A work session was held by the Board of Trustees of the Village of Babylon on TUESDAY, October 6, 2020.  On the motion of Trustee Davida, seconded by Trustee Bencivenga and unanimously carried, the meeting opened at 4:27 p.m.  On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, the work session ended at 5:45 p.m.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, the meeting opened at 7:04 p.m.  On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, the Board entered into executive session at 7:21 p.m. to discuss current litigation and the work session was adjourned on the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried.  On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, the executive session ended at 8:02 p.m.

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was led by Trustee Davida.

On the motion of Trustee Davida, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to approve the minutes of the September 22, 2020 regular meeting of the Board of Trustees and dispense with the reading of the same.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to increase the salary of Dominik Fraccalvieri .75 cents per hour effective June 1, 2020.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $18.00 to Joseph Conboy for overpayment of 2020 taxes on the property located at 63 Melbury Road. [Section 013/ Block 01/ Lot 027.001]

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to issue a refund in the amount of $500.00 to Gorilla Contracting Group LLC as reimbursement for the check that accompanied the bid for the restoration of Argyle Falls.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED in accordance with the Records Retention and Disposition Schedule MU-1, to dispose of the items on the attached chart from the Treasurer’s Office.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to charge a fee of $100.00 to reimburse the Village for administrative and storage fees in connection with any seizure of a bicycle pursuant to Chapter 93 of Village Code.

Trustee Adams commented that this Saturday morning there will be a pickleball tournament and Saturday evening is ‘date night’ at the Gazebo with musical entertainment by Floyd Levy.

On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to increase the salary of James Hanley .25 cents per hour effective July 21, 2020.

On the motion of Trustee Silvestri, seconded by Trustee Bencivenga and unanimously carried, it was

RESOLVED to issue a refund in the amount of $19.95 to Corelogic Tax Services for overpayment of 2020 taxes for the property located at 5 Bradish Lane.  [008–01–153]

Trustee Silvestri commented that this Saturday will be the Apples & Arts Festival at the Conklin House with a virtual art show.  Before the next meeting, the Conklin House Volunteer Award will be awarded to John (Jack) Conroy, posthumously.

On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to increase the annual salary of William Sharkey $1,000.00 effective September 14, 2020.

On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to grant permission to the Babylon Lions Club to put ‘No Parking’ signs on three or four parking meters in front of Café Il Villaggio Restaurant on Sunday, October 25th, 2020 from 1:00 PM to 5:00 PM during their [take-out only] pasta dinner fundraiser.

On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to extend the 2020 Boat Berth Season to December 1, 2020, at which time boats and lines should be removed from Village berths. 

[Winter Mooring is available at certain marinas; contact the Village Clerk’s Office for more information regarding Winter Mooring.]

The Mayor commented that this extension of boat berth season will be weather dependent and the water at the slips may be turned off sooner

On the motion of Trustee Bencivenga, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the attached intermunicipal agreement for shared services between the Board of Education of the Babylon Union Free School District and the Village of Babylon, for a term of July 1, 2020 through June 30, 2021.  [Contract #1468]

Trustee Bencivenga noted that the golf course hours will be 8:00 AM to 5:00 PM for the next few weeks and will be adjusted with daylight savings time.

He also commented that this past Saturday Eagle Scout candidate Matthew Nyman from Troop 194 installed three bat houses in Southards Park to help reduce the number of mosquitos in the area.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Steve Lichioveri as a full-time parking meter officer with an annual salary of $31,200.00 effective September 27, 2020.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to increase the salary of Jalen Ward .75 cents per hour effective June 1, 2020.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to remove the Eligible Fund and Senior Citizen exemptions from the parcel listed below for tax years 2019 and 2020, as per the attached Assessor Petitions.

Mayor Scordino commended the residents for doing the best they can to adhere to all the proper protocols to stay safe during this pandemic; it is helping to keep the number of Covid cases down in our area.
