A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, AUGUST 8. 2023. Present were: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Miga and Attorney Charles Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Seibert and unanimously carried, the work session opened at 7:06 PM. On the motion of Trustee Bencivenga seconded by Trustee Cardali, and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of trustees opened at 8:04 PM.

The Pledge of Allegiance was led by Trustee Cardali.

On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

RESOLVED to approve the minutes of the July 25, 2023 regular meeting of the Board of Trustees and dispense with the reading of the same.

    The Village Clerk stated there was no correspondence.

    Mayor Adams read an email from a resident thanking a Village employee for her help and how important customer service is. The mayor agreed and thanked her staff for all they do each day.

    The mayor congratulated Poet Laureate Deborah Hauser and presented her an award. Ms. Hauser shared one of her poems with the Board and the audience.

    On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

    RESOLVED to grant a license to the following applicant(s) to drive a taxi cab for Lindys Taxi/Sunset Taxi in the Village of Babylon: George Kelada and Kenneth Betz.

    On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

      RESOLVED to grant permission to Page Six to hold a Charity Concert/Food Drive at the Gazebo on August 20, 2023 from 4:00 PM to 6:00 PM.

      This permission is granted contingent upon timely receipt of a signed and notarized hold harmless agreement.

      On the motion of Seibert, seconded by Trustee Miga and unanimously carried, it was

      RESOLVED to grant permission to the residents of Gamecock Lane to hold a block party on Saturday, September 9, 2023 from 3:00 PM to 11:00 PM with a rain date of September 16, 2023. The street will be blocked between Gamecock North and South and Gamecock/Greenway Terrance, subject to parking restrictions for emergency purposes.

      On the motion of Trustee Seibert, seconded by Trustee Miga and unanimously carried, it was

      RESOLVED to accept the agreement between the Village of Babylon and Millennium Strategies, LLC for grant writing consulting for a term of one year.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

      RESOLVED to change the title of Paul Turner from Part Time Laborer to Full-Time Seasonal Laborer at a rate of $20 per hour, effective August 7, 2023.

      On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

        RESOLVED that a Canfest, “Rock Bands and Food Cans”, was held at the Village Gazebo on August 3, 2023 from 6 PM to 10 PM, to benefit local food pantries.

        This permission was granted contingent upon timely receipt of a signed and notarized hold harmless agreement, which was received prior to the event.

        On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

        RESOLVED to grant permission to the Metropolitan PGA to hold the Junior PGA Golf Tournament at the Village Golf Course on Friday, August 25, 2023 from 9:00 AM to 12:00 PM.

        This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

        On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

        RESOLVED to grant permission to the Babylon Lion’s Club to hold its annual Past Presidents Golf Outing and Cookout at the golf course on Wednesday, September 13, 2023. [The golf outing will begin at 3:30 PM and the barbeque will begin on the deck of the clubhouse at 6:30 PM.]

        This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement,

        And,

        On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was

        ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to increase the annual salary of Leofred Osbourne by $1,000, effective August 6, 2023, having completed his six-month probationary period.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to grant permission to the Ancient Order of Hibernians to hold a 5K run/walk in Southards Pond Park on September 9, 2023 between 6:00 AM and 11:00 AM, to raise money for the local food pantries.

        This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.

        On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was

        RESOLVED to hold a public hearing on September 26, 2023 at 7PM, to amend Local Law # 7 of 2021 regarding solid waste fines.

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to grant permission to Kieran O’Halloran to hold a basketball tournament at the Park Avenue Courts on August 13, 2023 from 1:00 PM until 5:00 PM.

          This permission is granted contingent upon timely receipt of a signed and notarized hold harmless agreement.

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to grant permission to the residents of Cadman Avenue to hold a block party on Saturday, September 2, 2023 from 10:00 AM to 11:00 PM with a rain date of September 3, 2023. The street will be blocked between Beverly Road and Marlborough Road, subject to parking restrictions for emergency purposes.

          On the motion of Trustee Miga, seconded by Trustee Seibert and unanimously carried, it was

          RESOLVED to approve the following warrant for August 8, 2023:

          Mayor Adams made the following announcements:

          - No second Board meeting in August

          Village Offices will be closed Monday, September 4th in observance of the Labor Day holiday. There will no rubbish or garbage pick-up that day. Just a reminder that residents should not put rubbish or recycling out to the curb on holidays.
