A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 8th, 2019.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:55 p.m. On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the meeting adjourned at 8:25 p.m.

REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF BABYLON WAS HELD IN THE BOARD ROOM,

Regular meeting of the Board of Trustees opened at 8:27 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the minutes of the September 24th, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Silvestri, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to Seatuck Environmental to conduct field trips on Friday, October 11th, 2019, as per the attached.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Silvestri, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to extend the 2019 Boat Berth Season to December 1, 2019, at which time boats and lines should be removed from Village berths.  Winter Mooring is available at certain marinas; contact the Village Clerk’s Office for more information regarding Winter Mooring.

On the motion of Trustee Silvestri, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to approve the following warrant for October 8th, 2019:

General Account:                    $ 181,188.19

TOTAL GENERAL FUND:   $ 181,188.19

Trustee Silvestri announced the upcoming Apples and Arts Festival at the Conklin House:

Friday, October 18th – 7:00 PM to 9:00 PM; Saturday, October 19th – Noon to 4:00 PM and

Sunday, October 20th – Noon to 3:00 PM.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED, that pursuant to New York State General Municipal Law section 104(b), Mayor RALPH SCORDINO, the TRUSTEES, JEAN MARIE PARKER, Village Clerk, IRENE IVANOFF, Court Clerk, CHARLES GARDNER, Superintendent of Public Works, SCOTT GLENN, SUZANNE SCHETTINO, DEBORAH LONGO, THOMAS STEFFANN, WILLIAM WHITTIER and MICHAEL GOLUB and JOSEPH FRACCALVIERI of the Babylon Village Fire Department, are responsible for purchasing.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Village establish a Safe Harbor standard measurement period of one year for a new, variable hour employee.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that the Village has established a Safe Harbor standard measurement period of one year, from October 1st to September 30th, for the purpose of determining on-going variable hour employees.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to grant permission to the Babylon Lions Club to use the Village Docks and Lewis Circle from 6:30 p.m. to 11:00 p.m. on November 7th, 2019, for overflow customer parking from their annual Beer Wine and Food Expo to be held at the Piermont.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to remove the exemptions as per the attached Assessor Petitions and bill the new owner(s) the Exempt Property Restoration for the Tax Year as indicated on the attached chart.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED in accordance with the Records Retention and Disposition Schedule MU-1, to dispose of the following items from the Village Clerk’s Office:

            Affidavits of Posting and Publication prior to 2012

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon School District to conduct field trips on Friday, October 11th, 2019, as per the attached.  This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.

Trustee Adams announced that October 16th is “Date night at the Gazebo”;  the movie Young Frankenstein will be shown.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Board of Trustees of the Village of Babylon is the Lead Agency regarding proposed Local Law #9 of 2019, pertaining to Chapter 365, Retail Business Districts;

and therefore,

BE IT RESOLVED that the Board of Trustees has determined that this action will not have an adverse impact on the environment.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried,

WHEREAS a Public Hearing was held on Tuesday, October 8, 2019,

BE IT HEREBY ENACTED that the following Local Law, proposed as Local Law 9 of 2019, is HEREBY ADOPTED as:

Local Law 9 of 2019, amending Chapter 365, Article IV, Section 20, Subsection C; Retail Business Districts

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to hold a Bid Opening on Thursday, October 31, 2019, at 9:30 a.m., for the Requirements Contract for Drainage Work.  Bid specifications will be available in the Office of the Village Clerk, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday, beginning Thursday, October 17th, 2019.

On the motion of Mayor Scordino, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to hold a Bid Opening on Thursday, October 31, 2019, at 9:30 a.m., for the Demolition of 24 Paumanake Avenue.  Bid specifications will be available in the Office of the Village Clerk, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday, beginning Thursday, October 17th, 2019.

The Mayor made the following announcement:

Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Monday, October 14, 2019, in observance of the Columbus Day Holiday.

Just a reminder that residents should not put rubbish or recycling out to the curb on holidays.
