A work session of the Board of Trustees of the Village of Babylon was held in the upstairs conference room on TUESDAY, APRIL 14, 2026. Present: Mayor Adams, Trustee Seibert, Trustee Bencivenga, Trustee Cardali, Trustee Szabo, and Attorney Casolaro. On the motion of Trustee Bencivenga, seconded by Trustee Szabo and unanimously carried, the work session opened at 7:00 PM. On the motion of Trustee Seibert, seconded by Trustee Cardali and unanimously carried, the work session ended at 8:05 PM.

The Pledge of Allegiance was led by Trustee Cardali.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to approve the minutes of the March 24, 2026 regular meeting of the Board of Trustees and dispense with the reading of the same.

Mayor Adams thanked Chief Miga for all he had done for the Village.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to give Dante Giovanniello permission to purchase for the Village of Babylon effective March 1, 2026.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to Jack Monteleone to hold an “Adrenal Cancer Awareness Fundraiser” at the Gazebo on Sunday, August 9th, 2026, from 3:00 PM to 8:00 PM, (with a 1:00 PM setup time). This event would also feature live music and a food truck.
This permission is granted contingent upon timely receipt of a signed and notarized hold harmless agreement, and timely receipt of required certificates of insurance with the Village of Babylon listed as an additional insured, as well as signed and notarized hold harmless agreements from any vendors that participate.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Arts Council to display three (3) 24” x 36” temporary signs at the entrances to the Village to promote the Art by the Falls event from May 2nd through May 17th, 2026.
On the motion of Trustee Seibert, seconded by Trustee Szabo and unanimously carried, it was
RESOLVED to hold the 2026 Summer Concert series at the Village Gazebo on Friday nights starting June 26th - August 28, 2026 at 8pm (no concert July 3rd).
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to accept the resignation of laborer Jacob Walker effective March 27, 2026.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to the Babylon High School Class of 2027 to host a Color Run through the trails of Southards Pond on Sunday, May 17, 2026, from 8:30 AM to 10:00 AM. This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an additional insured and a signed and notarized hold harmless agreement.
On the motion of Trustee Bencivenga, seconded by Trustee Cardali and unanimously carried, it was
RESOLVED to grant permission to Our Lady of Lourdes to hold a Golf Outing at the golf course on Monday, June 15, 2026 starting at 1:00 PM. This permission is granted contingent upon timely receipt of the required certificate of insurance with the Village of Babylon listed as an additional insured and a notarized hold harmless agreement
Trustee Bencivenga read the following and then polled the Board:
WHEREAS, a budget hearing was held on Monday, April 6, 2026 to consider the adoption of the proposed budget for the 2026/27 fiscal year,

On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to hire Mary Beth Briordy as seasonal part-time employee with an hourly rate of $25.00 effective March 27, 2026.
On the motion of Trustee Cardali, seconded by Trustee Bencivenga and unanimously carried, it was
RESOLVED to extend the license between the Village and The Delica Sea (d/b/a C Basiano LLC) for the pool concession for the 2026 Season, per the attached License Extension. [# 1557]
Trustee Cardali read the following then polled the Board:
WHEREAS, the Mayor and Board of Trustees, after the receipt and review of that certain BID proposal on March 26, 2026, submitted for the sole purpose of awarding the contract for the Municipal Pool Resurfacing-Phase III project for the Village of Babylon,
WHEREAS, the Village received only one (1) Bid Proposal that was reviewed by its engineer and Village Attorney,
WHEREAS, the Village Engineer and the Village Attorney have concurred on their recommendation of awarding this resurfacing pool contract,
NOW THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Babylon hereby awards the contract for Municipal Pool Resurfacing-Phase III to Ron Gibbons Swimming Pools Inc. of 171 Bridge Road, Islandia, New York 11749 for the contract price of $459,782.00.
BE IT FURTHER RESOLVED, a letter of Notice of Award shall accompany this Resolution and shall be served upon Ron Gibbons Swimming Pools, Inc.
WHEREFORE, this RESOLUTION, if adopted shall be promptly recorded in the Office of the Village Clerk and made part of the public record

RESOLVED to extend the term of Jeff Weber for the Zoning Board of Appeals for five years expiring April 2031 effective immediately.

RESOLVED to grant permission to Jack Monteleone to maintain temporary 8.5”x 11” signs at various merchants in the Village from July 10th to August 9th, 2026, to promote the Adrenal Cancer Awareness fundraiser to be held on August 9th, 2026 at the Gazebo.

RESOLVED to approve the attached Warrant for April 14, 2026:

The following announcements were made:
- Trustee Seibert reminded that we are still accepting applications for coaches and staff for the summer recreational programs. Applications are available online.
- Trustee Bencivenga thanked the Clerk’s Office for working diligently on assigning boat berths. Golf camp registration will be Saturday, April 25th, from 9 AM – 12 Noon. at Village Hall.
- Trustee Cardali announced swimming lessons registrations will be on Saturday, May 9th, May 30th & June 3rd, at Village Hall, 9AM- 12 Noon. Late Registration will be June 13th, at the Village Pool, 9 AM- 12 Noon (lessons only). Events at the Pool will soon be listed on the website and in the Newsletter. Semi-annual Shred Day is Saturday, April 25th at the Village Highway Department, 9 AM – 12 Noon.
- Trustee Szabo stated the Façade Improvement Board meetings are going well and it is a good, dynamic group. They are looking for ways to promote the mission of the Board and will be doing a walk through the Village to get a feel. The Conklin House Summer Soiree has a tentative date of August 1st, with more information to follow.
The meeting was opened to the public and the following person addressed the Board.
