A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, November 26, 2019.  On the motion of Trustee Davida, seconded by Trustee Silvestri and unanimously carried, the meeting opened at 7:00 p.m. On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, the meeting adjourned at 7:58 p.m.

Regular meeting of the Board of Trustees opened at 8:04 p.m.

The Pledge of Allegiance was led by Trustee Adams.

On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the November 12, 2019 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated November 20, 2019:

At the regular monthly meeting of the Fire Council held November 19, 2019, the Fire Council took the following actions and we await your approval:

Took off Sick Leave with Medical Clearance:

            Eugene Cuneo effective October 21, 2019

            Giuseppe Pergolotti effective October 25, 2019

Accepted New Probationary Members:

            Christopher Cardenas – Argyle Hose Company #3

Accepted Resignations:

            Anthony McNally – Phoenix Hose Company #1

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to restore Anthony Nunez as a full-time Parking Meter Officer with an annual salary of $36,280.00 effective November 18, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to appoint Robert Waters as Secretary of the Planning Board with an additional salary of $500.00 annually, effective November 26, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to grant permission to the Babylon Little League to maintain temporary signs at various merchants in the Village until January 20, 2020, to advertise Babylon Little League Registration.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED to accept the DRAFT Audited Financial Statements for the Village of Babylon for the Fiscal Year Ended May 31, 2019.

On the motion of Trustee Adams, seconded by Trustee Davida and unanimously carried, it was

RESOLVED that the Mayor is authorized to sign an agreement with 60 Fire Island Avenue, Realty LLC, regarding the lease of the driveway at 60 Fire Island Avenue to provide access to the parking area behind 60 Fire Island Avenue and to the parking area adjacent to the Babylon Village Argyle Theater.  The lease agreement is for a three (3) year term, commencing April 1st, 2019 and ending March 31, 2022, with an annual rent of $950.00.                      (Contract #1453)

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the resignation of Rachel Schwartz as a Parking Meter Officer effective October 31, 2019.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to St. Nicholas Greek Orthodox Church to use Argyle Park at 12:00 Noon on Sunday, January 12th, 2020, for the annual Blessing of the Waters.  This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed and notarized ‘Hold Harmless’ agreement.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to re-appoint James Slack as Chairman of the Planning Board for a five-year term which is to November 2024.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to accept the Management Comment Letter and Corrective Action Plan for the Financial Statement Audit for Year Ended May 31, 2019.

On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to increase the fees for a Landscaper permit, effective December 1, 2019, as follows:        

                        $50.00 for the first truck

                        $15.00 for each additional truck

                        (No Charge for trailers)

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to hire Graceann Sawczyn as a part-time clerical with a salary of $10.50 per hour effective October 28, 2019.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to terminate the employment of Adrian Coronado as a part-time Highway Laborer effective October 29, 2019.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to re-appoint Susan Harris as Chairperson to the Architectural Review Board for a three-year term which is November of 2022.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to increase the salary of John Conroy $250.00 as Secretary of the Zoning Board of Appeals effective November 26, 2019.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED that two signatures are required on all disbursements made by the Village that are $10,000 and over.

On the motion of Trustee Davida, seconded by Trustee Adams and unanimously carried, it was

RESOLVED to increase the fee for a Resident Parking Permit to $40.00, effective December 1, 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to approve the following warrant for November 26, 2019:

General Account:                    $ 649,129.79

Conklin House:                       $         125.00

TOTAL GENERAL FUND:   $ 649,254.79

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried,

WHEREAS a Bid Opening was held on Thursday, October 31, 2019, for the Demolition of 24 Paumanake Avenue,

BE IT HEREBY RESOLVED to award the bid to:

S&M Prompt Rubbish Removal Service, Inc.

228 Miller Avenue

Freeport, NY 11520

with a total bid price of $23,900.00

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to re-appoint Bruce Zappia to the Planning Board for a five-year term which is to November 2024.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to re-appoint Theresa Bunger to the Architectural Review Board for a three-year term which is to November of 2022.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to increase the salary of Bill Doxie to $9.00 per hour effective November 10, 2019.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to increase the annual salary of Joseph Mantesta $1,000.00 efeective November 13, 2019, having completed his 6-month probationary period.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to hire Joseph Emmi as a part-time Highway Laborer with a salary of $10.50 per hour effective November 4, 2019.

The Mayor made the Following announcements:

-          Village of Babylon Offices will be closed and there will be no rubbish or garbage pick-up on Thursday, November 28, 2019, in observance of the Thanksgiving Day Holiday.

            Residents should not put rubbish or recycling out to the curb on holidays.

-          Saturday, November 30, 2019 is Small Business Saturday.  We encourage all of our residents to shop locally and support our Village merchants.
