A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, AUGUST 9, 2022. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the meeting opened at 7:05 PM. On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, the Board entered into executive session at 7:15 to discuss current litigation, at which time the work session was ended on the motion of Trustee Seibert and seconded by Trustee Bencivenga. On the motion of Trustee Seibert, seconded Trustee Cardali and unanimously carried, the executive session ended at 8:02 PM.

Regular meeting of the Board of Trustees opened at 8:06 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to approve the minutes of the July 26, 2022 regular meeting of the Board of Trustees as amended and dispense with the reading of the same.

On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to accept the resignation of Luigi DellaMonica as full-time laborer effective July 22, 2022.

On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to Aptive Enviornmental, LLC Pest Control to solicit door to door in the Village during the week of August 22, 2022, Monday through Friday from Noon to 7:00 PM. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to the Church of St. Joseph Young Adult group to hold a bible study, Lectio Divina, with young adults from surrounding towns, at the gazebo on Tuesday, August 23, 2022 at 6:30 PM with approximately 25 people in attendance. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.

On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED, that the Village Clerk is hereby ordered to publish the following notice in the Village’s newspaper of record, and on the Village website, and in three conspicuous places at Village Hall:

NOTICE: That the Village of Babylon Planning Board meetings have been rescheduled to start at 7:30 PM on the last Thursday of the month at Village Hall, 153 W. Main St., Babylon, NY 11702, effective September 2022.

Trustee Seibert commented that the very successful summer recreation programs finished last week. This Monday will be the art show for the Art Monsters program.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED to grant permission to the residents of Ketewamoke Avenue to hold a block party on Saturday, September 10, 2022, from 3:00 PM to 11:00 PM, with a rain date of Saturday, September 17, 2022. The street will be blocked between Deer Park Avenue and Wampum Road, subject to parking restrictions for emergency purposes.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

RESOLVED that the Babylon Lion’s Club will hold its annual Past Presidents Golf Outing and Cookout at the E. Donald Conroy Golf Course on Wednesday, September 14, 2022. [The golf outing will begin at 3:30 PM and the barbeque will begin on the deck of the clubhouse at 6:30 PM.] This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement,

And,

ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.

    On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

    RESOLVED to remove the Eligible Fund Veterans Exemptions from the 2021 and the 2022 Roll as per the attached assessor petitions,

    And,

    ALSO RESOLVED to bill the new owners the Exempt Property Restoration for the Tax Years as indicated.

      RESOLVED to approve the following warrant for August 9, 2022:

      Trustee Bencivenga commented on the success of the golf camp this year, which was the first year it was handled in-house.

      Trustee Cardali explained the recent planting project completed by Kristen Merigliano at the Village pool. He presented her with a Village pin and thanked her for her hard work and efforts in creating a beautiful garden for all to enjoy.

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to amend the resolution dated May 10, 2022 and correct the salary schedule for the 2022 Summer Employment Program as listed below, retroactive to date of employment for the 2022 season:

      PUMP HOUSE/FILTERMEN:

      First Year - $11.25

      Second Year - $12.00

      Third Year - $12.75

      Fourth Year - $13.50

      Fifth Year - $14.25 (cap)

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED to grant an Alternative Veteran’s Exemption with an assessed value of 882 for the 2022 tax roll to Gary McGlinchey for his property located at 151 Sumpwams Avenue, as per the attached assessor petition. [016-01-025.001]

      On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

      RESOLVED that the Village of Babylon will hold the annual S.T.O.P. (Stop Throwing Out Pollutants) and Shred Day on Saturday, September 24, 2022 at Village Hall on Carlston Place.

      The S.T.O.P. portion will be from 9:00 AM to 12:00 Noon; the paper shredding truck will be available to Village residents from 1:00 PM to 4:00 PM.

      Trustee Cardali thanked the Fire Department for the dedication of the new truck. He also commented on the very successful swim lesson season and very well-attended swim meet. Now that swim lessons have ended, the pool hours will be from 11:00 AM to 7:00 PM.

      The Mayor made the following announcements:

           -  There will be no second Board meeting in August.

           -  Village of Babylon Offices will be closed and there will no rubbish or garbage pick-up on Monday, September 5, 2022 in observance of the Labor Day Holiday. Just a reminder that residents should not put rubbish or recycling out to the curb on holidays.
