A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, FEBRUARY 22, 2022. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the meeting opened at 7:06 PM. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:03 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried,

RESOLVED to approve the minutes of the February 8, 2022 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated February 16, 2022:

At the regular monthly meeting of the Fire Council held February 15, 2022, the Fire Council took the following actions and we await your approval.

Accepted as a Probationary Member:

On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to change the resignation date for Sarah McLean as part time Office Assistant in the Building Department to be effective February 9, 2022.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to have the Volunteer Committee clean up the Babylon Little League fields on Saturday, March 5, 2022, beginning at 8:00 AM.

On the motion of Trustee Silvestri, seconded by Trustee Seibert and unanimously carried, it was

RESOLVED to approve the following warrant for February 22, 2022:

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to the Chamber of Commerce to maintain temporary signs as indicated below, from February 24th to March 12th, 2022 to announce the St. Patrick’s Winterfest:

         36” x 36” sign at the end of Rt. 109 entering Babylon Village

         36” x 36” sign at the end of Rt. 231 entering Babylon Village

             12” x 18” signs at downtown businesses

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to approve 2 hours pay for Melissa Kalhorn for Monday, February 21, 2022, her scheduled day off, for responding to a 7:55 a.m. alarm for medical assistance at the train station.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

    RESOLVED to change Mary Beth Briordy Liles’ title to Recreation Supervisor, effective December 6, 2021.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

    RESOLVED to grant permission to Babylon Little League to hold the annual Opening Day Parade at 10:00 AM on Saturday, April 2nd, 2022 (rain date Saturday, April 9th). The Parade will start at the Fire House parking lot, head north on North Carll Avenue to Park Avenue; west on Park Avenue to Ralph Avenue; south on Ralph Avenue to Locust Avenue; east on Locust Avenue to the Locust South field, where the ceremony will start at approximately 11:00 AM. (Sound equipment will be set up in the infield of the Locust south field.) This permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed and notarized hold harmless agreement.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, it was

    RESOLVED to participate in NYS “I Love My Park Day” on Saturday, May 7th, 2022 at Argyle Park from 9:00 AM to Noon, and at the Park Avenue Park from 1:00 PM to 3:00 PM.

    Trustee Seibert commented that job applications for summer recreation programs are available as of February 22nd.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Locust Avenue south field [including use of the lights, press box, and concession stand] on Friday, May 6th, 2022 at 6:00 p.m., to host the 11th Annual Peter Figoski Memorial Softball Game. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured, as well as a signed & notarized hold harmless agreement.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to participate in Mikayla Sasuk’s Adopt a Hydrant volunteer program assisting the Babylon Village Fire Department to keep the Village hydrants cleared effective immediately.

    Chief Fraccalvieri explained Mikayla’s request regarding the Adopt a Hydrant Volunteer Program.

    Mikayla Sasuk, a Senior at Babylon High School addressed the Board. She thanked the Mayor and the Board and Chief Fraccalvieri for approving this program. Mikayla stated that with over 300 fire hydrants in the Village, there is a real need for this kind of program. She explained how the program works and how volunteers can sign up and participate.

    Trustee Cardali commented that the pool is getting ready to be staffed; applications are now available in the Mayor’s Office.

    Mayor Adams commented that the Treasurer will conduct the tax lien sale this Saturday, February 26th, 2022 at 10:00 AM in the Board Room. Registration will begin at 9:45 AM.

    Mayor Adams thanked Chief Fraccalvieri, the Fire Department, and Code Enforcement for responding to numerous calls, especially these past few weeks.

    On the motion of Trustee Seibert, seconded by Trustee Silvestri and unanimously carried, the meeting adjourned at 8:20 PM.
