A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 27th, 2015. On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:15 p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 7:35 p.m.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the October 13th, 2015 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to grant permission to South Shore Paddleboards to use the boat ramp at the Village Pool from 9:00 a.m. to 11:00 a.m. on Sunday, November 15th, 2015, for a charity paddle event sponsored by South Shore Paddleboards and Mary Carrolls. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to issue a refund in the amount of $8.11 to Daniel O’Callaghan and Nicole Baron for overpayment of 2015/16 taxes on 70 Lee Avenue. [Section 20, Block 1, Lot 61]
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to hire Charles Blackman as a part-time Highway Laborer with a salary of $8.50 per hour effective October 19, 2015.

RESOLVED to approve the following warrant for October 27, 2015:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to amend the term of Frank Seibert’s appointment to the Zoning Board of Appeals to fulfill the unexpired term of Dave Parker which will be April of 2017.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to hire Henry Herman as a part-time Sanitation Laborer with a salary of $20.00 per hour, effective October 8, 2015.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried, it was
RESOLVED to grant permission to the Babylon Little League to hold the Opening Day Parade at 9:00 a.m. on Saturday, April 16th, 2016. The parade will start from the Fire House on North Carll Avenue, head East on Main Street, turn North onto Deer Park Avenue, West onto Railroad Avenue, North onto North Carll Avenue, West onto Locust Avenue, and end at the Locust Avenue fields. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.

RESOLVED to amend the term of Bruce Zappia’s appointment to the Planning Board to fulfill the unexpired term of Frank Seibert which will be November of 2019.
On the motion of Trustee Davida, seconded by Trustee Amelia and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, October 27th, 2015, be it hereby enacted the following Local Law is HEREBY ADOPTED:
Local Law #6 of 2015 to amend Section 343-71, Schedule XIII, of the current Village Code pertaining to parking on Pearsall Place.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to hire Robert Rago as a part-time Highway Laborer with a salary of $8.50 per hour, effective October 13, 2015.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED that the Board of Trustees hereby acknowledges that pursuant to Section 2019-a of the Uniform Justice Court Act, the required Calendar Year of 2015 Audit of the Justice Court of the Incorporated Village of Babylon was performed by the Certified Public Accounting firm of Skinnon and Faber during October 2015.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant permission to Tres Palms Restaurant to hold an outdoor Seafood Fest on Sunday, November 1st, 2015, from 2:00 p.m. to 6:00 p.m. [This includes permission to allow parking in the Village Pool parking lot.] This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to increase the salary of Michael Kennedy.50₵ per hour effective October 19, 2015.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Girl Scouts to use the Argyle Gazebo for their annual Holiday Gathering on Saturday, December 5, 2015, from 10:30 a.m. to 2:30 p.m. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.
On the motion of Trustee Amelia, seconded by Trustee Davida and unanimously carried, it was
RESOLVED that the Village establish a Safe Harbor standard measurement period from October 1st to September 30th for the purpose of determining full-time hours and healthcare eligibility.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve and adopt the attached Covenants and Restrictions for Tres Palms Restaurant, 16 East Court, Babylon. (Section 22 / Block 3 / Lot 64)
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to grant a license to the following applicant to drive a taxi cab for Sunset Taxi in the Village of Babylon: Abdul M. Khan Sebastian Pino
