A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, September 22nd, 2015. On the motion of Trustee Basile, seconded by Trustee Amelia and unanimously carried, the meeting opened at 7:17 p.m. On the motion of Trustee Basile, seconded by Trustee Amelia and unanimously carried, the meeting adjourned at 7:55 p.m.

RESOLVED to approve the minutes of the September 8th, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.

RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to hire Margaret O’Sullivan as a part-time Parks Laborer with a salary of $8.50 per hour effective September 8, 2015.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to change Christopher King from a Seasonal employee to a full-time Highway Laborer with an annual salary of $20,800 effective September 8, 2015.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to issue a refund in the amount of $7.53 to Peggy Ann Michaels for overpayment of taxes on 49 Mortimer Avenue, Section 16, Block 3, Lot 53.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to the Babylon School District to hold the 2015 Homecoming parade on Saturday, October 3, 2015, starting at 1:00 p.m. The parade will start in the parking lot of the Babylon Junior Senior High School, head West on Grove place, turn North onto North Carll Avenue, turn West onto Park Avenue, and turn North onto Ralph Avenue. The floats would be parked on the East side of Ralph Avenue, near the field between Babylon Memorial Grade School and the Babylon Elementary School. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “additional insured”.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to hire Darryl Moore as a Sanitation Laborer with a salary of $8.00 per hour, effective September 1, 2015.

RESOLVED to change the following seasonal employees to part-time employees effective September 19, 2015:

RESOLVED to accept the resignation of Magnor Mejia as a Highway laborer, effective August 27, 2015.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to grant permission to Jane Cunneen of Boy Scout Troop #194 to maintain temporary signs at various storefronts in the Village from November 6th through December 6th, 2015, to advertise their 43rd Annual Spaghetti Dinner.
Trustee Davida announced that the Village of Babylon, in conjunction with the Department of Environmental Control, will participate in the annual S.T.O.P. (Stop Throwing Out Pollutants) Day this Saturday, September 26, 2015, from 9:00 a.m. to Noon, at the Village Highway truck bay on Carlston Place. Again this year there will be a paper shredding truck, available to Village Residents, between the hours of 3:00 p.m. to 5:00 p.m. You must have identification for proof of residency. On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to approve the following warrant for September 22, 2015:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to hire Anthony Nunez as a full-time Parking Meter Officer with an annual salary of $24,960 effective September 4, 2015.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to change Adam Ciabattari from a Seasonal employee to a full-time Highway Laborer with an annual salary of $20,800 effective September 8, 2015.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant an annual stipend of $4,160 to Alex Weber to provide EMT services in addition to his Code Enforcement duties, effective September 22, 2015.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to the Babylon School District to use the Ralph Avenue Little League field for the Babylon Junior High football team practices this fall (2015), Monday through Friday, from 3:00 p.m. to 4:30 p.m., for approximately 8 weeks, beginning September 10th through October 30, 2015. The school will assist the Village with maintenance of the field during and after the season. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “additional insured”.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to the Babylon Beautification Society to use the Village Garage on Saturday morning, November 28th, 2015, to cut up greenery, and Sunday, November 29th, 2015, for the distribution of the decorations for the lamppost decorating. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “additional insured”.
Trustee Basile announced that the Apples & Arts Festival will be held at the Conklin House the weekend of October 16th to 18th, 2015.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to grant permission to Mark Agovino of the Babylon Lions Club to maintain temporary signs at various merchants in the Village, from October 12th through November 12th, 2015, to advertise their 21st Annual Beer, Wine, & Food Expo.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to grant permission to Kerri Rose of the Post Office Café to maintain temporary signs from October 1st through October 17th, 2015, to advertise the 24th Annual Post Office Café 5K Run. The signs will be located as follows:
24”x48” signs at: - Route 231 and Montauk Highway
- Union Street and Cooper Street
- Route 109 and Montauk Highway
36” x 120” Banner: - on the store front of the Post Office Café at 130 W. Main Street
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to change John McArdle from a Seasonal employee to a full-time Highway Laborer with an annual salary of $20,800 effective September 8, 2015.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to transfer Robert D’Andrea from Highway Laborer to Sanitation Laborer effective August 24, 2015 with no change in salary.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to hire Matthew Matheis as a part-time Parks Laborer with a salary of $8.50 per hour effective September 8, 2015.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,
WHEREAS A PUBLIC HEARING WAS HELD on Tuesday, September 8th, 2015,
BE IT HEREBY RESOLVED to approve the application of Frank Genovas, to expand Francesco’s Restaurant, 29 John Street, subject to Covenants and Restrictions to follow.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED that Ralph A. Scordino, as Mayor of the Village of Babylon, is hereby authorized and directed to file an application for funds not to exceed the maximum allowable amount of thirty thousand dollars ($30,000.), and upon approval of said request to enter into and execute a project agreement with the New York State Unified Court System for such financial assistance to this municipality for the Justice Court Assistance Program.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant a license to the following applicant to drive a taxi cab for Lindy’s Taxi in the Village of Babylon: Stephen Bacchi
Mayor Scordino made the following announcement:
Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, October 12, 2015 in observance of the Columbus Day Holiday. Residents should not put rubbish or recycling out to the curb on holidays.

Frank Curtin, 420 Fire Island Avenue, asked about the agreement with the Unified Court System for the Justice Court Assistance Program.
