A work session was held by the Board of Trustees of the Village of Babylon on Tuesday, March 24, 2020.  On the motion of Trustee Silvestri, seconded by Trustee Muldowney and unanimously carried, the meeting opened at 7:25 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried, the Board entered into Executive Session at 7:25 p.m. to discuss current litigation.  On the motion of Trustee Muldowney, seconded by Trustee Adams and unanimously carried, the Executive Session ended at 8:12 p.m.  On the motion of Trustee Muldowney, seconded by Trustee Adams, and unanimously carried, the work session adjourned at 8:15 p.m.

Regular meeting of the Board of Trustees opened at 8:17 p.m.

The Pledge of Allegiance was led by Trustee Adams.

Mayor Scordino commented that due to Coronavirus, this meeting was held under restricted conditions. All who were present at the meeting followed proper protocol and were separated by a minimum distance of six feet. The Mayor stressed the importance of everyone adhering to the governor’s ruling to stop the spread of the Coronavirus and to practice social distancing.  The public was not permitted in the building for this meeting but the meeting was videotaped and available to be viewed on the Village Facebook page and the Village website:   www.villageofbabylonny.gov . On the motion of Mayor Scordino, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to approve the minutes of the March 10, 2020 regular meeting of the Board of Trustees and dispense with the reading of the same.

The Village Clerk read the letter from the Fire Department dated March 22, 2020:

At the regular monthly meeting of the Fire Council held March 17, 2020, the Fire Council took the following actions and we await your approval:

Placed on Sick Leave:

            Michael Fredericks effective February 17, 2020

            Richard Froehlich effective March 7, 2020.

Took off Sick Leave with Medical Clearance:

            Hannah McGlinchey effective February 29, 2020.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to accept the Fire Department actions as read.

On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to grant permission to the Babylon Rotary Club to hold the 15th Annual Dirty Sock 10K Run on Sunday, August 9th, 2020, from 8:00 am. to 11:00 am., with the start and finish adjacent to the tennis courts on the north side of Park Avenue.  This permission is granted contingent upon timely receipt of the required Certificate of Insurance with the Village of Babylon listed as an “Additional Insured”, as well as a signed & notarized ‘Hold Harmless’ Agreement.

On the motion of Trustee Adams, seconded by Trustee Muldowney and unanimously carried, it was

RESOLVED to remove from the 2020 Tentative roll the Alternative Veteran exemptions on the parcels listed as a result of the audit of Alternative Veteran exemptions, as per the attached RP-552 forms.

Trustee Silvestri thanked the Mayor for his leadership during this time and for keeping Village Hall open. The Mayor thanked all those who are assisting him.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to issue a refund in the amount of $50.00 to William Fitzpatrick for overpayment of boat slip #10 at Beach Canal for the 2020 season.

On the motion of Trustee Muldowney, seconded by Trustee Silvestri and unanimously carried, it was

RESOLVED to add the liens highlighted on the attached chart to the 2020/21 Tax Bills and

ALSO RESOLVED to add the property maintenance charges highlighted on the attached chart to the 2020/21 tax bills.

Trustee Muldowney stated that any questions, comments or concerns regarding this meeting can be emailed to: info@villageofbabylonny.gov .  Trustee Muldowney also commented that due to the current circumstances, the Village will waive the $25 late fee for late boat renewals this year.

The Mayor made the following announcements:

-        The Budget for the 2020-2021 fiscal year was received by the Village Clerk from the Village Treasurer on March 20, 2020, and has been presented to the Board by the Village Clerk. 

The annual Budget Hearing will be held at 7:00 p.m. on Monday, April 6, 2020. The hearing will be videotaped and made available to view on the Village Facebook page and on the Village website: www.villageofbabylonny.gov

Immediately following the Budget Hearing, the Annual Organizational Meeting will be held.

-       Village Offices will close at Noon on Good Friday, April 10, 2020.
