A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, JANUARY 13, 2026. Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Szabo, and Attorney Casolaro. Absent was: Trustee Cardali. On the motion of Trustee Bencivenga, seconded by Trustee Szabo and unanimously carried, the work session opened at 7:00 PM. On the motion of Trustee Seibert seconded by Trustee Bencivenga and unanimously carried, the work session ended at 8:00 PM.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the minutes of the December 9, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.

RESOLVED to accept the resignation of laborer Esdras Granados effective December 26, 2025.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to hire Henry Flores as a full- time laborer with an annual salary of $45,760, effective December 15, 2025.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to increase the Building Department Permit Fees below effective immediately.

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to increase the fee use of the Gazebo to $250.00 effective January 1, 2026.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to hire Thomas Annicaro as a full- time building inspector with an annual salary of $68, 640, effective January 1, 2026.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to issue a partial refund in the amount of $12,000 to Middleton Environmental, Inc. for the voiding of Building Permit #25-00212 for the property at 66 W. Main Street.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to hold the Babylon Village Farmers’ Market at the Gazebo on Sundays from 8-12:30pm starting June 7th and ending October 25th, 2026.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED that a fee of 2% will be charged for cancellation of a building permit already issued for time spent reviewing plans and issuance of building permits.
On the motion of Trustee Bencivenga, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to increase the fees for Village Boat Berths by $10 a foot in each marina, as indicated on the attached.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to remove the exemptions as per the attached Assessor Petitions and bill the new owner(s) the Exempt Property Restoration for the Tax Year(s) as indicated on the attached chart.

On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Nicholas Palmer as a full-time laborer with an annual salary of $35,360, effective December 29, 2025.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the annual salary of Groundskeeper Alex Holcomb by $1,000 effective December 22, 2025, having completed his six-month probationary period.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to Save the Great South Bay to conduct the 11th Annual Babylon Village Community Creek Clean Up along Carll’s River from Sunrise Highway to Argyle Lake on Saturday, March 21st, 2026 (rain date Sunday, March 22nd), from 8:00 AM to 12:00 PM, with staging area at the Park Avenue tennis courts. [The Village Sanitation Department will pick up the garbage at designated spots upon completion of the clean-up].
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant the application of Thomas DelFrancesco of T.D. Vending Corporation to operate a Mister Softee Ice Cream Truck in the Village of Babylon for the 2026 season. This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to terminate laborer Nicholas Palmer effective January 7, 2026.
On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to accept the resignation of Shawn Hing effective January 7, 2026.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED that the Treasurer of the Village of Babylon be directed to hold a Tax Lien Sale at the Municipal Building, 153 West Main Street, Babylon, New York, on Saturday, the 28th of February, 2026, at 10:00 a.m.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to accept the resignation of laborer Endy Villalona effective December 19, 2025.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to schedule a Public Hearing to be held on Tuesday, January 27th, 2026 at 7:00 PM to consider the following:
A. Local Law 0127PH 269-9.1 of 2026 adding to Village Code §269.9.1 Exterior Lighting.
B. Proposed Local Law 0127PH-336-6 of 2026 adding to Village Code §336-6 Trees.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Jason Middleton as a full-time laborer with an annual salary of $35,360, effective December 29, 2025.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to increase the annual salary of laborer Ab Sy by $1,000 effective December 2, 2025, having completed his six-month probationary period.

On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to issue a partial refund in the amount of $500 to Middleton Environmental, Inc. for the voiding of Demolition Permit #25-00213 for the property at 66 W. Main Street.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the attached Warrant for January 13, 2026:

The following announcements were made:
- Trustee Seibert stated summer activities planning is underway and already we have started booking for the Summer Concert Series. Playground equipment for the Stowe Avenue playground will be installed in the Spring. The Lighthouse Road playground will be replaced soon.
- Trustee Bencivenga stated that there are about 40 boaters utilizing Winter Mooring. Looking forward to the Spring, will be working on the 2026 boating season soon. The Golf course is “hoping” to open at the end of March (weather pending).
- Trustee Szabo said the Conklin House, along with the Babylon Beautification Society, is to unveil a memorial for Sean Goodwin in the Spring. He also stated that he is working with a group to create a Façade Board, with more information to follow.
The meeting was opened to the public and the following persons addressed the Board.
