A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, AUGUST 12, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, and Attorney Casolaro. Absent: Trustee Goodwin. On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, the work session opened at 6:00 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:00 PM.

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to approve the minutes of the July 22th, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk stated there was no correspondence.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried,
BE IT RESOLVED, that the calendars for the appointed and elected officials listed on the below chart are hereby accepted as an accurate accounting of the average number of days worked per month per year.
BE IT RESOLVED, that the Village Board of the Village of Babylon, hereby establish standard workdays for the purpose of determining days worked reportable to the New York State and Local Employee’s Retirement System:
All Elected and Appointed Officials: Six-hour day
Mayor’s Secretary, Treasurer, Village Clerk, Village Justice Court, all clerical staff: Seven-hour day
Superintendent of Public Works and laborer staff: Eight-hour day

On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to move James Bender, Parking Meter Officer, from part time to full time effective July 29, 2025.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to increase the annual salary of Parking Meter Officer Raymond Scarfi by $1,000 effective June 14, 2025, having completed his six-month probationary period.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Ketewamoke Avenue to hold a block party on Saturday, September 6, 2025 from 3:00 PM to 11:00 PM with a rain date of September 13, 2025. The street will be blocked between Deer Park Avenue and Wampum Road, subject to parking restrictions for emergency purposes.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to give Thomas Annicaro, Building Inspector, a $10,000 stipend for additional duties in the Building Department effective immediately.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to make the following budget transfers to the 2024/25 budget as attached.
On the motion of Trustee Seibert, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the Long Island Nurses Honor Guard to host a “COVID Memorial & Tribute Ceremony for Nurses” at the Gazebo on Sunday, October 5th, 2025 (rain date October 12th, 2025) from 4:00 PM – 6:00 PM. *This event is rescheduled from July 19, 2025 (BOT Resolution: May 13,2025).
This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was

On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to increase the annual salary of Parking Meter Officer Christian Harty by $1,000 effective June 14, 2025, having completed his six-month probationary period.
On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Ancient Order of Hibernians to hold the 5th Annual 5K Run/Walk in Southards Pond Park on September 13, 2025 between 6:00 AM and 11:00 AM, to raise money for the local food pantries. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Babylon Lions Club to hold its annual Golf Outing and Cookout at the E. Donald Conroy Golf Course on Wednesday, September 10, 2025, from 2:30 PM – 9:00 PM [The golf outing will begin at 3:30 PM, followed by dinner on the deck of the clubhouse at 6:30 PM.] This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement,
And,
ALSO BE IT RESOLVED to waive the Open Container Section of the Village Code, Chapter 256, for the deck area only, for this event.
On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant a license to the following applicants to drive a taxi cab for Lindy’s Taxi/Sunset Taxi in the Village of Babylon:

*The Village Attorney approved these applicants.
On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to make the following budget amendments to the 2024/25 budget as attached.
On the motion of Trustee Bencivenga seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to approve the following warrant for August 12, 2025:
General Account: $ 395,336.71
Conklin House: $ 190.00
Total General Fund: $ 395,526.71
Trust Fund: $ 479.33

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Michael Kalhorn as a part time Parking Meter Officer with an hourly rate of $15.00 per hour effective August 4, 2025.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to increase the annual salary of Parking Meter Officer Tyrone Jackson by $1,000 effective June 30, 2025, having completed his six-month probationary period.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the resignation of laborer Ray Quan Griffin effective July 18, 2025.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to accept the resignation to retire from laborer Joseph Jenkins effective July 15, 2025.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the residents of Cadman Avenue to hold a block party on Saturday August 16. 2025 from 11:00 AM to 11:00 PM with a rain date of August 23, 2025. The street will be blocked between Midwood Road and Beverly Road, subject to parking restrictions for emergency purposes.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to have a Car-free Day on September 22, 2025 in the Village of Babylon.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold Stop Day from 9-12pm and Shred Day from 1-4pm on Saturday, September 27, 2025.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain 8 ½”x11 flyers at various merchants in the Village from September 6th through October 5th, 2025, to promote their “Hope in Motion” walk around the lake at Babylon Town Hall, 200 E. Sunrise Highway, Lindenhurst, on Sunday, October 5th, 2025.
The following announcements were made:
- Trustee Seibert reminded that the Summer Concert Series continue until the end of August, Fridays from 8:00 PM-9:30 PM. Summer recreation programs have ended.
- Trustee Bencivenga stated that Golf Camp has ended and staff did an excellent job. Special thanks shout out to the leagues for sharing the course
- Trustee Cardali stated pool weather has been great. August pool hours are 11:00 AM – 7:00 PM through Labor Day. Live Music Sundays 3:00 -6:00 PM. Congratulations to the swim team for being undefeated and winning the 2025 Town Championship. No second meeting in August.
- Mayor Adams thanked the Trustees for all they do for our children and community. There is a lot of work and planning going into all the programs and services they are responsible for and they do a great job.
