A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, FEBRUARY 14, 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Cardali, Trustee Miga, Trustee Bencivenga and Village Attorney Matthew McDonough.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 7:11 PM. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the Board entered into executive session at 7:23 PM to discuss human resource issues and current litigation, at which time the work session was ended at 7:23 PM on the motion of Trustee Miga, seconded by Trustee Bencivenga and unanimously carried.

Regular meeting of the Board of Trustees opened at 8:04 PM.

The Pledge of Allegiance was led by Trustee Miga.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the January 24, 2023 regular meeting of the Board of Trustees as amended and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the attached 2023 Summer Employment Salary schedule.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants in the Village from April 1st to May 15th, 2023 to advertise the Chefs for a Cause fundraiser to be held May 17th at The Piermont.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to grant permission to Babylon Jr.-Sr. High School to use the Park Avenue tennis courts (north and south side) from March 13th through June 10th, 2023, between 2:30 PM and 6:30 PM, for the Varsity, Junior Varsity and Junior High Boys Tennis teams. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to grant permission to the Babylon Rotary Club to hold the 18th Annual Babylon Village Classic Dirty Sock 10K Run on Sunday, August 13, 2023, from 6:00 AM to 11:00 AM, with the start and finish adjacent to the tennis courts on the north side of Park Avenue. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.

RESOLVED to hold the Summer Concert Series at the Gazebo Friday evenings from June 23rd to August 25th, 2023 from 8PM to 10PM.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to hire Jean Feola as Deputy Clerk with an annual salary of $40,000 effective January 20, 2023.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to grant permission to the Babylon Lions Club to maintain temporary 8 ½ x 11” window signs at local merchants and 5 large signs around the Village from April 7th to April 17th, 2023, to advertise their pancake breakfast on April 16th, 2023. [The Village Highway Department will assist in displaying the 5 large signs around the Village.]

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to grant permission to St. Paul’s Reformed Church to hold a dawn worship service at the Argyle Park Gazebo on Easter Sunday, April 9, 2023, from 5:30 AM to 7:00 AM. This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to appoint Islandwide Engineering & Land Surveying as the engineering firm for the Village of Babylon effective immediately. [#1568}

    RESOLVED to hold a Summer Youth Golf Program at the E. Donald Conroy Golf Course starting on June 26th , ending on August 4th, 2023.

    RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law 0214PH of 2023- Tax Cap, and therefore,

    BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment, and

    WHEREAS a Public Hearing was held on Tuesday, February 14, 2023,

    RESOLVED to accept the request of Jeannine Finelli to retire from the Village of Babylon effective February 28, 2023 with her last day of work February 27, 2023.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to grant permission to the Babylon Beautification Society to use Village facilities and venues for fundraisers and events to be held in 2023 as per the attached. Permission is granted contingent upon timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, and a signed and notarized hold harmless agreement.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to amend the resolution dated January 24, 2023 and grant permission to the Babylon Village Arts Council to use Argyle Park, east of the falls, next to the Memorial Garden, on Saturday, May 20, 2023, from 10:00 AM to 5:00 PM (rain date May 21, from 11:00 AM to 5:00 PM) for the annual Art by the Falls outdoor art exhibit including a puppet show and musicians, with access to electricity. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to grant permission to the Great South Bay Amateur Radio Club to host the annual International Marconi Day activities in the North Carll Avenue municipal parking lot by Village Hall, 153 W Main Street, on Saturday, April 22, 2023, from 8:00 AM to 4:00 PM. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to increase the following fees at the Gilbert C. Hanse Municipal Pool for the 2023 Season:

    Swimming Lessons will be increased to $50

    Baby Bubbles will be increased to $25

    Swim Team will be increased to $50

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to increase the fast-track Solar Panel permit fee to $500 effective immediately.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED that the Board of Trustees will hold a public hearing at 7:00 PM on Tuesday, February 28, 2023, to consider the application of Roman Development LLC to open a retail fish and seafood market with a restaurant component at 32-36 Deer Park Avenue, the former location of Beehave and Guru’s. Copy of application and plans will be available beginning February 16, 2023, in the Office of the Village Clerk (631) 669-1500.

    On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

    RESOLVED to hold Shred Day on Saturday April 29th from 9:00AM – 12:00PM.

