A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, October 25th, 2016. On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the meeting opened at 7:20 p.m. On the motion of Trustee Davida, seconded by Trustee Basile and unanimously carried, the meeting adjourned at 8:00 p.m.

Regular meeting of the Board of Trustees opened at 8:02 p.m.
The Pledge of Allegiance was led by Trustee Adams.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the October 11th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.
The Village Clerk read the letter from the Fire Department dated October 24, 2016:

On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to accept the Fire Department actions as read.
On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to increase the annual salary of Thomas Freyer $1,000.00, effective October 4th, 2016, having completed his six month probationary period.
On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to grant permission to the American Legion Babylon Post 94 to hold the annual Veterans Day Parade on Friday, November 11, 2016. The parade will begin at 10:00 am at Foster Blvd. and Deer Park Avenue, proceed South on Deer Park Avenue, head West on Montauk Highway to North Carll Avenue, then East on Grove Place to Babylon Post 94, where the ceremony will be held. This permission is granted contingent upon timely receipt of required Certificates of Insurance with the Village of Babylon listed as an ‘Additional Insured’, as well as a signed and notarized ‘Hold Harmless’ Agreement.
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the following warrant for October 25th, 2016:

On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to enter into an agreement with Thomson Reuters for online Westlaw reference materials for $288.15 per month for 12 months beginning November 1, 2016. (Contract #1491)
On the motion of Trustee Basile, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to accept the resignation of Kristopher Fitzgerald as a part-time Highway Laborer, effective October 2, 2016.
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to issued a refund in the amount of $564.35 to Linda Parise, for reduction in the assessed value of the property located at 68 Araca Rd., as per the attached Assessor Petition for the 2016/17 Tax Year.
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Historical & Preservation Society to host the annual Babylon Village Tree Lighting on Sunday, December 4, 2016, at 4:00 p.m., followed by the Wassail Bowl at the Museum. The Historical Society will make the necessary arrangements with the Fire Department.

RESOLVED to hire Louis Torres as a part-time Highway Laborer with a salary of $10.50 per hour effective October 14, 2016.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried,
WHEREAS a Public Hearing was held on Tuesday, October 25, 2016, be it hereby enacted the following Local Law is HEREBY ADOPTED:
Local Law #8 of 2016, to amend current Village Code Chapter A 369, regarding Boat Berths and Dock Rules and Regulations.
On the motion of Trustee Muldowney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED that the Board of Trustees hereby acknowledges that pursuant to Section 2019-a of the Uniform Justice Court Act, the required 2015-2016 Fiscal Year (10/1/2015 to 9/30/2016) Audit of the Justice Court of the Incorporated Village of Babylon was performed by the Certified Public Accounting firm of Skinnon and Faber on October 14, 2016.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to permit Mayor Ralph A. Scordino to enter into an agreement with Suffolk County Water Authority for $89,261.32 in reimbursement to the Village for resurfacing The Crescent and Cedar Lane. (Contract #1492)
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried,
WHEREAS, the Governor’s Office of Storm Recovery (“GOSR”) and the Town of Babylon (“Town”) awarded RFP No. 15G62 for Engineering Services, Hydrologic and Hydraulic Analysis, Feasibility Study, Preparation of Reports and Evaluate Specific Infrastructure Improvements for the Carll’s River Tributary/Watershed Project for the Village of Babylon (“Village”) to The RBA Group
WHEREAS, The RBA Group have submitted the final Comprehensive Report to GOSR, the Town and the Village, and
WHEREAS, the representatives of the Village have reviewed the final Comprehensive Report Plan and recommends that the Village Board of Babylon accept the plan as complete and satisfactory,
NOW THEREFORE, be it
RESOLVED, that the final Comprehensive Report be and is hereby accepted by the Village Board of Babylon as completed and satisfactory, and be it further
RESOLVED, that said final Comprehensive Report shall be on file in the Village Clerk’s Office and the Babylon Village Library for review.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED that the Village of Babylon will hold a General Election on Tuesday, March 21, 2017, for two Trustees and the Village Justice, each for a term of four years.
Mayor Scordino made the following Announcement:
A Bid Opening is scheduled for Thursday, November 10, 2016, at 9:30 a.m., for a Used Street Sweeper. Bid Specifications may be examined and obtained in the Village Clerk’s Office, between the hours of 9:00 a.m. and 5:00 p.m. daily, except Saturdays, Sundays, and Holidays, on and after October 27th, 2016.
