due April 1st.
- Trustee Szabo announced the Village is sponsoring ”Babylon Connects” on Saturday, February 21st from 10AM-1PM at Village Hall. This event is a way of bringing the service organizations to the residents of the community to showcase what the organization has to offer and how the community can get involved.
- Mayor Adams wanted to commend our Superintendent Scott Glenn during this last storm and all other storms, and for everything he does; there are not enough words to express our appreciation and thanks. This storm just showed how lucky and blessed we are to have him as our Superintendent. During this past storm, Scott was here at 4:00 AM Saturday when the storm hit on Sunday and stood straight through. He never took a break, never slept; made sure the crews were ready to go. The teamwork that they all showed back to Scott, the reflection of respect they showed is immeasurable, which can be seen by the streets in the Village. The plan Scott had and executed - making sure all the guys were here, making sure they were fed, and even making sure they slept for a few hours, just shows that when you are dedicated to your job and you love what you are doing, it really shines. Hats off to Scott Glenn. This time we will honor Scott because he so deserves it and we are so very fortunate to have him as our Superintendent. Rain, snow, sleet, sun, weekends, holidays - Scott shines.
