A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, APRIL 22, 2025. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Goodwin and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, the work session opened at 7:19 PM. On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, the work session ended at 8:00 PM.

Regular meeting of the Board of Trustees opened at 8:02 PM.
The Pledge of Allegiance was led by Trustee Goodwin.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the minutes of the April 8, 2025 regular meeting of the Board of Trustees and dispense with the reading of the same.
The Mayor asked the Village Treasurer to come up and clarify the proposed 2025/26 Budget.
The meeting was opened to the public and the following people addressed the Board:

WHEREAS a budget hearing was held on Monday, April 7, 2025 to consider the adoption of the proposed budget for the 2025/26 fiscal year,

On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to accept the resignation of Giovanni D’Angelo, full time laborer, effective April 18, 2025.
On the motion of Trustee Goodwin, seconded by Trustee Seibert and unanimously carried, it was
RESOLVED to grant permission to the United Presbyterian Church to hold a Blessing of the Backpacks at the Gazebo on Thursday, August 28th, 2025 from 6:00 – 6:30 pm.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to grant permission to the Friends of the Babylon Public Library to maintain temporary signs (18” x 24”) from May 24th – 31st, 2025 to advertise the “Friends Book Sale @Babylon Public Library”. Signs are to be placed at the following locations:
- Montauk Highway and Route 231
- Route 109 & Park Ave.
- Deer Park Ave. and Park Ave.
- Locust Ave. and Ralph Ave.
- Cooper Street – north of the Post Office parking lot
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to grant permission to the Fred Shores Beach Club to maintain 18” x 24” temporary signs along South Little East Neck Road (side of the road), and 4 signs on beach club residents’ property (side of the road), one week prior to the event, on the following dates:
- Apil 26 – Membership Drive and Clean Up Day 9am – 12pm
- May 4 - Membership Drive and Clean Up Day 9am – 3pm
- May 10 – Children’s Garden Planting and Clean Up – All day
- May 23 – Friday Happy Hour! 5:30 – 8:30pm
- June 14 – Beach Blast with Live Music 6pm – 11pm
- June 27- Friday Happy Hour! 5:30 – 8:30pm
- July 4- 4th of July! Open late ad Fireworks
- July 25 – Friday Happy Hour! 5:30 – 8:30pm
- TBD – Fireworks at Cedar Beach – 7pm
- August 22 - Friday Happy Hour! 5:30 – 8:30pm
- September 14 – Sunday Funday – 11:30am – 4:30pm
- September 26 - Friday Happy Hour! 5:30 – 8:30pm

On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, it was
RESOLVED to approve the following warrant for April 22, 2025.

On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to issue a refund in the amount of $1,300 to Joseph Grosso, for boat slip #8016 at Main Dock. Resident is subletting the slip for the 2025 Season.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to Our Lady of Lourdes to hold its Golf Outing at the golf course on Monday, June 2nd, 2025 starting at 2:00 PM. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to Babylon Pride to maintain temporary signs at various merchants in the Village from April 23rd through June 1st, 2025, to advertise the Babylon Village Pride Parade on Sunday, June 1st, 2025.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to extend the license between the Village and The Delica Sea (d/b/a C Basiano LLC) for the pool concession for the 2025 Season, per the attached License Extension. [# 1557]
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hold a Car Show at the Gilbert C. Hanse Pool on May 25, 2025 from 10am – 2pm.
Trustee Cardali read the following and polled the Board:
RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law 0422PH of 2025: amending Village Law §343-82 Penalties for Offenses, and therefore,
BE IT RESOLVED that the Board of Trustees has determined this action will not have an adverse impact on the environment, and
WHEREAS a Public Hearing was held on Tuesday, April 22, 2025,
BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law 0422PH, amending Village Law §343-82 Penalties for Offenses, is HEREBY ADOPTED as:

The following announcements were made:
- Trustee Seibert stated that “Love My Parks” Day is May 3rd. June is Pickleball month; lessons June 23rd & 24th and June 9th & 10th; clinic, and a Pickleball Tournament.
- Trustee Goodwin announced an Arbor Day Celebration at the Conklin House on April 25th, 3:30-5:00 pm.
- Trustee Cardali announced the pool will open Friday, June 27th, at 12 noon. Pool registration information will be in the Village Newsletter coming out soon.
The meeting was opened to the public and the no one addressed the Board.
On the motion of Trustee Seibert, seconded by Trustee Goodwin and unanimously carried, the meeting adjourned at 9:45 PM.
