A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, November 8th, 2016. On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried, the meeting opened at 4:00 p.m. On the motion of Trustee Davida, seconded by Trustee Muldowney and unanimously carried, the meeting adjourned at 5:00 p.m.

Regular meeting of the Board of Trustees opened at 8:00 p.m.
The Pledge of Allegiance was led by Trustee Muldowney.
On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was
RESOLVED to approve the minutes of the October 25th, 2016, regular meeting of the Board of Trustees and dispense with the reading of the same.
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED to grant permission to the Babylon Village Women’s Club to maintain temporary signs at various merchants in the Village, from November 8th through December 8th, 2016, to advertise their Annual Holiday Auction.
On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was
RESOLVED that the Village has established a Safe Harbor standard measurement period of one year, from October 1 to September 30, for the purpose of determining on-going variable hour employees.
On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was
RESOLVED to issue refunds in the amounts indicated below to each of the applicants listed for the return of ZBA sign(s) for partial refund:

Section 22 Block 01 Lot 009; 109 Lighthouse Rd. – formerly owned by the Housing Trust Fund Corp., remove an Exempt Property Exemption with an assessed value of 13,400, and bill the new owner, Raised & Ready Homes, LLC, a total of $1,718.37 for the 2016/17 Tax Year.
Section 22 Block 03 Lot 059; 7 East Court – formerly owned by Charles Von Schmidt, guardian for Rosa Maglio, remove an Eligible Fund Exemption with an assessed value of 5000, and bill the new owners, James & Natalie Mendolia, a total of $619.10 for the 2016/17 Tax Year.

RESOLVED to approve the following warrant for November 8th, 2016:

On the motion of Trustee Basile, seconded by Trustee Muldwoney and unanimously carried, it was
RESOLVED to grant permission to the Babylon Breast Cancer Coalition to maintain temporary signs at various merchants in the Village, from November 9th through November 21st, 2016, to advertise their Sip & Shop for a Cure fundraiser.
On the motion of Trustee Basile, seconded by Trustee Muldwoney and unanimously carried,
BE IT RESOLVED that the Village Board of the Village of Babylon, hereby establishes standard workdays for the attached for the purpose of determining days worked reportable to the New York State and Local Employees’ Retirement system;
The required Three month calendar logs have been submitted. Based on the calendar logs, the number of days per month to be reported for appointee is shown on the attached chart.

On the motion of Trustee Muldwoney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED to hire John Farrelly as a full-time Provisional Grants Technician in the Treasurer’s Office with an annual salary of $40,040.00, effective October 31, 2016.
On the motion of Trustee Muldwoney, seconded by Trustee Basile and unanimously carried, it was
RESOLVED that the Village establish a Safe Harbor standard measurement period of one year for a new, variable hour employee.
On the motion of Trustee Muldwoney, seconded by Trustee Basile and unanimously carried, it was
BE IT RESOLVED, the title of Timothy J. Dunn re-appointed in April 2016 as Acting
Village Justice, is hereby amended to be Associate Village Justice as per Bill # S7567/A9918A, which was signed and passed by the New York State Legislature And hereby amends Section 3-301 of the Village Law.
Mayor Scordino made the following announcements:
- The Board of Trustees of the Village of Babylon will hold a Public Hearing on Tuesday, November 22, 2016, at 7:00 p.m., to consider the application of Massimiliano Gargiulo, of Molto Pizza, to open a brick oven pizzeria at 376 Deer Park Avenue. Copy of the application and plans may be examined at the office of the Village Clerk, between the hours of 10:00 a.m. and 4:00 p.m., Monday through Friday.
- Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Friday, November 11th, 2016, in observance of the Veteran’s Day Holiday. Residents should not put rubbish or recycling out to the curb on holidays.
- Saturday, November 26th, is Small Business Saturday. We encourage all of our residents to shop locally and support our Village merchants.
The meeting was opened to the public; no one was present to approach the Board.