    On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

    RESOLVED to grant permission to the Long Island Yacht Club to erect a seasonal tent for various events held at the Yacht Club from March 15, 2023 to December 15, 2023. Tent size is not to exceed the 35’ wide x 75’ long concrete pad. This permission is granted contingent upon the Long Island Yacht Club acquiring the proper tent permit from the Building Department to expire December 31st, 2023. Board of Trustees approval is required for all renewal permits.

    On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

    RESOLVED to grant permission to Bob McKeown and M. Roman to hold a Pride Parade on Sunday, June 4, 2023. Meet-up will begin at 1:30 PM at the Fitness Incentive rear parking lot, 157 Deer Park Avenue. Announcements and sponsor recognition will be at 2:30 PM and the car parade is expected to start at 3:00 PM. The parade will complete two loops, escorted by Village Code Enforcement. Permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed & notarized hold harmless agreement.

    RESOLVED that on the FIRST and THIRD TUESDAY of each month the Board of Trustees shall hold a WORK SESSION at 6:00 pm subject to change.

    RESOLVED to allow Long Island Winter Farmers Market to hold a market at the Village Gazebo on Main Street every Sunday from June 4th to November 19th from 8:00 AM to 12:00 PM and after Labor Day from 8:30 AM to 1:00 PM.

    WHEREAS a Public Hearing was held on Tuesday, February 14, 2023,

    On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

    RESOLVED to approve the attached Street Lighting Agreement with the Town of Babylon for the period of January 1, 2023 to December 31, 2023 and authorize the Mayor to execute the same. [#1487]

    Mayor Adams made the following announcements:

    Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, February 20th, 2023 in observance of President’s Day. Residents should not put rubbish or recycling out to the curb on holidays, 

    Beginning Tuesday, February 21, 2023, the Village will be accepting applications for summer employment with new salary increases for all positions! Employment opportunities are available at the Village Pool, Recreation Camps, the Golf Course, Parks & Highway, and the Greenhouse. Applicants should be at least 16 years old. Applications will be accepted for residents who are 15 years old only if workers are needed. Completed applications will be reviewed by the date they are received. Applications can be picked up at the Mayor’s Office or printed from our website

    Grievance Day will be held in the Upstairs Conference Room of the Municipal Building, 153 W. Main Street, on Tuesday, February 21, 2023, from 3:00 PM.– 7:00 PM.

    The Treasurer will conduct the tax lien sale Saturday, February 25th, 2022 at 10:00 AM in the Board Room. Registration will begin at 9:45 AM.

      Mayor Adams made the following statement: 

      As many of us are celebrating Valentine’s Day today, sending cards, flowers, text messages and “I Love You’s, we need to remind ourselves how important the true meaning of life and celebrating life each day is. Eight days ago, our Village suffered a tremendous loss of a resident, Linda Cosentino, husband of Vinnie Cosentino and mom to Olivia and Sienna. For many of you who do not know Vinnie Cosentino, he is the owner of Gemelli with brothers Louie and George, sister Patricia. Family is what the Cosentino’s are all about.

      Linda was 54 years old when she passed unexpectedly less than two weeks ago. I had the honor of working with Linda years ago before she met Vinnie and had a family. Linda was beautiful…inside and out. She was extraordinarily kind to everyone she met. Linda always put everyone else’s needs above her own and no matter what was going on in her life, everyone else mattered first. She was classy, funny and had the greatest reassuring smile. You knew everything was going to be okay with Linda by your side. Linda was never self-serving and was always generous to a fault. She cared about her friends and she was admired always and loved by her co-workers.

      The loss of Linda Cosentino to her family, friends and community is one that is devastatingly hard to accept. In our darkest hours, God does provide a glimmer of light and he does provide hope. On that Saturday, February 4th, 2023, I received a heart-wrenching call from Linda’s husband, Vinnie, letting me know that the donation of Linda’s organs saved 5 lives and 2 of those lives are from Babylon Village. How incredible of a sacrifice to give to another so that they may live. How beautiful knowing that Linda lives on and in a greater way than is unfathomable during an incredibly difficult time.

      I ask the community to keep in our hearts Vinnie, Olivia and Sienna and keep them in our prayers. Let’s be grateful for every minute…it is a gift. Let’s be kind to each other. We do not need Valentine’s Day to show how much we appreciate those in our life or to help someone in need. Life is about family, friends, taking care of each other, living life to its fullest and remembering what’s truly important. That is how I will remember Linda and I am sure many of us in our community will as well. May God bless us all and let us keep the memory and the smile of Linda Cosentino alive with everyone we meet. May God bless and keep safe the Cosentino family and may he continue to bless the Village of Babylon.
