A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, September 17, 2019.  On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 4:31 p.m. On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting adjourned at 5:45 p.m.

Regular meeting of the Board of Trustees opened at 8:02 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the September 10th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

Trustee Silvestri introduced Marshall Brown, Executive Director of Save the Great South Bay organization, who addressed the Board.  Mr. Brown expressed gratitude for Mayor Scordino’s contributions and support of Save the Great South Bay and commended Mayor Scordino for being so invested in the fate of the community and the Great South Bay.  Mr. Brown explained that the organization emphasizes a spirit of stewardship; he then presented Mayor Scordino with the York Analytical Laboratories 2019 Environmental Stewardship Award.

The Village Clerk read the letter from the Fire Department dated September 22, 2019:

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the salary of Valerie Amato $0.25 per hour effective September 30, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the salary of Denise Delaney $0.25 per hour effective September 30, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the salary of Patricia Duryea $0.75 per hour effective September 30, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Village Historical & Preservation Society to host the annual tree lighting on Sunday, December 8th, 2019, followed by the Wassail Bowl at the museum.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to Tom Gargiulo to maintain temporary signs at various addresses in the Village for 30 days prior to the election on November 5th, 2019.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Adrian Coronado as a part-time highway laborer with a salary of $10.50 per hour effective September 3, 2019.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Post Office Café to maintain temporary signs in the Village of Babylon, at the 4 locations listed, to advertise the 28th Annual 5K Run to be held October 19th, 2019:

            Signs:              - Rt. 231 & Montauk Hwy.

                                    - Union St. & Cooper St.

                                    - Rt. 109 & Montauk Hwy.

            Banner:         - Store Front of Post Office Café, 130 W Main St.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to Babylon Jr.-Sr. High School to hold the Homecoming Parade on Saturday, October 12th, 2019, at 12:30 p.m. The line-up will begin at 12:00 Noon in the municipal lot behind Gemelli’s; the parade will head West on Main Street, turn North onto North Carll Avenue, and proceed to the High School football field parking lot.  This permission is granted contingent upon timely receipt of the required certificates of insurance with the Village of Babylon listed as an ‘additional insured’, as well as a signed and notarized ‘hold harmless’ agreement.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire Anthony Cordovano as a part-time highway laborer with a salary of $10.50 per hour effective September 3, 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to terminate the employment of Kevin Bacik as a highway laborer effective September 7, 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the following warrant for September 24th, 2019:

General Account:                    $ 266,757.76

Conklin House:                       $         239.31

TOTAL GENERAL FUND:  $ 266,997.07

Trust Fund:                             $     2,246.63

TOTAL:                                 $269,243.70

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hold a Bid Opening on Thursday, October 17, 2019, at 9:30 a.m., for proposals from qualified Architectural / Engineering firms regarding the raising of 25 East Shore Drive.  Bid specifications will be available in the Office of the Village Clerk, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday, beginning Thursday, October 3, 2019.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to hold a Public Hearing on Tuesday, October 8, 2019 at 7:00 p.m. to consider the adoption of proposed Local Law 9 of 2019, to amend current Village code Chapter 365, Article IV, Section 20, Subsection C, Retail Business Districts, pertaining to building heights on Railroad Avenue and Depot Place between Deer Park Avenue and North Carll Avenue.
