A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, FEBRUARY 8, 2022. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the meeting opened at 7:10 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:04 PM.

Regular meeting of the Board of Trustees opened at 8:06 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried,

RESOLVED to approve the minutes of the January 25, 2022 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the Fire Department letters dated February 1st and February 3rd:

At the regular monthly meeting of the Fire Council held January 18, 2022, the Fire Council took the following action pending results of their Medical Exam which was delayed by the provider. We have since received their satisfactory medical exam results and we await your approval.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Babylon Jr.-Sr. High School to use the softball field on the north side of Locust Avenue between 3:00 PM and 5:30 PM beginning March 28, 2022 and ending June 3, 2022 for the Junior High Softball team practices. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Restaurant Association and the Chamber of Commerce to hold a St. Patrick’s Day Winterfest along Deer Park Avenue on Saturday, March 12th, 2022 from Noon to 5:00 PM, (rain date Saturday, March 19th), including street closure and use of outdoor seating enclosures. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as signed & notarized hold harmless agreement(s).

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hold a Pickleball informational session on April 6, 2022 from 7 PM to 8 PM in Village Hall.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hold the Summer Concert series at the Gazebo on Friday evenings from July 1st to August 26, 2022 from 8:00 PM to 10:00 PM. (In the event of rain, the concerts will be held in the Babylon High School auditorium.)

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to accept the resignation of John Schnepp as full-time laborer effective January 20, 2022.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to allow the Long Island Winter Farmers Market to hold a market at the Paddock lot on North Carll Ave every Sunday beginning June 5th through November 20th, 2022, from 8 AM to 12 Noon.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to approve the following warrant for February 8, 2022:

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed local law of 2022 pertaining to the Tax Cap and therefore,

BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried,

    WHEREAS a Public Hearing was held on Tuesday, February 8, 2022,

    BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law of 2022 pertaining to the Tax Cap is HEREBY ADOPTED as:

      Local Law # 3 of 2022, authorizing a property tax levy in excess of the limit established in General Municipal Law §3-c.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to the Long Island Youth Club to canvass/fundraise in the Village from 11:00 AM to Sundown on Saturday, March 26th, 2022 (rain date Sunday, March 27th) provided all COVID guidelines are followed.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to grant permission to Mondays at Racine Cancer Care to hold a Living your Best Life Monday Cancer Care Foundation’s Community on Family Health & Wellness Fair on Saturday, May 21st, 2022 from 10:00 AM to 3:00 PM at the Gazebo, southeast side of the canal and the Baymen Statue location. Event activities will include a “Moving Through Cancer Walk for Hope” around Argyle Lake, a speaker portion, yoga, meditation/breathwork, general vendors and sponsors in tents sharing cancer information and selling items (no food).  This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried,

      WHEREAS a Bid Opening was held on Thursday, January 27, 2022 for the Requirements Contract for Drainage Work,

      BE IT HEREBY RESOLVED to award the bid to:

      with a total bid price of $376,000.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed local law of 2022 amending Chapter §343-33 D. Boat Storage, and therefore,

      BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Locust Avenue Parking lot for approximately five hours on Sunday, February 20, 2022, to sort and distribute Girl Scout cookies. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to hold a car show at the Gilbert C. Hanse Pool parking lot on June 5th, 2022 from 10 AM to 2 PM with a rain date of June 12th.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to add a Sitters fee of $15 for the pool season as an add-on option for Village residents who purchase pool passes at the Gilbert C. Hanse Municipal Pool.

        Mayor Adams made the following announcements:

        - Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, February 21, 2022, in observance of the Presidents’ Day Holiday. Residents should not put rubbish or recycling out to the curb on holidays.

        - Summer Job Applications will be available in the Mayor’s Office starting Tuesday, February 22, 2022. Applicants for summer jobs must be at least 16 years old. However, applications will be accepted for residents 15 years of age, and these applications will be kept on file and only used if additional students are needed.

        - Grievance Day will be held in the Upstairs Conference Room of the Municipal Building, 153 W. Main Street, on Tuesday, February 22, 2022, from 3:00 p.m.– 7:00 p.m.
