The meeting opened at 7:02 pm.
The Pledge of Allegiance was led by Trustee Bencivenga.
The Village Clerk read the following Legal Notice:
NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, April 22nd, 2025, at 7:00 p.m. at Babylon Village Hall, 153 West Main Street, New York 11702, or as soon thereafter as can be heard, to consider the following proposed Local Law 0422PH of 2025:
1. To adopt an amendment to existing local law §343-82 Penalties for Offenses:
A) (1) Notwithstanding the limitations and discretion imposed by paragraph A the penalty for a violation of Babylon Village Code §343-20 (A)(2)(a) shall be a minimum of $250.00 for the first offense, and shall be a minimum of $500.00 for the second offense committed within one year. For any subsequent violation, the fine shall be at the discretion of the Court.
A copy of the draft of local law may be examined at the Office of the Village Clerk, between the hours of 9:00am and 5:00pm, Monday through Friday.
All interested persons should appear at the above time and place and they will be given the opportunity to be heard.

Mayor Adams stated that the code is only being amended for the penalty of violation. There has been in increase of cars parking in front of residential driveways. In raising the fine, it is hopefully a deterrent for someone blocking a driveway. It is a safety concern for people needing to get out in an emergency.
Trustee Seibert agreed. It is a problem for people who need to get to work and or out, and are unable to.
Trustee Bencivenga agrees, it is bad manner and a safety concern
Trustee Cardali is in favor. Ambulances use in an emergency.
Trustee Goodwin agreed, has seen this on Prospect Street.
Village Attorney Casolaro clarified that the fine could be up to $500, with a minimum of $250. The way the law is currently written, it was the Judge’s discretion to impose a fine from $0 to $500. This amendment changes the minimum to $250.
The meeting was opened to the public and the following person addressed the Board:

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to reserve decision.
