A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, FEBRUARY 23, 2021, via Zoom and available to be viewed through the YouTube link:

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:15 p.m.  On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, the Board entered into executive session at 7:20 p.m. to discuss current litigation, at which time the work session was ended on the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried.  On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the executive session ended at 7:59 p.m.

Regular meeting of the Board of Trustees opened at 8:03 p.m.

The Pledge of Allegiance was led by Trustee Cardali.

The Village Clerk read the letter from the Fire Department dated February 17, 2021:

At the regular monthly meeting of the Fire Council held February 16, 2021, the Fire Council took the following actions and we await your approval:

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the minutes of the February 9th, 2021 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to increase the annual salary of Jose Carbajal to $34,320.00 effective February 15, 2021.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to increase the fees for Village boat berths by $5 a foot in each marina, as indicated on the attached.

Trustee Bencivenga commented that the boat berth fees have not increased since 2016. He also commented that at the next meeting he will have more information about the golf course opening day.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to Debbie Maya Melito to maintain temporary signs at various properties in the Village from February 23rd through March 18th, 2021, regarding the Village Election to be held March 16th, 2021.

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to grant permission to Cub Scout Pack 104 to use the Argyle Gazebo on Sunday, April 25, 2021 from 10:00 AM to 12:30 PM for their Arrow of Light ceremony. 

This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.

Trustee Cardali reported that he has surveyed the pool and hopefully, with the Governor’s guidance, it will be able to be open this year.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant a leave of absence to Robert Freyer effective January 7, 2021.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to Grace Iazbeck for the return of one (1) Board of Trustees sign.  [Public Hearing 1/12/21, Haus of Grace LLC, 10 James St.]

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the attached draft of the Public Employer Health Emergency Plan, developed in accordance with New York State Legislation S8617B/A10832, to address public health emergency planning requirements.

Mayor Adams thanked Andrew Reichel and Scott Glenn for all their efforts in putting together this plan.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to issue a pro-rated refund in the amount of $225.00 to Robert O’Callaghan for the return of reserved parking decal #524.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to issue refunds in the amounts indicated to the applicants listed on the attached chart for the return of ZBA sign(s).

Trustee Silvestri commented on the recent events sponsored by the Conklin House, and suggested checking the Conklin House Facebook page for upcoming events.

Mayor Adams made the following announcements:

The Farmers Market will re-open for the season on Sunday, May 2, 2021.  It will be open every Sunday from 8:00 AM to 12:30 PM through November 21, 2021.  We are all looking forward to this extended season.

Please note that the Shore Road Bulkhead Reconstruction bid opening, originally scheduled for this Thursday, February 25, 2021 at 9:30 AM, has been cancelled.  It will be rescheduled at a later date.

Mayor Adams thanked Skip Gardner, Scott Glenn, Jay Brunjes, and the Highway & Sanitation crew, as well as Code Enforcement, for the wonderful job they did during all the snow storms.  She also thanked the Volunteer Corps for all their assistance with snow shoveling.

The Mayor asked everyone to please continue to wear masks, wash hands, social distance…and stay healthy!
