A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, APRIL 28, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Szabo, and Attorney Casolaro. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session opened at 6:33 PM. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session ended at 7:59 PM.

Regular meeting of the Board of Trustees opened at 8:01 PM.
The Pledge of Allegiance was led by Trustee Szabo.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the minutes of the April 14, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the Fire Department dated April 21st, 2026:

On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
Mayor Adams presented the owners of Il Villagio with a Proclamation.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to Kieran O’Halloran to hold the “4th Annual EnsO Basketball Tournament” at the Park Avenue Courts on Saturday, July 11th, 2026 (rain date July 18th) from 9:00 AM until 6:00 PM.
This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to have DeGennaro’s Landscaping maintain the following Village properties for 2026 and add all charges to the property tax bill:
- 25 E. Shore Road
- 24 Paumanake Ave
- 102 Mayhew Ave
- 128 Village Line Road
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the Friends of the Babylon Public Library to maintain temporary signs (18” x 24”) from May 24th to May 30th, 2026, to advertise the “Friends Book Sale @ Babylon Public Library”. Signs are to be placed at the following locations:
- Montauk Highway and Route 231
- Route 109 & Park Ave.
- Deer Park Ave. & Park Ave.
- Deer Park Ave. & Simon St. (by Post Office)
- Deer Park Ave. by Washington / Clinton Streets
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to hire Cindy Angiporti as a part – time seasonal laborer with an hourly rate of $15 effective April 8, 2026.
Trustee Seibert read the following, then polled the Board:
WHEREAS, the Mayor and Board of Trustees, after the receipt and review of those certain four (4) BID proposals on April 16, 2026, submitted for the Lighthouse Road Bulkhead Replacement Project;
WHEREAS, the Village Engineer and the Village Attorney have concurred on their recommendation of awarding this Lighthouse Road Bulkhead Replacement Project contract;
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Babylon hereby awards the contract for Lighthouse Road Bulkhead Replacement Project to Atlantic Coast Dock Construction Corp. of Mastic Beach, New York for the contract price of $287,598.00.
BE IT FURTHER RESOLVED, a letter of Notice of Award shall accompany this Resolution and shall be served upon Atlantic Coast Dock Construction Corp.
WHEREFORE, this RESOLUTION, if adopted shall be promptly recorded in the Office of the Village Clerk and made part of the public record.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $110.00 to Robert Voelker for giving up Boat Slip #17 at Boynes Canal and moving to Slip # 49 at East Creek permanently.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $60.00 to Garrett Ognibene for overpayment of Boat Slip #15 at SE Lewis Pond.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to remove the exemptions as per the attached Assessor Petition and bill the new owner the Exempt Property Restoration for the Tax Year as indicated on the attached chart.

RESOLVED to issue a refund in the amount of $125.00 to Peter Smaldone for moving from Boat Slip #52 at Boynes Canal to Boat Slip #47 at Lewis Pond for the 2026 boating season.

Trustee Cardali read the following then polled the Board:
WHEREAS, JP MORGAN CHASE BANK, N.A., is the fee simple owner of a certain parcel of real property having a Suffolk County Tax Map No. of District 0102 Section 010.00 Block 03.00 Lot 029.000 (“Subject Parcel”); and
WHEREAS, JP MORGAN CHASE BANK, N.A., in consideration of entering into a Settlement Agreement with the Incorporated Village of Babylon, Suffolk County, New York, will execute a Quitclaim Deed conveying the Subject Parcel to the Incorporated Village of Babylon, Suffolk County, New York, so that the said JP MORGAN CHASE BANK, N.A will have no future real property tax and landholder liability for the Subject Parcel; and
WHEREAS, the Incorporated Village of Babylon, Suffolk County, New York, deems it to be in the public interest to acquire the Subject Parcel by Quitclaim deed under the terms and conditions contained in the proposed Settlement Agreement;
NOW THEREFORE, BE IT RESOLVED, that the Incorporated Village of Babylon, Suffolk County, New York, as SEQRA Lead Agency, hereby classifies that the conveyance of the above- described property (the proposed action) is an Unlisted Action pursuant to the provisions of Title 6 NYCRR part 617; and
BE IT FURTHER RESOLVED, that the Mayor of the Incorporated Village of Babylon, Suffolk County, New York is hereby authorized to execute the Settlement Agreement described herein along with all documents necessary for the conveyance of the Subject Parcel.

On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the residents of Gwynn Street to hold a block party on Saturday, July 18, 2026, from 2:00 PM to 10:00 PM, with a rain date of July 25, 2026. The street will be blocked between Livingston Avenue and Park Way subject to parking restrictions for emergency purposes.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the Babylon Public Library to have a “Wellness Walk” around Argyle Lake on the following Saturday mornings, from 10:00 AM – 11:00 AM:
- July 18th & 25th, 2026
- August 15th & 22nd, 2026
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to hire Thomas Brummerloh full time Parking Meter Officer with an annual salary of $31,200 effective April 6, 2026.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to accept the resignation of Anthony Cordovano full-time Custodial Worker 1 effective April 28, 2026.
On the motion of Trustee Szabo, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to approve the attached Warrant for April 28, 2026:

The following announcements were made:
- Trustee Seibert announced that “I Love My Park Day” is this Saturday, May 2nd , from 9AM – 12 Noon at Argyle Park.
- Trustee Bencivenga stated golf camp registration ran smoothly and all camps are almost full. Golf Leagues have started and boat slips are filling up.
- Trustee Cardali noted pool season is upon us. Swimming lesson registrations and pool passes will be on Saturday, May 9th, May 30th & June 3rd, at Village Hall, 9AM- 12 Noon; late registration is June 13th at the Village pool. The pool is still hiring; lifeguards are prepping. Summer Events will be posted on the website. Shred Day was a success with 107 residents participating, Fire Department had the Installation Dinner this past weekend. The Fire Department lost a senior member, Charles Schmidt.
- Trustee Szabo thanked everyone who contributed to the Sean Goodwin Memorial Event over the weekend. More than 100 people came to the Conklin House to pay tribute.
- Mayor Adams noted that at the end of 2024 we purchased the parking lot behind Bunger from Suffolk County for $60,000. To date, we recuperated those funds and an additional $10,000.
The meeting was opened to the public and no one addressed the Board.
